Request for proposals: Harnessing Forests and Ecosystems for a Climate-Nature-People Triple Win (HARNESS) project

Job Description

Farm Africa is an international NGO founded in 1985, with a vision to ensure a prosperous rural Africa. It is a specialist development NGO working with smallholder farmers and forest communities, local governments, and the private sector in Ethiopia, Kenya, Uganda, and Tanzania. The organization is an expert in the fields of agronomy, livestock, natural resources management, and market engagement. With community engagement underpinning our approach, we design and implement sustainable solutions to rural poverty based on evidence and best practices.

Farm Africa is seeking proposals from eligible and qualified consultants to conduct a baseline survey for the Harnessing Forests and Ecosystems for a Climate-Nature-People Triple Win (HARNESS) project. The purpose of the baseline survey is to provide a rigorous, data-driven assessment of the conditions in the HARNESS project implementation areas at the commencement of the project.

About You

  1. Team leader: minimum 10–15 years’ experience in Forest policy, or climate policy or environment policy or Biodiversity policy
  2. Have profound experience in mixed-methods evaluation of policy-oriented projects (baselines, midlines, end-of-project evaluations) focused on NRM, forestry, environment, food security, or livelihoods in Ethiopia or the Horn of Africa
  3. Advanced degree (Master’s or above) in Natural Resource Management, Forestry, Environmental Science, Development Economics, Agriculture, or related field
  4. Demonstrated experience conducting surveys in the HARNESS project intervention areas (Bale Zone and/or southwest Ethiopia including Kaffa, Sheka, Bench Sheko zones)
  5. Team composition spanning Policy in NRM Forestry, Climate Change, Sustainable Agriculture, Gender, GIS/Remote Sensing, and Market Systems
  6. At least one team member based in Ethiopia with active field presence in target areas
  7. Proven capability in geospatial analysis and satellite image interpretation for forest cover assessment
  8. Strong analytical, facilitation, and communication skills with excellent report writing in English
  9. Provision of at least two examples of previous similar work conducted within the last five years
  10. You shall submit all the legal documents (renewed Trade License, Registration, TIN, VAT/TOT certificates)
  11. You shall clearly state their unit price and total price including VAT/ToT in ETB properly signed and stamped.

You will be submitting their Technical and Financial proposals in two separate files duly marked as “Technical” and “Financial” proposals with stamp and signature. The document must be delivered to the email: ethprocurement@farmafrica.org on or before 5:00 PM 17 July 2026.
