Positive Action for Development (PAD) is seeking a qualified and experienced professional to join its team as a Case Worker for an EHF-funded project based in the Afar Region

Job Summary:

Under the supervision of the Protection Officer, the Case Worker will be responsible for the day-to-day implementation of protection case management activities, with a specific focus on Child Protection and Gender-Based Violence (GBV), ensuring the highest quality and adherence to international standards and principles.

Key Duties and Responsibilities

Case Management and Direct Support

• Lead the implementation of survivor-centered GBV and Child Protection case management activities, including identification, registration, assessment, case planning, referral, follow-up, and closure for vulnerable individuals, with a specific focus on women, girls, Unaccompanied and Separated Children (UASC), and children with disabilities.
• Ensure all case management is conducted in strict adherence to the National Case Management Framework, the IASC Guidelines on MHPSS, and PAD’s internal policies, including the principles of confidentiality, informed consent, do-no-harm, and the survivor-centered approach.
• Provide direct, needs-based cash assistance to GBV survivors and vulnerable households. assess needs, determine appropriate cash amounts based on established guidelines, and facilitate the secure and timely disbursement of funds.
• Support distribution of dignity kits to 500 women and girls of reproductive age. This includes beneficiary verification, maintaining distribution records, and ensuring the process is dignified and respectful.
• Support the identification, registration, and verification of project beneficiaries through existing community committees, ensuring transparency and inclusiveness.
• Manage a caseload, maintain complete, accurate, and confidential case files, and regularly document all case management actions and progress.
• Maintain an up-to-date referral pathway and facilitate timely referrals to appropriate service providers (e.g., health, legal, shelter) based on individual client needs.

Community Engagement and Capacity Building

• Support the Protection Officer in identifying, mobilizing, and strengthening community-based protection structures, such as Child Protection and GBV committees, to identify, monitor, and refer protection cases.
• Facilitating community awareness-raising campaigns on children’s rights, child protection risks, GBV prevention, available services, and referral mechanisms.
• Facilitating mass sensitization events on gender equality, disability inclusion, and Community Feedback Mechanism (CFM) modalities.
• Assist in organizing and facilitating community consultations and feedback sessions to ensure the meaningful participation of affected populations.

Protection Monitoring, Awareness, and Coordination

• Conduct rapid needs assessments, protection risk assessments, and community consultations in collaboration with the Protection Officer to identify key protection concerns, vulnerabilities, and capacities.
• Actively participate in and contribute to woreda-level protection coordination meetings with partners, government authorities, and relevant stakeholders to address referral gaps and enhance coordination.
• Support the commemoration of key international protection events, such as World Mental Health Day, International Day of the Girl Child, and the 16 Days of Activism, by participating in awareness-raising activities.
• Contribute to the strengthening of the Community Feedback Mechanism (CFM) by ensuring community members are aware of how to report complaints and feedback.

Monitoring, Reporting, and Documentation

• Monitor the progress of case management activities against approved work plans and indicators.
• Prepare regular progress reports (daily, weekly, monthly) on case management activities, documenting achievements, challenges, lessons learned, and recommendations.
• Support Post-Distribution Monitoring (PDM) and other assessments to evaluate the effectiveness and impact of protection interventions, including the distribution of dignity kits and cash assistance.
• Collect and manage beneficiary data in an accurate and well-organized manner.

Quality Assurance, Accountability, and Compliance

• Ensure that all case management and protection interventions comply with approved activity designs, national standards, international guidelines, donor requirements, and PAD’s organizational policies and procedures (including PSEA and Child Safeguarding).
• Ensure case management interventions are inclusive, sustainable, and responsive to the specific needs of affected communities, particularly women, children, persons with disabilities, and other marginalized groups.
• Identify implementation risks and protection concerns, escalating them to the Protection Officer and taking appropriate corrective actions.
• Promote accountability to affected populations by supporting a functional and responsive CFM.

Qualifications: 

• Diploma or Bachelor’s degree in Social Work, Psychology, Public Health, Nursing, Law, or other related fields.

Experience:

• Minimum of two (2) years of relevant work experience in a humanitarian or development context, with a specific focus on providing direct case management services for GBV survivors, vulnerable children, and/or MHPSS.

Skills Required:

• Fluency in English, both written and verbal.
• Fluency in the local language (Afar), both written and verbal, is a mandatory requirement.
• Previous experience working in complex and volatile contexts, particularly in the Afar region, is highly desirable.
• Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders, including vulnerable individuals and communities.
• Strong empathy, active listening, and problem-solving abilities.
• Ability to maintain a high level of confidentiality and ethical conduct.
• Ability to work under pressure and handle insecure environments.
• Strong organizational and time-management skills.

Computer Skills

• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Experience using mobile data collection tools, such as Kobo Toolbox, is an advantage.

Stakeholder Engagement and Coordination

• Experience coordinating with woreda and zonal protection offices, local facilities, and implementing partners to ensure harmonized service delivery.
• Ability to represent the organization in protection cluster meetings, planning sessions, and joint field assessments.

Adaptability and Professionalism

• Flexible and solution-oriented, with the ability to adapt to changing project contexts, such as supply chain disruptions or emergency response needs.
• Maintains professional ethics, client confidentiality, and organizational values in all aspects of work.
• Demonstrated ability to work effectively in demanding humanitarian settings, including conflict-affected, resource-constrained, and remote areas.
