PAD is currently seeking qualified and motivated individuals for the following position(s)

Duty Station:

• Position 2 required for North Shewa Zone at Debre Berhan town in Bakielo at IDP sites and Menze Keya Gabriel Woreda in Medebit IDP.
• Position 4 required for South Wollo Zone at Kobo town in TVT College, or Kobo 04 Awura Godana, Raya Kobo in Abuarie IDP site, and Habru Woreda in Jara Camp IDP sites.
• Position 6 required for Wag Hamra Zone at Abergele (AM) Woredas in Marnet Ketena (Ketena 3 & 6) IDP sites, Marnet (Ketena 4 & 5) IDP sites, Marnet (Ketena 1 & 2) IDP sites and Gibechero IDP site, and at Tsagbeji Woredas, at Tsata Gebeya IDP sites, and Mkenjie Gibrina, IDP sites.
• Language: Proficiency in English and the local language(s) of the region is required.

Job Summary:

As part of its ongoing efforts, PAD is looking to hire a qualified CCCM Officer for an EHF-funded project titled “Rapid Life-Saving Assistance through Camp Coordination and Multi-Purpose Cash Support for Populations in High-Severity Crisis Areas of Ethiopia.” The Officer will primarily be responsible for monitoring and evaluating project implementation, tracking performance indicators, ensuring timely, high-quality reporting, and promoting cross-sector learning to support adaptive management.

The Field-Based CCCM Project Officer oversees CCCM activities at IDP sites, reporting to the Project Coordinator. They plan, coordinate, implement, and monitor site-level interventions like profiling, service mapping, community mobilization, capacity building, safeguarding, referrals, advocacy, and documentation, ensuring timely, efficient, and compliant delivery. The role promotes a principled, accountable, and community-centered humanitarian response.

Overall Responsibilities:

Project Implementation and Coordination

• Facilitate site-level coordination among service providers.
• Lead site assessments and ensure data disaggregation by demographics.
• Oversee CCCM information management systems for data accuracy and confidentiality.
• Strengthen accountability through the Complaints and Feedback Mechanism (CFM).
• Inform IDPs about available services and access procedures.
• Clarify roles of stakeholders and provide capacity-building support.
• Coordinate with Site Planning and Development on infrastructure monitoring.
• Support procurement planning and ensure compliance with documentation.
• Maintain relationships with local authorities and humanitarian partners.
• Contribute to camp management SOPs and strategic documents.
• Provide technical inputs for donor proposals and resource mobilization.
• Support community structures in self-governance and sustainable management.
• Perform other duties as assigned.

Information Management & Data Systems

• Establish a structured CCCM data management system.
• Manage IDP registration and population databases.
• Conduct data cleaning and validation processes.
• Ensure secure storage and protection of sensitive data.
• Develop tracking tools and dashboards for site-level indicators.
• Service Monitoring & Service Mapping
• Lead monthly service monitoring data collection.
• Compile and submit monthly service monitoring reports.
• Conduct and update service mapping.
• Analyze trends in service availability and access constraints.
• Produce information products to support planning and advocacy.

Data Collection & Reporting

• Design and update data collection tools.
• Train staff on data collection and reporting.
• Compile and standardize reports from field data.
• Prepare updates and situation overviews for stakeholders.
• Support donor reporting with accurate data.

Coordination & Information Sharing

• Share updated population figures and reports with partners.
• Participate in cluster meetings and technical working groups.
• Validate service availability data with service providers.
• Support inter-agency data harmonization and joint assessments.

Monitoring, Learning & Quality Assurance

• Track project indicators and support MERL functions.
• Identify data gaps and recommend corrective measures.
• Document trends and lessons learned for adaptive programming.
• Ensure systematic filing and archiving of data-related materials.

Qualification:

• Bachelor’s Degree in Sociology, Management, Humanitarian Studies, Disaster Risk Management (DRM), Community Development, or related field from an accredited institution.

Work Experience:

• At least three years of professional experience in CCCM or related humanitarian programming, particularly within a humanitarian or recovery setting, especially in conflict-affected area

Skills:

• Proven experience in camp coordination, site management, or support to return and reintegration processes.
• In-depth knowledge of CCCM tools, guidance, and best practices.
• Practical experience in disaster response and early recovery programming.
• Strong understanding of data protection in emergency operations and proficiency in Microsoft Office applications, including basic database management.
• Ability to adapt technical expertise to diverse operational contexts.
• Experience working in multicultural teams and dynamic emergency environments.
• Fluency in English (oral and written) required.
• Knowledge of the local language is an asset.
• Prior experience in an NGO.
