The Program Advisor provides technical leadership, coordination, mentorship, and quality oversight for integrated HIV clinical services for “at-risk” populations across military & interfacing communities. The role supports achievement of HIV cascade targets, while strengthening integration across other STIs, TB, GBV, and other PHC services.
The Advisor ensures services meet national guidelines, program SOPs, M&E plans, financial management requirements, and quality standards. The position promotes data-driven planning, continuous quality improvement, functional referral and counter-referral systems across ENDF facility-community linkages, capacity building, supportive supervision, and stakeholder coordination.
