Request for Proposals: Final Evaluation of the Nature Based Solutions for Sustainable and Inclusive Development (NSSID) Programme

Farm Africa is an international NGO founded in 1985, with a vision to ensure a prosperous rural Africa. It is a specialist development NGO working with smallholder farmers and forest communities, local governments, and the private sector in Ethiopia, Kenya, Uganda, and Tanzania. The organization is an expert in the fields of agronomy, livestock, natural resources management, and market engagement. With community engagement underpinning our approach, we design and implement sustainable solutions to rural poverty based on evidence and best practices.

Farm Africa is seeking proposals from eligible and qualified consultants to conduct a final evaluation of the Nature-Based Solutions for Sustainable and Inclusive Development (NSSID)

About You

Applications from individuals or teams will be assessed on their ability to demonstrate the following qualifications and competencies:

  1. Team leader should have a minimum of 10-15 years’ experience in mixed methods evaluations including baseline, midline, and final evaluations with a focus on natural resource management or agriculture, with a sound knowledge and acquaintance with integrated landscape approach, PFM/ PRM, biodiversity conservation, conflict resolution, forestry management, watershed management, livelihood, green business, energy and GIS. They should further possess an advanced degree in one or more of the aforementioned fields.
  2. Team members should have a background / demonstrated knowledge in the area of integrated and multi-sectoral development approaches (preserving the ecosystem, agriculture, livelihood development interventions, climate change, natural resource management/participatory forest management, participatory rangeland management, environment, biodiversity conservation). They should further possess an advanced degree in one or more of the aforementioned fields.
  3. Understanding of the project area context and experience conducting studies in project intervention areas, and experience working on such a multidimensional, complex programme evaluation
  4. At least one of the team members should have demonstrated expertise in watershed management approaches
  5. Demonstrable experience in conducting qualitative and quantitative research methodology
  6. The evaluation team must have a team member based in Ethiopia to support the implementation of the final evaluation
  7. At least one team member should have experience with the evaluation of SIDA financed programmes and an excellent performance track in the previous project evaluation
  8. Strong analytical, facilitation, and communication skills
  9. Excellent reporting and presentation skills
  10. Fluency in spoken and written English and knowledge is essential, and knowledge of different local language is a plus. At least one of the team members should have working knowledge of the local language of the above mentioned regions
  11. Provide at least three (3) examples of previous similar work conducted within the last 3 years.
  12. You shall submit all the legal documents (renewed Trade License, Registration, TIN, VAT/TOT certificates)
  13. You shall clearly state their unit price and total price including VAT/ToT in ETB properly signed and stamped.

Interested bidders should collect the TOR directly collect from the Farm Africa Ethiopia office or request via: BefekaduD@farmafrica.org between July 14-23 2026.

You will be submitting their Technical and Financial proposals in two separate files duly marked as “Technical” and “Financial” proposals with stamp and signature. The document must be delivered to the email: ethprocurement@farmafrica.org on or before 5:00 PM 24 July 2026.

Farm Africa Ethiopia reserves the right to accept or reject all or parts of the bids at any time without assigning any reason or reasons whatsoever.
