Job Description

Mothers and Children Multisectoral Development Organization (MCMDO) is a national Non-Governmental Organization registered in accordance with the proclamation for Civil Society Organizations Proclamation No 1113/2019 with a certificate No 0022. MCMDO is currently implementing 15 emergency response and development projects in all regions and City Administrations in Ethiopia. .

To meet its objectives MCMDO calls for competent professionals to apply for the following vacant position.

Job Summary

The Project Coordinator is responsible for coordinating the implementation of the Community HIV Care and Treatment Activity to achieve the intended results of the CHCT project. S/he will provide direct management support to the project team at the project implementation sites – including Community Engagement Facilitators Supervisors (CEF Supervisors), Community Engagement Facilitators (CEFs) and through the CEFs to the Community Resource Persons or Volunteers (CRPs).

S/he is directly responsible for facilitating program implementation and this includes ensuring proper and timely utilization of budget and regular monitoring of the ongoing program activities as per the approved work plan and activities of the CHCT project.

Furthermore, s/he has a responsibility to promote coordination and communication between and amongst the implementing organization (partner) and relevant Government offices in the implementation sites to ensure support from each other that will contribute to effective and efficient utilization of resources. Specific functions of the Project Coordinator are discussed below.

Specific Functions and Responsibilities

  • Provide regular support and supervision to CEF Supervisors, CEFs, M&E Officers/Data Clerks, CRPs and other staff under her or his direct supervision. These include the preparation (development) and follow up of individual work plans based on CHCT project work plans and/or job descriptions.
  • Build the technical capacity of the project staff under her/his direct line management and delegate tasks for the efficient performance of activities implementation at all levels.
  • Liaise with the local Government institutions including health facilities and health extension workers (HEWs), PLHIV Associations, CCCs, CRPs and other relevant community groups/institutions to select target beneficiaries for the project services (direct services and through referral linkages).
  • Manages the entire case management process in the recruitment and enrollment of target beneficiaries (from identification for enrollment through successful graduation & case closure processes).
  • Ensure the provision of quality service for project target beneficiaries based on each individual household’s case plan and needs identified for Support Groups (SGs). S/he needs to make sure that service delivery is as per the project standards.
  • Facilitate proper and continuous utilization of reporting, monitoring and other formats, which reflect programmatic, technical and administrative requirements at the partner level. Should timely collect data expected to be reported weekly, monthly, quarterly, biannually and annually to the CHCT project (through regional office).
  • Responsible for overseeing the execution of CHCT activity in a timely and cost effective manner and ensure compliance with the terms and conditions of the project agreement signed with CHCT project.
  • Prepare project budget in accordance to the schedules, formats, annual dates and deadlines agreed with CHCT project.
  • Develop work plans at office and individual level. Ensure each staff develop individual work plan emanated from the broader project work plan and budget and supervise the timely execution of the planned activities.
  • Lead and monitor the implementation of QI initiatives and activities.
  • Ensure production of high quality reports in a timely manner for the donor, government and other stakeholders.
  • Perform a full range of consultative, advisory, information gathering, and analysis services on issues related to the project.
  • In consultation with the M&E Officers, CEF Supervisors, and other staff develop and maintain sound monitoring and evaluation system of the CHCT project. S/he is expected to develop mini PMP based on the master PMP document of the project in order to systematically guide the implementation (and monitoring and evaluation) of the project at all levels.
  • Ensure all program staff adheres to organizational filing and documentation processes. The Project Coordinator ensures success stories, lessons and best practices are periodically captured, shared, documented, and reported.
  • Ensures timely communication with the Regional Technical Advisor (RTA) of the CHCT activity based at Tigray region (Mekele) and through her/him with the Project team at head office in Addis Ababa.
  • Establish effective working relationship with government, donor, facilitators, volunteers and other stakeholders in all the project implementation sites of the implementing partner.
  • Performs other tasks as provided from the CHCT project team at head office in Addis Ababa as well as Project team at the regional office.

Job Requirements

Qualification:

  • First Degree or Masters in Social Sciences including Health sciences, Social Work, Sociology, Psychology or in related fields.

Experience:

  • 5 years for Masters and minimum of 8 years for BA with professional experience in health and HIV/AIDS related project management/implementation.

Technical Skills

  • Extensive knowledge of HIV/AIDS situation in Ethiopia. Should have demonstrated experience in working with CSOs, CBOs, Government stakeholders and other community level actors.
  • The incumbent should have sound experience and ability in project design, planning and implementation, monitoring and evaluation, reporting, coordination and local partnership development, project team management, experience in developing project related materials (guidelines, manuals, protocols etc).
  • Experience in facilitating trainings and workshops, among others. NGO experience is desired.
  • Ability to develop and maintain strong relationships with team members, and a strong team player and proven ability to influence effective team performance. (proven integrity and human relation).
  • Good interpersonal communication skill and ability to effectively liaise with staff, government and other stakeholders.
  • Ability to undertake frequent field travels to project areas on regular basis.
  • Demonstrated analytical and report writing skills.
  • Excellent written and oral communication in English.
  • Ability to perform and prioritize multiple tasks, think creatively and strategically.
