UNOCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partner-ship with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
UNOCHA’s core functions are coordination, information management, policy, advocacy, and humanitarian financing. OCHA has been operational in Ethiopia for several years and its current humanitarian operations are focused on addressing the lifesaving needs of people affected by 3 main crises: the conflict in the North, the drought in the East and South, as well as those displaced by violence in the center and South. UNOCHA operates out of the main office in Addis Ababa and sub offices in several regions in Ethiopia, close to the affected people. This position will be based in the Planning and Coordination Unit to support all parts of the humanitarian programme cycle.
Sexual exploitation and abuse against vulnerable people is an egregious abuse of power and is prohibited by all UN entities and humanitarian and development organisations. The Protection from Sexual Exploitation and Abuse Network was established in Ethiopia in 2018 to strengthen the prevention and response to this type of harm. The Network brings together 21 UN entities, 52 international NGOs and 90 local NGOs, with a mailing list of over 200 individuals.
In order to manage this Network and also ensure that all members meet minimum safeguarding requirements, the PSEA Network is exploring the establishment of a membership website platform, to track the following: 1) Participation of members in regular meetings 2) Whether or not member organisations meet minimum requirements (self-declaration or self-assessment) 3) Engagement of members in annual information-gathering exercise 4) Inactive/active members.
Web and Software Development
The PSEA Network in Ethiopia is seeking one (1) Online Volunteer who, under the guidance of the inter-agency PSEA Coordinator, and in close collaboration with the OCHA Information Management Officer, will propose a sample membership page using the ReliefWeb platform which gives access to certain content by full members and only partial membership to others that do not meet all membership requirements as per the Network Terms of Reference.
In particular, the Online Volunteer is asked to:
– Review existing information such as the Network Terms of Reference and information available on the Network ReliefWeb page: https://response.reliefweb.int/ethiopia/inter-agency-ethiopia-psea-network
– Create a draft website based on requirements and discussions with the PSEA Network coordinator; and – Develop the website platform on ReliefWeb according to agreed requirements.
Candidates should have a Master’s degree in Information Technology, or a Bachelor’s degree with a minimum of two years of relevant professional experience. They must have demonstrated experience in website design, content management, graphic design, and database management. Excellent verbal and written communication skills in English are also required.
