Job Description for Project Officer (PO)

Il Sole ETS is an Italian NGO dedicated to the protection of the rights of children and of the most vulnerable groups. It has been active since 1997 and currently operates in Ethiopia, India and Italy with projects that support children and women in vulnerable conditions.

Il Sole ETS is actively working in Addis Abeba (Ethiopia) in collaboration with the local NGO IFSO (Integrated Family Service Organization) and local authorities to implement social projects for the protection of abused children and vulnerable youth. The two organizations manage one foster home in the city of Addis Ababa, where most of the activities are implemented in addition to sponsorship projects and empowerment of vulnerable youth in Addis Ababa.

The project

The PROMETEO (Protection of Minors in Addis Abeba on the Eastern migratory route) project aims to improve access to and the quality of basic services in Ethiopia, with a particular focus on migrant and vulnerable youth, ensuring their enhanced protection and integration into the community.

To achieve this, the project aims to support highly vulnerable youth in Addis Ababa, including those at risk of irregular migration. It seeks to promote their socio-economic inclusion through targeted training and the development of income-generating activities, while also coordinating and facilitating sustainable reintegration strategies within their communities.

As a result, the project is expected to facilitate the protection and socio-economic integration of 354 potential young migrants through coordinated and sustainable interventions. Highly vulnerable youth in Addis Ababa will receive technical and vocational training at TVET centers, along with support for income-generating activities. In addition, students from the selected TVET centers will be better informed about potential employment opportunities, available government services, and access to financial support.

PROJECT OFFICER

The Project Officer (PO) reports to the Country Representative (CR) and interacts with all the other staff members, partners and the representatives of the NGOs partners. He/she will also interact with service providers, government offices and local companies for the procurement of goods and services under this project.

Job Summary:

The PO is responsible for the successful implementation of day to day tasks of the project. He/she will assist the Country Representative (CR) to ensure that the project deliverables and results are being met according to the Ministry of the Interior of Italy (Ministero dell’Interno) procedures and regulations, both from a program and financial perspective.

Duties and Responsibilities:

  • Beneficiary Selection and Support
    • Develop and implement criteria for selecting project beneficiaries in collaboration with government offices such as AA labor and skill office in selection and follow up of beneficiaries
    • Provide regular follow-up and support to beneficiaries to ensure their continued engagement in the program.
  • Education Monitoring
    • Track TVET attendance and academic progress of beneficiaries.
    • Liaise with educational institutions to resolve any issues affecting beneficiaries’ performance.
  • Transport Payments
    • Manage and disburse together with the Admin and Finance Officer (AFO) the transport payments to beneficiaries in a timely and accurate manner.
    • Maintain detailed records of all payments and ensure accountability.
  • Needs Assessment and IGA Proposal Evaluation
    • Evaluate proposals together with TVET institution and government offices for income-generating activities, providing guidance to beneficiaries on improving feasibility and sustainability.
    • Monitor the implementation and progress of approved IGAs.
  • Information days
    • Identify appropriate awareness materials and tools for the target audience.
    • Implement awareness activities to promote key messages related to the project’s objectives.
  • Reporting and Documentation
    • Prepare regular progress reports and updates for the CR.
    • Maintain accurate records of all activities, beneficiaries, and financial transactions.
    • Ensure timely submission of all required documentation and reports.
    • Represent il sole in governmental offices when requested to do so
  • Representation: represent the association in its relations with partners and authorities with regard to the project activities.
  • Carry out any other task as deemed necessary by the CR

About You

Requirements:

  • Education:

Bachelor’s degree in social sciences, project management, education, or a related field.

Experience: 

  • At least 3 years of experience preferably in NGO project implementation, particularly in beneficiary selection, education support, IGA or livelihood programs.

Skills:

    • Strong organizational and coordination skills.
    • Excellent interpersonal and communication abilities.
    • Proficiency in English and Amharic.
    • Familiarity with Microsoft Office and other project management tools.
