Mothers and Children Multisectoral Development Organization (MCMDO) is a national Non-Governmental Organization registered in accordance with the proclamation for Civil Society Organizations Proclamation No 1113/2019 with a certificate No 0022. MCMDO is currently implementing 15 emergency response and development projects in all regions and City Administrations in Ethiopia. .

Job Summary

The main responsibility of Community Engagement Facilitators’ Supervisor at Local Implementing Partner (LIP) for the USAID CHCT Activity is to provide regular and consistent technical support to the Community Engagement Facilitators (CEFs) in order for them to effectively and efficiently carryout/facilitate community level activities that includes, HIV Testing Services, community based DSD models ; coaching and mentoring support to CRPs in providing HIV care & support; conduct individual and household level assessments; recruitment of PLHIV (through the various entry points identified by the Project); case management and referral linkages; support the tracing reengagement of LTFU cases; support to PLHIV support-groups and VSLA groups; among others. S/he is also responsible to facilitate the establishment/formation of Village Saving and Lending (VSL) Groups based on the guidelines and trainings provided by CHCT Project.

S/he provides technical support to other project staff to ensure planned activities are implemented as per the technical standards provided centrally from the Project management. S/he closely assists the Project Coordinator in the coordination and management of the Project implementation at the LIP’s implementation sites. The post holder will ensure that the Project is implemented as per the agreements and that technical quality is of the highest standard.

In general, the position-holder supports the implementation of quality-driven services in accordance with the project’s work-plan in all core technical areas with special expertise – as needed- in service delivery, capacity building, Grant management, evidence based documentation of learning and others.

Specific Function and Responsibilities

  • Plan, organize, implement and monitor CHCT Project activities as per the standards in the Project agreement signed.
  • Provide day to day technical and mentoring support to the CEFs to deliver quality and comprehensive services to the target beneficiaries of the Project in all implementation sites.
  • Ensure the LIP adheres and comply with all technical standards and guidelines provided centrally from the project management (leadership).
  • Facilitate regular supportive supervision and monitoring visits to implementation sites, facilitate discussions with CEFs, CRPs, local Government stakeholders and others involved.
  • Ensure Project implementation processes are well documented and maintained at all levels.
  • Ensure all assessments carried out at LIP level are conducted timely and meets requirements of the Project. S/he is responsible to verify/validate to ensure the tasks are completed accurately.
  • Liaise with local Government administration, Community Care Coalitions (CCCs), CRPs, H/WDA, HEWs, health facilities and other community level actors for coordination efforts.
  • In collaboration with CEFs, ensure the CRPs are managing duties and responsibilities given to them.
  • Ensure that all Project targets are recruited/selected based on the agreed selection criteria and with the consent and approval of the responsible body.
  • Provide guidance and technical assistance to ensure the provision of quality service for the Individual cases are based on case plans developed for them by the CEF during the assessment.
  • Ensure that the requirements on service standard guidelines are met (refer to the Standard Operating Procedure developed and provided for LIPs).
  • Involve/participate in network or coordination or taskforce meetings in the implementation sites. Present project progress and discuss challenges encountered (as relevant to the platforms) for solution, as required.
  • In collaboration with the Project team, organize and facilitate trainings and workshops and submit related reports in a timely manner.
  • Coordinate and lead QI team meetings involving all stakeholders.
  • Gather relevant information, compile, update and report data related to the Project and also participate in the preparation of quarterly, annual and Program termination reports to the concerned government offices and donors.
  • Performs other tasks as provided from the project coordinator and other project teams.

Job Requirements

Qualification:

  • BA or Masters in Public Health or BSC nurse, Social Work, Sociology, Psychology or related fields.

Experience:

  • At least 5 years for BA and 2 years of Masters with relevant experience in the areas of health, HIV/AIDS Project management and technical support provision.
  • Progressive experience in technical oversight in HIV Care and Treatment related Projects and experience in coaching and mentorship of staff and community level actors.
  • Extensive understanding of HIV context and proven ability to think strategically and to utilize new knowledge to strengthen program quality.

Technical Skills

  • Proven coaching, mentoring and technical assistance experience, particularly in Health and HIV/AIDS and related projects.
  • Advanced technical skills relevant to programming for PLHIV, MARPs, OVC, and other vulnerable groups and others.
  • Ability to develop and maintain strong relationships with all actors in the implementation sites.
  • Good interpersonal communication skill and ability to effectively liaise with staff, government and other stakeholders.
  • A strong team player and proven ability to influence effective team performance.
  • Demonstrated analytical and report writing skills.
  • Excellent written and oral communication in English.
  • Ability to perform and prioritize multiple tasks, think creatively and strategically
