Background:

Overview of the organization

The Leprosy Mission International Ethiopia (TLMI-E) is an international non-governmental organization registered with civil society organization’s proclamation number 3097. TLMIE has been implementing different projects across the country in partnership with national stakeholders like associations with persons affected by leprosy, ministry of health, ministry of women and social affairs, Ethiopian center for disability and development (ECDD) and other international development partners to support and strengthening the national leprosy program and services.

Currently TLMI-E is engaged active case detection project in east Gojjam, Ethiopia called Dare to Dream, a consortium project known as We are Able intended to improve the livelihoods and food security of persons affected by leprosy in Addis Ababa and East Harerge. Furthermore, TLMI-E conducting operational research projects in collaboration with national and international Experts.

Overview of the project

The Dare to Dream (D2D) project aims to pilot an integrated leprosy control model in Ethiopia through health system strengthening and community ownership, building on lessons from the CLRS initiative and aligned with national leprosy strategies, NTD roadmaps, and global leprosy guidelines. D2D project seeks to prevent leprosy transmission in Ethiopia by strengthening the health system to be able to effectively find, diagnose, treat and manage complications of leprosy promptly, especially among rural women and children.

The project was implemented in partnership with the Ethiopian Ministry of Health-NTP and ALERT Hospital to pilot a new, integrated, and comprehensive model for leprosy control in rural hot spots in selected four woredas (Debay Tlatgen, Enarg Enawga, Enemay and Shebel Berenta woredas) in East Gojam Zone of Amhara Region. It trained and equipped healthcare providers at the primary, secondary, and tertiary levels with the required skills, tools, and resources to accurately diagnose, treat, refer, and manage leprosy and disability complications.

The project strengthened the health systems by investing in innovative technology, virtual consultations, close monitoring & supervision structures, and robust information management systems. Along with the health workers, the project also engaged and trained key community stakeholders, including persons affected by leprosy, their local associations, faith leaders, and other community-based organisations to play an active role in the early detection of leprosy cases, ensuring compliance to treatment, promoting community and family-based self-care to prevent disabilities, and reducing stigma and discrimination against people affected by leprosy and disabilities.

The project was designed to follow the World Health Organization’s (WHO) approach and align with The Leprosy Mission Global Fellowship’s Strategy, working towards zero transmission, zero discrimination, and zero disability. TLMI-E implemented it in partnership with the MoH, ALERT Hospital, OPALs, and other local and national actors.

Purpose of Evaluation:

  • Assess project achievements against objectives, outputs, and Theory of Change
  • Measure impact on beneficiaries, health systems, and community empowerment
  • Extract lessons to inform future programming, sustainability, and scale-up

Scope:

  • The study will take place Ethiopia, Amhara Region, East Gojjam Zone ((Debay Tlatgen, Enarg Enawga, Enemay and Shebel Berenta woredas) some remote work possibly.
  • Mixed-methods evaluation (quantitative and qualitative)
  • Key stakeholders: MoH/NTP, ALERT, ENAPAL, local authorities, health workers, self-care groups, community leaders, and persons affected by leprosy

Deliverables:

  • Inception report, fieldwork, draft & final evaluation report (≤30 pages)
  • Evidence mapping, logframe & ToC analysis
  • 4-page Amharic policy brief
  • Presentation of findings in a validation workshop

Timing

The evaluation will commence on 10th November /2025 and be completed by 8th December/2025. The total number of consultancy period is 29 days.

Indicative milestones are:

  • 10th – 13th November: Desk review, Kick-off meeting, tool development & Inception plan (4 days)
  • 14th – 23rd November: Field work and other evaluation work (Data collection and analysis, interviews, FGD, etc.) (10days)
  • Finalise draft evaluation report for comments to TLMI-E/TLMGB by 30th November (7 days)
  • Comments provided to consultant by TLMIE/TLMGB by 4th December
  • Finalisation of evaluation report, and submission to TLMI-E by 8th December (4 days) 5th –8th December: Final Evaluation report submitted to TLMIE

Submission requirements

  • Detailed Technical proposal that outlines understanding of the TOR and approaches designed to conduct the evaluation study.
  • Financial proposal that outlines estimated cost with activities and consultancy fees.
  • Company profile and not more than 2 pages’ key personnel CV
  • Testimonies of pervious engagement
  • Necessary legal documents

About You

Consultant Profile:

  • Postgraduate in Social Sciences, Public Health, or related field
  • ≥5 years’ experience in health/development project evaluation
  • Expertise in quantitative & qualitative methods, stakeholder engagement, and report writing
  • Knowledge of Ethiopian health systems, leprosy/NTDs, disability, and gender projects
  • Ethiopian or resident expatriate
  • Strong experience in conducting baseline studies
  • Strong experience in quantitative and qualitative methods of project evaluation including the application of impact evaluation techniques, clear visual and tabular presentation of impacts and generating actionable insights that inform program MEAL
  • A firm that can demonstrate evaluation analysis workflow using analysis code of previous evaluation projects.
