Tender: Construction of “4 seat Semi-Permanent latrine with Hand Washing facility

Swiss Church Aid (HEKS/EPER) is the aid organization of the Swiss Protestant Churches which champions the cause of a more humane and just world. HEKS/EPER started supporting projects in Ethiopia in 1972 and is currently a key development and humanitarian partner for the Ethiopian government across four regions (Oromia, Amhara, Somali and South Ethiopia). HEKS/EPER works with vulnerable communities including pastoralists, internally displaced persons and female-headed households, providing support in water, hygiene and sanitation, food security, protection, shelter, natural resource management, livelihood recovery, agroecology, market system development and institutional engagement.

Pursuant to Proclamation 1113/2011 to provide for the Registration and Regulation of Charities and Societies, Swiss Church Aid (HEKS/EPER) in Ethiopia was re-registered by Federal Democratic Republic of Ethiopia Authority for Civil Society Organizations as a Foreign Charity on October 22, 2019, for indefinite period of time.

The HEKS/EPER Moyale Field Office based in Moyale Woreda of, Dawa Zone, of Somali Region, is working on a WASH project, funded by AICS (ITALIAN AGENCY FOR DEVELOPMENT COOPERATION) under the lead partner of CEFA. For this project, HEKS/EPER would like to invite potential Contractors for the construction of “4 seat Semi-Permanent latrine with Hand Washing facility”, which are found under 7 Lots.

This tender is divided into Seven distinct lots, as outlined below. Bidders are invited to participate in one or more lots based on their technical expertise and capacity.

BID REQUIREMENTS

1. Legally registered and qualified Contractors with proven expertise and relevant experience are invited to participate in this tender. Eligible bidders must possess valid and appropriate qualifications, specifically General/Building or Water Works Contractor Grade 5 and above.

   The Bidder shall demonstrate compliance with applicable financial and tax regulations by possessing a registered cash register machine or an officially approved QR code-based receipt system.

   Bidders shall also provide evidence of similar work experience, supported by recommendation letters issued by recognized INGOs or Government Organizations.

   Interested and eligible bidders may obtain a complete set of bidding documents from Swiss Church Aid (HEKS/EPER) Ethiopia by submitting a formal request via email to procurement.eth@heks-eper.org.

    

   The request must be compiled by the following documents:

• A scanned copy of the bank payment advice as proof of payment of a non-refundable fee of ETB 500.00 (Five Hundred Ethiopian Birr). The payment shall be made to:

  • The payment advice must clearly indicate the reference number of this specific tender.
• A valid copy of the bidder’s trade license.
• A copy of the bidder’s identification (ID).

Requests for bidding documents will be accepted from April 22, 2026, to May 12, 2026.

All submissions must be made electronically through procurement.eth@heks-eper.org including a scanned copy of the 1% CPO in the Admin and financial document folder.

1. Bidders are required to demonstrate their site assessment and inspection report of the work, design, technical specifications, activity schedule and their technical capacity by attaching related work experience in the technical offer document.
2. The filled Bill of Quantities must be submitted in the format provided with the tender documents, including a unit price and adding 15% VAT to the total amount. Changes to the given quantity and specifications are not allowed; bids that do so will be rejected.
3. All rates and amounts entered in the Bill of Quantities, or any other documents must be expressed in Ethiopian Birr (ETB).
