Job Purpose

The Program Advisor provides technical leadership, coordination, mentorship, and quality oversight for integrated HIV clinical services for “at-risk” populations across military & interfacing communities. The role supports achievement of HIV cascade targets, while strengthening integration across other STIs, TB, GBV, and other PHC services.

The Advisor ensures services meet national guidelines, program SOPs, M&E plans, financial management requirements, and quality standards. The position promotes data-driven planning, continuous quality improvement, functional referral and counter-referral systems across ENDF facility-community linkages, capacity building, supportive supervision, and stakeholder coordination.

Main Duties and Responsibilities:

Key Responsibilities

Technical leadership & Integration

• Provide technical leadership and oversight for high-quality integrated HIV clinical services across the ENDF healthcare system.
• Coordinate with ENDF military command & regional offices, & across zonal and woreda health offices within communities interfacing military establishments, to strengthen HIV services delivery for effective HIV epidemic control responses.
• Work across ENDF leadership structures (clinical, logistics, laboratory, ART case management teams) to ensure coordinated case identification, treatment, follow-up, and continuity of care.
• Support integration of HIV services quality standards in line with FMOH integrated HIV/viral hepatitis/other STI services within context primary healthcare delivery. SRH, STI, TB screening and referral, GBV prevention and response, MHPSS, NCD, MCH, laboratory, pharmacy, and other PHC services.

Clinical Services & Care

• Guide clinical and community teams on targeted HIV testing, HIV-positive case identification, clinical assessment, referral, linkage, and entry to care.
• Strengthen community-to-facility referral and counter-referral systems to ensure timely linkage, same-day or rapid ART initiation, follow-up, and feedback.
• Provide oversight and mentorship for ART case management, adherence support, differentiated service delivery model, Viral load suppression, HIV/TB integration, advance HIV disease management and strengthen interventions to limit IIT.
• Support appropriate use of laboratory and diagnostic services, medicines, commodities, storage, accountability, and referral of clients requiring higher-level care..

Quality Management & Capacity Building

• Conduct clinical mentorship, supportive supervision, case reviews, clinical audits, EQA follow-up, and quality improvement activities across supported sites.
• Develop/adapt SOPs, job aids, support standardization of clinical services, training materials, demand generation tools, and practical guidance for integrated HIV services within ENDF facilities.
• Coordinate training and technical assistance for ENDF clinical providers, ART case managers, linkage facilitators, and peer educators on integrated services, targeted case finding, Index & Social Network testing, HIVST, PrEP, and quality service delivery.
• Ensure service quality in compliance with national guidelines, treatment protocols, patient safety, confidentiality, medical ethics, program quality standards, reporting requirements, and financial management documents.
• Collaborate with QA/QI team to execute HIV service quality improvement by identifying technical gaps, providing recommendations, reviewing performance findings, and promoting sustainable improvements.
• Guide HIV commodity quantification, forecasting, requisition, stock monitoring, and supply chain coordination, and address service bottlenecks related to laboratory, pharmacy, diagnostics, and referral capacity.
• Institutionalize Data-to-Action approaches (leveraging digitalized systems in EMR, LMIS, eLMIS, & DHIS2) for timely, accurate, complete, and confidential documentation and reporting.

Learning & Sustainability

• Contribute to evidence generation, learning exchange, institutionalization, and sustainability of the integrated HIV services delivery within the ENDF healthcare system.
• Support HIV health-system strengthening efforts by assessing system capacities and gaps, developing recommendations to enhance ENDF HIV services, institutional capacity building, ENDF ownership, and the transition of project-supported interventions into routine health systems.

Others

• Perform other related duties assigned by PSI Ethiopia.

Qualification and Experience:

• Medical Doctor, Clinical Medicine, or related health discipline with a minimum of eight years of relevant experience; or Specialist/Master’s degree holder with a minimum of six years of relevant experience
• Demonstrated experience in comprehensive HIV services, preferably including at least five years in integrated clinical services, serving at-risk populations.
• Experience in HIV testing, case identification, ART initiation, treatment monitoring, case management, TB prevention, AHD management, adherence support, retention, interruption prevention, and viral load suppression.
• Experience in clinical mentorship across comprehensive HIV services delivery, supportive supervision, quality improvement, clinical audits, case reviews, training, and technical assistance.
• Experience working strengthening healthcare delivery systems, donor-supported HIV programs, and community-facility linkage interventions.
• Knowledge of Ethiopia’s national HIV clinical guidelines, treatment protocols, referral systems, quality assurance standards, and routine HIV reporting requirements.
• Proficiency in English and Amharic, with strong writing, presentation, communication, and documentation skills.

Skills and competencies that provide added advantages

• Strong knowledge of the HIV treatment cascade, & differentiated service delivery, community-based models, and integrated PHC approaches.
• Ability to identify clinical and programmatic bottlenecks and translate data into practical quality improvement actions.
• Strong mentorship, coaching, facilitation, case management, stakeholder engagement, and teamwork skills.
• Proficiency in MS Office, program management tools, & routine health information systems, or other digital health platforms is an advantage.
• Detail-oriented, highly organized, and able to strengthen quality documentation, records, tools, and resources.
• Military/uniformed services health experience is strongly desirable.
• Knowledge of infection prevention and control, patient safety, confidentiality, medical ethics, and quality assurance systems.
