Description of the Project
As part of its development programs, SOS-CVE is implementing a project entitled ‘Sustainable Training for Employment Promotion’ in Addis Ababa and Adama. The project is designed to directly benefit 4500 (2,700 female and 1,800 male) disadvantaged young people at the age between15-29. To consider, the special challenges women face in the education and labor market, the majority 60% of women are integrated into the project. The project is aimed at young people from households affected by poverty. Other criteria include limited access to education and qualification measures, limited access to jobs, as well as self-motivation, previous knowledge, and experience of young people.
It is assumed that 14,000 more people will benefit indirectly from the project measures: Apprentices who benefit from the improved work experiences, target youth qualify their vocational skills; job seekers who find employment with the micro-enterprises set up under the project; and members of families, households, and communities whose living conditions are improved by the young people’s participation in the project. The STEP Adama project targeted a total of 1,800 young people among the total targets. Accordingly, this ToR is prepared to conduct Outcome Harvesting (OH) for STEP project in SOS Children’s village Ethiopia.
The primary objective of the outcome harvesting training program is to enhance the capacity of STEP project staff, which are actively involved in Adama and Addis Ababa project sites. This training aims to empower internal staff to implement the project activities effectively while ensuring that project is deliverable as per project goals and commitments.
The training methodology is expected to focus on interactive adult learning methods and should incorporate the below-listed learning methods.
The trainer / consulting firm must use at least 60% of each session for activities engaging learners and enable them to practically implement what is learned on their day-to-day activities.
The training target participants for this training are selected from Addis Ababa and Adama STEP project sites. At least a total of 20-25 participants of trainees are expected to participate in this training from program, finance and other operation units.
Time location
The training is scheduled for 4 consecutive days in the First week of August 2026. The specific dates will be agreed soon, and the location will be chosen based on accessibility and capacity to accommodate all participants. Mentoring and coaching of project staffs to develop and adapt monitoring systems and data managements as per SOS Children’s Ethiopia data protection & security guidance.
The consultant will prepare training materials specific to Outcome Harvesting, conduct the four-day training and submit a comprehensive training evaluation report including trainee feedback and learning outcomes.
The consultant is expected to be finalized within 15 days including preparation day after the contractual agreement is signed. The consultant is expected to develop her/his detailed training plan based on the following table.
The consultant shall provide the following at the end of the training session:
SOS Children’s Villages is committed to ensuring that all demonstrations, training and reporting processes (i.e. evidence-generating activities) are undertaken by SOS Children’s Villages and its partners are ethical and respect child and Youth safeguarding policy and procedure. The Trainer firm or consultant must respect the rights, dignity and protection of children, youth and other target population groups and should ensure special protection for children and youths during any data-generating activities, training methodologies to minimize any potential risks. Any training and reporting and data management at SOS Children’s Villages is directly carried out or is involved as a partner.
The Reporting, training materials and scope of training shall be in line with the SOS Children’s Villages Ethiopia result-based management (RBM) toolkit.
The awarded trainer firm or consultant shall show feasible logistical arrangements for trainer and other related costs, while SOS CVE will be managing the trainer and trainee accommodation, and refreshment costs.
Payment will be made only upon SOS Children’s Villages’ acceptance of the work performed in accordance with the above-described deliverables. Financial proposals should include proposed stage payments. Payment will be affected by bank transfer in the currency of birr.
The trainer firm or consultant will be paid by SOS Children’s Villages as follows:
Duration of contract: the contract is effective from the moment it was signed until the acceptance of work by the SOS Children’s Villages in Ethiopia management team.
Shall the successful bidder encounter a delay in the performance of the contract which may be excusable under unavoidable circumstances; the contractors shall notify SOS Children’s Villages in writing about the causes of any such delays within one (1) week from the beginning of the delay.
After receipt of the Contractor’s notice of delay, SOS Children’s Villages in Ethiopia shall analyze the facts and extent of the delay and extend the time for performance when in its judgment the facts justify such an extension.
SOS Children’s Villages shall be entitled to all intellectual property and other proprietary rights including, but not limited to, copyrights, and trademarks, with regard to products, processes, inventions, ideas, know-how, or documents and other materials which the Contractor has developed for SOS Children’s Villages under the Contract and which bear a direct relation to or are produced or prepared or collected in consequence of, or during the course of, the performance of the Contract. The Contractor acknowledges and agrees that such products, documents, and other materials constitute works made for hire for SOS Children’s Villages.
All materials: Training materials and trainer assessment, and all other data compiled by or received by the Contractor under the Contract shall be the property of SOS Children’s Villages and shall be treated as confidential and shall be delivered only to SOS Children’s Villages authorized officials on completion of work under the Contract. The external consultant is obliged to hand over all raw data collected during the assessment to SOS Children’s Villages in Ethiopia.
The termination of the service agreement for the assignment will be in accordance with the contractual agreement to be included at the formal agreement’s actual signing.
