Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society.
Through the Objective 21 of the Global Compact for Safe, Orderly and Regular Migration (GCM), States committed to cooperate in facilitating safe and dignified return and readmission, as well as sustainable reintegration. Safe and dignified return and sustainable reintegration are an indispensable part of a comprehensive approach to migration management. Assisted voluntary return (AVR) programs aim to support migrants who are unable or unwilling to remain in host or transit countries and wish to return to their countries of origin. The main beneficiaries of IOM’s return and reintegration assistance are stranded migrants in host or transit countries, irregular migrants, asylum seekers who decide not to pursue their claims or who are found not to be in need of international protection, and migrants in vulnerable situations, such as victims of trafficking, unaccompanied and separated children, or migrants with health-related needs.
IOM views reintegration to be sustainable when “returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions a matter of choice, rather than necessity”. This definition highlights the multidimensional nature of a reintegration process – economic, social and psychosocial – and the need to approach migrant reintegration in a comprehensive manner, considering the factors that can affect reintegration at the individual, community and structural levels.
Most migrants return to Amhara, Oromia, Tigray, and Central Ethiopia regions, often to remote communities where IOM has minimal presence. This position will be based in Jimma zone, Oromia region, close to beneficiaries, to bring IOM closer to beneficiaries and strengthen IOM’s capacity to deliver. IOM’s reintegration hubs, such as the one in Jimma, will help strengthen the link between individual reintegration assistance, community-based reintegration initiatives and access to livelihoods opportunities, including through the EDF-supported approach. By working closer to returnees, communities, local authorities and service providers, the hubs will support more timely follow-up, improve referral to available services, and help ensure that reintegration support is responsive to local market conditions and community priorities.
Under the overall supervision of the Programme Officer (Return and Reintegration), and direct supervision of the National Officer (Reintegration), the successful candidate will support in the implementation of the reintegration team. The selected candidate will also be required to provide additional support as necessary to Reintegration projects and teams, and support coordination with other PXU programmatic units in the mission.

All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).
For this position, fluency in English and Amharic is required (oral and written).
Working knowledge of other Ethiopia languages, particularly Afaan Oromo and/or Tigrigna is desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
