About This Role

The Case Manager is responsible for leading, coordinating, and supervising GBV and protection case management activities at the woreda level, ensuring timely, safe, and quality service delivery to survivors and individuals at risk.

He/She oversees the work of Case Workers to ensure adherence to national and international case management standards, including the National GBV and Child Protection Case Management Framework, GBV Guiding Principles, and ChildFund’s Safeguarding Policies and Procedures.
The Case Manager provides technical oversight, coaching, and mentoring to Case Workers, ensuring that cases are handled in a survivor-centered, confidential, and ethical manner. He/She also ensures strong coordination and collaboration with the Woreda Office of Women, Children, and Social Affairs (WoWCSA), other protection actors, and community-based structures to strengthen the local protection system and referral pathways.

Primary Responsibilities

Case Management Supervision and Quality Assurance

• Supervise, mentor, and provide technical guidance to Case Workers to ensure adherence to case management standards and protocols.
• Review and approve case files, care plans, and closure reports to ensure quality, consistency, and compliance with organizational and donor requirements.
• Support Case Workers in managing complex or high-risk cases, including GBV, child abuse, exploitation, and neglect.
• Conduct regular case conferences and supervision meetings with Case Workers to review progress, challenges, and best practices.
• Ensure that all case management activities follow confidentiality, safety, non-discrimination, and do-no-harm principles.

2. Coordination and Partnership

• Lead coordination at the woreda level with service providers such as health facilities, legal and psychosocial service providers, law enforcement, and government offices.
• Ensure functional referral pathways are maintained and updated regularly.
• Represent ChildFund in woreda-level GBV and child protection coordination meetings and task forces.
• Strengthen linkages between woreda and kebele-level protection mechanisms and community-based structures (Child Rights Committees, Women’s Associations, and Youth Groups).

3. Capacity Building and Technical Support

• Provide continuous capacity building, coaching, and mentoring for Case Workers, community volunteers, and partner staff on case management, PFA, GBV guiding principles, and safeguarding.
• Identify training needs and organize refresher sessions to improve quality and consistency of case management services.
• Support awareness-raising initiatives on GBV prevention, child protection, and safeguarding.

4. Monitoring, Documentation, and Reporting

• Oversee accurate and timely case documentation, ensuring safe data storage and confidentiality.
• Review and compile Case Workers’ weekly and monthly reports and submit consolidated reports to the Child Protection Specialist.
• Track and analyze case trends, service gaps, and emerging protection risks, providing recommendations for response and advocacy.
• Ensure compliance with monitoring and evaluation (M&E) tools and participate in internal audits or reviews as needed.

5. Safeguarding and Accountability

• Ensure all staff, volunteers, and partners adhere to ChildFund’s Safeguarding Policy, Code of Conduct, and PSEA standards.
• Promote a culture of respect, accountability, and child- and survivor-centered practice across the team.
• Report any safeguarding concerns, misconduct, or protection incidents promptly through established channels.
• Ensure complaints and feedback from beneficiaries are handled in line with ChildFund’s accountability mechanisms.

Required Experience and Education

• Minimum of 3–5 years of experience in GBV or protection case management, social work, or humanitarian protection programming.
• At least 1–2 years of supervisory or team-lead experience managing case workers or social service providers.
• Strong understanding of GBV case management, child protection systems, and referral mechanisms.

EDUCATION/CERTIFICATIONS

• Bachelor’s Degree in Social Work, Psychology, Sociology, Gender Studies, or a related field.
