Position summary

PSI Ethiopia is seeking a highly qualified HIV Prevention Advisor to provide strategic and technical leadership for HIV prevention programming within the ENDF Health System. The Advisor will lead the design, implementation, and continuous improvement of evidence-based HIV prevention interventions, ensuring alignment with national guidelines and military health priorities.

The position will focus on strengthening combination HIV prevention services, including HIV testing and linkage, Pre-Exposure Prophylaxis (PrEP), Post-Exposure Prophylaxis (PEP), sexually transmitted infection (STI) prevention, risk-reduction interventions, demand creation, and the introduction of approved emerging HIV prevention technologies.

The HIV prevention advisor provides technical leadership for ENDF HIV prevention programming, ensuring interventions are evidence-based, aligned with national guidance, responsive to military needs and integrated into ENDF health services, with particular focus on PrEP and approved emerging prevention technologies.

Main Duties and Responsibilities:

Key Responsibilities

Strategy & Leadership

• Provide technical leadership for HIV prevention services delivery by translating national guidance into ENDF health system-appropriate approaches.
• Lead the adaptation and implementation of HIV prevention strategies and service delivery models to address the needs of military personnel and their families.
• Strengthen combination HIV prevention interventions, including HIV testing and linkage, PrEP, PEP, STI prevention, risk-reduction counseling, and demand creation.
• Promote the adoption of innovative and emerging HIV prevention approaches and support implementation learning within the ENDF Health System.
• Assess military-specific HIV prevention needs and barriers, and support the implementation of tailored, feasible prevention strategies that address mobility, deployment, confidentiality, stigma, and operational requirements.
• Support the integration of HIV prevention services into routine ENDF health services and strengthen continuity of prevention services during deployment and staff transfers..

PrEP & Prevention Technologies

• Provide technical leadership for the introduction, expansion, and optimization of oral PrEP and approved long-acting HIV prevention technologies.
• Provide technical leadership for the implementation, integration, scale-up, and quality improvement of oral and nationally approved long-acting PrEP options, including LEN where approved, within ENDF health facilities.
• Develop/adapt PrEP guidelines, SOPs, job aids, counseling materials, and service-delivery tools, and provide technical mentorship to healthcare providers on eligibility, HIV testing, initiation, follow-up, continuation, adherence, and discontinuation.
• Strengthen client-centered counseling and informed choice among available HIV prevention options, while identifying and addressing technical and service-delivery barriers affecting PrEP uptake, continuation, and persistence.
• Establish and strengthen appointment, client-tracking, referral, and follow-up mechanisms to ensure continuity of PrEP services during deployment, transfer, relocation, and transition between ENDF and civilian health facilities.
• Strengthen HIV testing approaches that effectively identify individuals at risk and link them to prevention and treatment services.
• Support integration of STI screening, prevention, management, and referral services within HIV prevention programs.

Technical Support & Capacity Building

• Provide technical assistance to ENDF hospitals, health centers, military bases, and training institutions to improve HIV prevention service quality and coverage.
• Lead capacity-building initiatives, including provider training, mentorship, coaching, and supportive supervision on HIV prevention interventions.
• Contribute technical expertise to quality improvement initiatives by identifying prevention-specific service delivery gaps and recommending evidence-based interventions.
• Monitor PrEP implementation, service quality, safety, and outcomes; use program data and emerging evidence to inform continuous quality improvement and guide the introduction and scale-up of new HIV prevention technologies.
• Provide facility-level technical assistance, conduct prevention performance reviews, generate technical recommendations, and document implementation lessons learned, best practices, and learning products to strengthen prevention services.
• Develop technical reports, guidance documents, best-practice briefs, and other knowledge products related to HIV prevention programming

Coordination & Partnerships

• Collaborate closely with ENDF health leadership, the HIV Program Advisor, Project Manager, and QA/QI and M&E teams to support effective implementation and continuous improvement of military HIV programs.
• Coordinate with the Ministry of Health, national HIV structures, DHAPP technical counterparts, implementing partners, and relevant technical working groups to ensure alignment, partnership, and technical excellence in program delivery.

• Perform other related duties assigned by PSI Ethiopia.

Qualification and Experience:

• Master’s degree in public health, Health Sciences, or a related discipline with at least six years of relevant experience; a relevant bachelor’s degree with at least eight years of substantial HIV program experience may be considered.
• Among the years of experience required, 5 years of progressive experience in HIV prevention, public health, or related fields, with demonstrated expertise in PrEP programming, HIV testing, linkage to care, combination prevention, and provision of technical assistance and mentorship.
• Proven experience working within government or ENDF health systems; experience in military or uniformed services health programs, and DHAPP or other donor-funded programs is highly desirable.
• Proven experience in providing technical assistance, mentorship, and capacity-building support.

Skills and competencies that provide added advantages

• Strong technical expertise in HIV prevention, including combination prevention, PrEP, PEP, long-acting HIV prevention technologies, HIV testing and linkage, STI prevention, and HIV service delivery models.
• Demonstrated skills in military HIV programming, health system strengthening, provider training and mentorship, data analysis and use, report writing, and stakeholder coordination.
• Strong understanding of the HIV prevention cascade, differentiated service delivery models, and targeted HIV testing strategies.
• Ability to work effectively within a structured military environment while maintaining professionalism, discretion, and confidentiality.
• Excellent leadership, communication, and stakeholder engagement skills.
• Strong analytical, problem-solving, and data interpretation abilities.
• Knowledge of national HIV prevention policies, standards, tools, patient confidentiality, medical ethics, and routine reporting requirements.
• Proficiency in MS Office, program management tools, DHIS2/eCHIS, routine HIV information systems, or other digital health platforms is an advantage.
• Ability to work independently, travel to field sites as required, manage multiple priorities, and collaborate effectively with government, implementing partners, community structures, and health facilities.
• Results-oriented team player with adaptability, professional integrity and confidentiality, and the ability to work effectively within a structured military environment.
• Proficiency in English and Amharic, with strong writing, presentation, communication, and documentation skills.
