The Commission (EECMY-DASSC) invites capable, reliable, reputable, and licensed bidders / with machinery rental and services providers to the Bid in line with the following conditions and specifications.
- All interested and eligible bidders can obtain the bid document from EECMY-DASSC-HO/SE-AO/CRVS BO at the address given below during office working hours within the indicated dates.
- Details requirements are provided in the bid document which should be signed, stamped and retimed as part of bid requirement together with bidder’s price.
- A complete set of the bid documents may be purchased by any interested and eligible bidder on the submission of a written application to the above-mentioned office upon payment of Non-Refundable Birr Six Hundred (600.00) with the given account number
- All Interested bidders should collect the bid document up to January 19/ 2026: 4:30PM from EECMY-DASSC-HO Finance at the address given below.
- All interested bidders are requested to deliver WAX SEALED BID DOCUMENT original and copy to EECMY-DASSC-HO within Six (6) consecutive days from the announcement.
- The rental machine should have to be chain mounted and with a minimum bucket size of 1.5m3.
- The bidders should have to provide their chain mounted machine specification document copy, legal documents in related to bucket size, year of production, model, type…etc. or general specification of the machine.
- The bidders should provide all documents for the current year, including renewed machine rental and service providing license with the bid document.
- The bidders should provide a good performance certificate in related to machine rental or service providing of the chain mounted excavator and the machine own document (Libire) of the machine.
- Bids shall be valid for a period of thirty (30) days after bid opining. bids must be accompanied by Birr Five Thousand (5,000.00) in the form of Cashiers, payment order (CPO) and shall be marked payable to EECMY-DASSC-HO/SE AO and issued by eligible Ethiopian Bank.
About You
- Bidders must attach valid Trade/ Business licensee, Registration certificate, Taxpayer certificate, VAT registration, tax clearance supported by eligible licensed auditors and good performance evidence and past work experience in related field.

02. Community Engagement Specialist

Position Overview
Direct, operational support to Primary Health Care Units (PHCUs) and their associated community structures. This pivotal role is dual-focused: 1) Driving demand and improving health-seeking behavior for essential RMNCAH services through Community Mobilization, and 2) Enhancing Health Security by strengthening local capacity for Risk Communication and Emergency Preparedness (RCCE). The Consultant will ensure high-impact implementation and knowledge transfer, aligning local actions with MIHR-E’s strategic goals for sustainable community health and resilience.
About You
- Master’s degree in health fields, Health promotion, Social Science, or related field with training and/or experience related to community engagement and empowerment
- More than five years of demonstrated technical and programmatic experience on community engagement and empowerment
- Familiarity and demonstrated experience with Ethiopian Primary Health Care system including the Community Health Program, community engagement
- Proven experience in the provision of technical support and capacity building Community-level experience in facilitating trainings and workshops is highly desirable
- Demonstrated experiences on capacity development of NSAs/CSOs
- Strong communication, interpersonal skills, and writing skills
- Able to promote team work and effort.
- Experience of working with local governments and civil society organizations, and senior level government officials is desired.

03. Consultant – Service Delivery Specialist

Position Overview
The Consultant will serve as a field-based technical expert at the cluster level, providing direct, operational support to Primary Health Care Units (PHCUs) and their respective Woreda Health Offices. This pivotal role focuses on improving the efficiency, clinical quality, and management of core services, with an emphasis on Maternal, Newborn, Child Health (MNCH) and integrated Nutrition interventions (e.g., IMAM, IYCF). The Consultant will facilitate the implementation of MIHR-E’s service delivery strategies, ensuring local staff master the methodologies required for continuous Quality Improvement (QI) and sustainable operational resilience in these critical areas.
About You
- Degree in health-related fields with a focus on reproductive, maternal, newborn, child, and adolescent health or health service management or related fields.
- Minimum of 7 years of experience working in the private or public health sector, with a proven track record in supporting private or public health facilities at the district level.
- Experience of working in health facilities at least for 2 years and has solid knowledge on hospital-level care
- Solid understanding of quality improvement methodologies and tools in healthcare settings, especially in the area of RMNCAH.
- Extensive experience in developing and nurturing successful public-private partnerships in the healthcare sector, particularly in the context of RMNCAH services.
- Familiarity with Ethiopia’s healthcare system, policies, and regulations pertaining to RMNCAH services and public health facilities.
- Strong leadership and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Speaking of more than one local language is a plus.

1. Position Overview
Development and Social Services Commission is a development wing of the Ethiopian Evangelical Church Mekane Yesus registered under the FDRE ACSO and in operation for over 3 decades. Currently, the organization (EECMY DASSC) operates in all regions of the country with over 1600 employees.
We are seeking a qualified and motivated individual to join our team as an HR and Legal Affairs Officer. This dual-role position plays a vital part in managing human resources functions and ensuring legal compliance across the organization. This vacancy is open to both internal staff and external applicants who meet the qualifications and are passionate about contributing to a dynamic and mission-driven organization.
2. Key Responsibilities
Human Resources
• Coordinate recruitment, onboarding, and employee orientation.
• Maintain accurate employee records and HR systems.
• Support performance management and staff development initiatives.
• Ensure compliance with HR policies and labor regulations.
Legal Affairs
• Provide legal guidance on employment and organizational matters.
• Draft, review, and manage contracts and legal documents.
• Represent the organization in legal proceedings, including labor disputes, regulatory hearings, and court cases.
• Liaise with external legal advisors when necessary.
• Monitor and interpret changes in labor and corporate law.
• Design and deliver training sessions to staff on legal compliance, workplace ethics, and regulatory updates.
About You
- Minimum of LLB degree in Law, B.A. in Human Resource Management, or a related field. Holder of both LLB and BA degree in HRM is preferable;
- Minimum of 10 years of experience in HR and/or legal affairs.
- Demonstrated experience in defending an organization in legal proceedings or representing an employer in labor-related cases.
- Experience in developing and conducting legal compliance training.
- Strong understanding of Ethiopian labor law and HR practices.
- Excellent communication, negotiation, and organizational skills.
- High level of integrity, discretion, and professionalism.

- Proficiency in both spoken and written Amharic and Afan Oromo is required.
