Project Manager -Bombas

General Mission

Under the responsibility of the Head of Programs, the Project Manager will contribute within the country mission where he is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He shares with all HI managers the responsibility for sound management and successful functioning of the global organization, through paradigm changes.

Technical Advisors, based at Headquarters, will support the project manager with technical assistance in order to ensure the overall quality of the action’s outcome. For this reason, the Project Manager will report to the Head of Programs based in Addis Ababa.

Mandates

Missions/responsibilities (*)

Mission 1: Management

1. Manager as a role model: embody HI’s values on a daily basis and be a role model.
2. Set individual objectives, evaluate individual performance, contribute to development & career evolution, monitor competences.
3. Ensure good communication and information level to his team members and ensure conflict resolution within the team.
4. Head of Programs: organize the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
5. Give meaning to each management action. Encourage inter- and intra-departmental exchanges of practice. Encourage innovation and risk-taking.
6. First HR & Coach: contribute to the development of his staff, creating conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behavior.

Mission 2: Strategy and steering

1. Contribute to the development of the programme’s operational strategy.
2. Contribute to programme or country operational strategy (StratOp).
3. Draft new project proposals for the continuity or expansion of the project.
4. Contribute to drafting proposals for new opportunities, if necessary.

Mission 3: Operational implementation

Responsibility 1: Ensure the implementation of the project(s), in line with the logical framework and allocated budget.

1. Steer the projects’ intervention strategy and propose adjustments if the objectives change or if they are likely not to be met.
2. Ensure that activities and the associated resources are planned, and implement the action plan.
3. Ensure that activities are implemented in line with the project proposal and the allocated budget.
4. Ensure project reporting, internally (within the programme) and externally (reporting to funding bodies, authorities and/or partners).
5. Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table.
6. Prepare and manage partnerships with project implementing partners.
7. Guarantee the proper archiving of information.
8. Build working relationships and a common understanding with CBR partner organizations, aimed at quality and sustainable project results and achievements.
9. Support the Socio-Economic Inclusion, Inclusive Education, Psychosocial Service, DiDRR and inclusive FSL Experts in implementing disability inclusion activities in collaboration with representatives of local and regional OPDs and government sector offices

Responsibility 2: Ensure that project implementation complies with the existing frameworks

1. Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender-Disability policies) and the other HI internal standards.
2. Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies.
3. Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and advisors with expertise in the project themes.

Responsibility 3: Ensure project monitoring, evaluation, accountability and learning

1. Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
2. Develop and implement the project evaluation/result/learning plan.
3. Ensure that the project is accountable to the local stakeholders and OPDs.
4. Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalizing on the acquired knowledge.

Responsibility 4: Ensure project data management

1. Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards.
2. Ensure that data related to the project is collected and compiled in the project database.
3. Carry out regular checks and make any necessary corrections to the activity database.

Responsibility 5: Coordinate the teams involved in the projects (AC6-CBR)

1. Facilitate coordination meetings between his/her direct team and the support services located in the area and coordination office when necessary.
2. Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.

Responsibility 6: Contribute to external project communication

1. Contribute to HI’s external influence by taking part in networks, when required.
2. Communicate about the project to partners, authorities and stakeholders when relevant.

Mission 4: Emergency Preparedness and Response

• Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/her team according to humanitarian priority, in order to ensure a quick and efficient response by HI.

Expertise

(In liaison with 3I division [Innovation, Impact & Information Division])

1. Ensures the development of research and innovation projects in the implementation of disability inclusive food security projects when relevant.
2. Ensures the development of a local talent pool (carry out technical interviews of candidates and produce recommendations; identify the needs regarding training).

Qualifications:

• At least a Master’s degree in Development Studies, Food Security, Social Sciences, Disability Studies, Humanitarian Action, International Development, or another related field.
• Minimum of 7 years of progressively responsible experience in project management and/or programme implementation within humanitarian and development contexts.
• Strong knowledge and understanding of humanitarian programming, project cycle management, and coordination.

Management Skills

• Communication, facilitation, and liaising skills with partners and stakeholders.
• Remote management of activities and staff, as needed.
• Being capable of helping team members to progress: developing his/her staff‘s ability to work autonomously.
• Knowing how to position oneself so things can move forward.
• Knowing how to simplify and prioritize.

Language skills

• Fluency in English is required; knowledge of Amharic and Somali is an advantage.
