International Institute of Rural Reconstruction (IIRR-Ethiopia) is an international non- governmental organization that has worked for about 63 years in 47 countries with rural communities of diverse engagements. Its mission is to empower rural people to build resilient communities and attain socioeconomic equity through creative and community-led action. Its major engagements include Food Systems, Environment, Economic Empowerment, Health, and Education. IIRR entered a services agreement with Mastercard Foundation to provide services for implementing the Mass Youth Employment in Apiculture (MaYEA) program.
The Mass Youth Employment in Apiculture (MaYEA)
The Mass Youth Employment in Apiculture (MaYEA) program aims to disrupt the apiculture sector and allied value chains and triple the current annual honey production by 2028 by recruiting 300,000 new beekeepers, increasing the productivity of 350,000 existing young beekeeping farmers, and engaging additional 350,000 young people in integrated value chain activities in the apiculture sector. Fifty thousand are expected to come as wage employment from the 50 commercial apiculture farms prompted by the program.
Job Purpose:
The Data Analyst supports the CSSW Sub-National Hub PMEL Lead by managing end to end data processes. This includes electronic data tool development, data collection facilitation, data management, cleaning, visualization, and backup. The role ensures quality data is available for decision making, supports capacity building for data quality improvements, and contributes to the successful implementation of the MaYEA program across the CSSW Sub national hub.
Duties and Responsibilities
Data Management
- Design, test, and maintain KoboToolbox electronic data collection tools for all data needs at sub-national hub and cluster levels
- Support field teams and cluster MEL officers in organizing and facilitating data collection processes
- Manage Participants and Enterprise datasets and conduct timely data reviews and cleaning with cluster MEL officers
- Ensure data is complete, consistent, and cleaned before use
- Participate in and support data quality assessments for the MaYEA program- CSSW Sub national hub
- Identify data quality issues and provide corrective follow-up with cluster MEL officers
- Document common data quality issues and develop standard procedures to address them for the future
- Prepare PowerBi visualization dashboards to present different Participants and Enterprise level progress
- Support thematic leads and cluster teams based on their data demand.
Capacity Building and Technical Support
- Support MEL teams and sub implementing partners through technical coaching on data collection, cleaning, and use
- Provide practical training sessions focused on data quality improvement based on assessment findings
- Develop user guides and data management standard operational protocols for woreda and cluster level users
Reporting and Documentation
- Provide quality datasets and data summaries for quarterly and annual reporting
- Support the PMEL Lead in preparing data inputs required by the Mastercard Foundation and other stakeholders
- Ensure all changes are well-documented and easily retrievable
- Collaborate with PMEL Lead and thematic leads to integrate data use into program reflection and learning
Safeguarding and Accountability
- Ensure all data handling and collection processes adhere to safeguarding policies
- Flag and respond to any safeguarding risks observed during data operations and processing
- Implement regular data backup routines for participant and enterprise datasets
- Ensure safe storage of sensitive information following program data security standards
- Ensure secure data transfer and access management
Qualifications
- MA/BA Degree: in Statistics, Economics, Project management/ Monitoring and Evaluation, or a related field.
- Total work experience: A minimum of 10 years’ experience for BA and six years for MA and Work related 4 years of relevant experience in data management, M&E, or research within development sector (experience with youth, job creation, enterprise, or livelihoods programs is a plus).
- Experience working with international NGOs, local consortium partners, or multi stakeholder programs is an advantage.
Required Key Skills
- Strong experience in data handling (tool designing, collection, cleaning, validation, and visualizing)
- High proficiency in Microsoft Excel (mandatory) for advanced data manipulation (e.g., pivot tables, lookup, data cleaning…etc)
- Ability to work with high volume, complex, and loaded datasets efficiently without compromising data quality
- Ability to design and maintain electronic data collection tools using KoboToolbox (mandatory)
- Excellent skill in creating dashboards and reports using Power BI (mandatory)
- Comfortable and able to using cloud storage tools (e.g., Google Drive, SharePoint) for data sharing and backup
- Proven ability to train and support cluster teams, woreda level officers, and implementing partners on data management
- Strong attention to detail for identifying and addressing data inconsistencies
- Ability to work in team and divers stakeholders
- Ability to read, write, and communicate effectively in English (mandatory)
