JOB SUMMARY

Partnership and Contracts Management Officer contribute to the calling of Medical Teams International by facilitating liaison with partners, government and stakeholders to address various requirement such as Letter of Understanding (LOU), Memorandum of Understanding (MOU)s, contract agreement, partner due diligence and teaming agreements. This position is responsible for coordinating in consortiums and to capacitate local partners. The Partnership and Contracts Management Officer will also support the Grant Coordinator on the day-to-day grant activities as required.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Lead the process of identifying, vetting, and onboarding implementing partners in coordination with technical and field teams.
• Coordinate due diligence assessments and document reviews for all potential partners.
• Manage the development, amendment, and renewal of sub-grant and partnership agreements in compliance with MTI and donor regulations.
• Organize and participate in partner kick-off, review, and close-out meetings.
• Support the organization and facilitation of partner monitoring field visits to ensure program quality and compliance.
• Maintain an up-to-date partnership tracker and documentation system.
• Ensure all partnership activities adhere to MTI, donor, and government compliance requirements.
• Conduct periodic partner compliance spot checks in collaboration with MEAL and finance team.
• Report any identified risks or compliance gaps to the Program & Grants Coordinator for mitigation and follow-up.
• Support partner organizations in strengthening their understanding of donor compliance, reporting, and financial management requirements.
• Contribute to joint learning and capacity-building workshops for implementing partners.
• Facilitate and lead the joint field monitoring visits, prepare and document field visit reports appropriately.
• Support and lead the preparation of donor and government permission request packages, including Memorandums of Understanding (MOUs), Letters of Understanding (LOUs), work plans, staffing lists, log frames, budgets, and summaries of project activities, using donor-approved grant agreements and supporting documents for newly awarded grants.
• Coordinate to ensure timely signing and sharing of all legal documents.
• Review components of agreements and share relevant details with the team, especially on articles that require attention and action.
• Update the LOU, MOU and report tracker on a monthly basis to ensure accuracy.
• Update the LOU/MOU tracker weekly to ensure that reports to donors are submitted on time, report preparation begins in a timely manner (quarterly, interim, or final reports), and there are no omissions in donor and government reports.
• Facilitate and arrange meetings, ensuring action points are documented and addressed.
• Support the team with contract issues as well as technical content to ensure compliance and accuracy.
• Support the Grant Coordinator with any grant related services and activities.
• Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behaviour expectations.

EDUCATION, LICENSES, & CERTIFICATIONS

Required: –

• Degree in humanitarian affairs, international relations, or another relevant course.
• Certificate in Partnership & Sub-Award Management, Donor Compliance, or Contract Administration is an added advantage.

EXPERIENCE

• Minimum of 4 years’ experience with international NGOs or donors in grant acquisition and management.
• Experience in partnership and contract management, coordination and LOU | MOU facilitation.
• Experience in working with Authority for Civil Society Organizations (ACSO)
• Previous experience of similar positions is required.
• Familiarity with health and Nutrition Response is an added advantage.
• Experience in emergency/Humanitarian context including developing country experience.
• Experience working with Bureau of Humanitarian Assistance (BHA) and US Department of State Bureau of Population, Refugees, and Migration (State/PRM), ECHO, UNFPA, WFP, and other UN donors preferred.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge:

• Knowledge of humanitarian standards, donors, systems and principles, e.g., Sphere, CHS, Red Cross Code of Conduct etc.
• A basic understanding of health and Nutrition systems.
• Expertise in program design, implementation, and monitoring.
• Proficient in training methodologies, data analysis, and report writing.
• Strong interpersonal and communication skills for cross-cultural teamwork.
• Adaptable and resilient under pressure, with the ability to manage competing priorities.
• Proven ability to foster collaboration with diverse stakeholders, including government and NGOs.
• Knowledge of development & humanitarian issues and concepts
• Fluent spoken and written Amharic and English.

Skills:

• Strong understanding of donor compliance, partnership agreements, and contract management.
• Excellent organizational and documentation skills.
• Strong communication, negotiation, and coordination abilities.
• Moderately skilled with office software: Microsoft Word, Excel, and PowerPoint.
