About This Role

The Case Worker provides direct support to women, men, and children affected by Gender-Based Violence (GBV) and other protection concerns in a humanitarian context. The position holder is responsible for the effective implementation of GBV case management services, ensuring survivors and persons at risk receive timely, confidential, and survivor-centered support.

Based at woreda and kebele-level field locations, the Case Worker works closely with community structures, local partners, and government service providers to identify, assess, refer, and follow up on GBV and protection cases. This includes providing psychosocial first aid, facilitating referrals for medical, legal, and psychosocial services, and ensuring regular follow-up and safe case closure in line with national GBV and child protection case management standards.

The Case Worker also contributes to awareness raising, prevention initiatives, and community-based protection mechanisms, ensuring that survivors and at-risk individuals can access services safely and with dignity. The position aligns with the National GBV and Child Protection Case Management Framework, GBV Guiding Principles, and ChildFund’s Safeguarding Policies and Procedures.

Primary Responsibilities

1. Case Management

• Identify and register individuals at risk or survivors of GBV and other protection concerns through community outreach and coordination with local actors.
• Conduct comprehensive assessments and develop individual case management plans in collaboration with clients.
• Provide psychosocial first aid and facilitate referrals for medical, legal, and psychosocial services.
• Ensure survivors receive survivor-centered, age-appropriate, and confidential services.
• Conduct regular follow-up to ensure services are delivered and case objectives are met.
• Maintain accurate and confidential case files in line with ethical standards.
• Conduct case conferences for complex cases in coordination with supervisors and relevant partners.

2. Community Outreach and Awareness

• Work with community volunteers and leaders to raise awareness about GBV prevention, available services, and protection risks.
• Facilitate sessions on topics such as gender equality, positive social norms, and protection from sexual exploitation and abuse (PSEA).
• Strengthen community-based protection structures and ensure safe and accessible referral pathways for survivors.

3. Coordination and Networking

• Coordinate with local service providers, including health centers, police, justice offices, and women and children affairs offices, to strengthen multi-sectoral response.
• Participate in local GBV and protection coordination meetings as assigned.
• Update and share service mapping for the woreda/kebele as required.

4. Monitoring, Reporting, and Documentation

• Maintain up-to-date case records and regularly update case management tracking tools.
• Submit timely weekly and monthly reports to the Case Manager or Supervisor.
• Contribute to data collection and case reviews for learning and accountability.

5. Safeguarding and Ethical Conduct

• Adhere to ChildFund’s Safeguarding Policy, Code of Conduct, and PSEA standards.
• Ensure all activities promote safety, confidentiality, and respect for the dignity of survivors and participants.
• Report safeguarding incidents or concerns promptly according to the established reporting protocol.

EDUCATION/CERTIFICATIONS

• Bachelor’s Degree in Social Work, Psychology, Sociology, Child Development, or related field.

Required Experience and Education

• Minimum of 1 to 3 years of experience in GBV case management, protection, or social work, preferably in humanitarian or emergency settings.
• Knowledge of GBV guiding principles, case management standards, and national protection frameworks.
• Experience working with community-based structures and government line offices at woreda/kebele levels.
• Fluency in Tigrigna and working knowledge of Amharic and English.
• Strong understanding of confidentiality, survivor-centered approaches, and human rights principles.
