Project Associate (Migration Response Centres) -Affiliate Contractor

Project Context and Scope

IOM Ethiopia’s Protection Unit works closely with the Government of Ethiopia and various stakeholders to contribute to addressing the needs, as well as to promote and uphold the rights of individuals and their communities.

IOM has established Migration Response Centres (MRCs) along different migration routes to provide tailored assistance to migrants in vulnerable situations. The MRCs work closely with the Ethiopian government and build up the response capacity of partners in MRC locations to protect migrants in mixed migration contexts and strengthen mechanisms to identify and refer migrants needing specialized services.

Under the overall supervision of the Programme Officer (Protection), and the direct supervision of the National Officer (Protection), the selected candidate will be responsible for assisting in the planning, delivery, and overall support to the MRCs, in close coordination with the relevant sub-offices and local stakeholders. The position will support the administrative, data, and other non-technical requirements to support MRC operations.

1. Contribute to protection programming and provide technical support to the MRC staff programming and capacity development
2. Assist in the coordination and implementation of   protection activities, which may include contributing to the development of protection Standard Operating Procedures (SOPs).
3. Receive, analyze and report the protection cases referred from field teams, partners, or hotlines.
4. Assist the MRC data management and produce weekly, monthly, annual and donor reports.
5. Organize training sessions for MRC staff and partners on migrant protection and assistance, PSEA, GBV case management, child protection and other relevant topics.
6. Assist in procurement and logistics for protection-related activities and follow-up with RMU requests from the field team.
7. Attend meeting with protection partners, share information with partners, and support preparation of IP agreements.

9. Contribute to the timely and quality preparation and submission of Programme reports, in close coordination with MRC teams and according to requirements of IOM, donors and relevant stakeholders.
10. Conduct field visits and come up with recommendations to improve the MRC interventions.
11. Attend regular meetings that involve MRC operations, as needed.
12. Support requests from external partners (UN agencies, I/NGOs, universities etc) and direct requests to right persons for timely addressing.
13. Support the visibility of actions within the MRC through liaison with the communications team.
14. Perform such other duties as may be assigned

Required Qualifications and Experience

Education

• Bachelors in psychology, Social Psychology Development Studies, Migration Studies, Social work Humanitarian Aid or related fields from an accredited academic institution.

Experience

• 3 years minimum of in humanitarian settings, migration, and/or development settings.
• Experience working with international organizations, NGOs, or UN agencies is an asset.

Skills

• Ability to work in a multicultural environment with vulnerable populations.
• Strong communication and cultural sensitivity.
• Ability to work in challenging and stressful situation
• In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization; and,
• Proven experience with movement management
• Knowledge of migrant protection and assistance
• Computer literacy, with proficiency in MS Windows / MS Office application
• Excellent communication

Languages

For this consultancy, fluency in English and Amharic is required (oral and written).  Afaan Oromo, Tigrigna, Somalia, and other languages in Ethiopia is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
