About the Role

The International Organization for Migration (IOM) is seeking an experienced National Consultant to lead a comprehensive assessment of Ethiopia’s legal, institutional, and operational framework governing document fraud detection, investigation, prosecution, and inter-agency coordination at international airports.

Funded by the UK Home Office through the Regional Counter Smuggling Programme (RCSP), this consultancy aims to strengthen Ethiopia’s aviation border management, improve travel document security, and disrupt transnational organized crime, migrant smuggling, and human trafficking networks.


Key Responsibilities

As the National Consultant, you will undertake a systems-level assessment covering the entire lifecycle of document fraud management—from border detection to final judicial disposition.

  • Legal & Regulatory Review: Analyze Ethiopian immigration proclamations, passport regulations, criminal code provisions (forgery, identity theft), rules of evidence, and international aviation security standards to identify gaps and reform opportunities.

  • Institutional Mapping: Evaluate the roles, capacities, and operational workflows of key agencies including the Immigration and Citizenship Service (ICS), Ethiopian Federal Police, Ministry of Justice, Airport Authorities, NISS, and Ethiopian Civil Aviation Authority.

  • Operational Assessment: Review procedures for passenger screening, document verification, fraud detection, referral pathways, case management, and judicial processing.

  • Inter-Agency Coordination: Map and assess formal and informal information-sharing, joint investigation, and intelligence protocols across border agencies.

  • Strategic Recommendations: Develop actionable, prioritized recommendations (short, medium, and long-term) for SOP development, legal reform, capacity building, and multi-agency coordination.

  • Stakeholder Engagement & Validation: Facilitate validation workshops with government partners and prepare high-level technical policy reports.


Deliverables & Payment Schedule

Payments are tied to approved deliverables across four key installments:

  1. Inception Report (20%): Methodology, analytical framework, stakeholder mapping, and work plan (Due within 5 working days).

  2. Legal, Regulatory, Institutional & Operational Reports (15%): Comprehensive assessment of laws, institutional structures, and operational procedures (Due within 14 working days).

  3. Coordination, Draft Consolidated Report & Validation Package (45%): Inter-agency coordination report, draft consolidated findings, and validation workshop package/proceedings (Due within 17 working days).

  4. Final Consolidated Assessment Report (20%): Finalized report incorporating feedback from IOM, ICS, EPU, and stakeholders (Due within 4 working days).


Required Qualifications & Experience

Education

  • Master’s Degree or higher in Law, Criminal Justice, Criminology, Governance, Public Policy, Security Studies, International Law, or Border Management with 7+ years of relevant experience; OR

  • Bachelor’s Degree in the above fields with 10+ years of relevant experience.

Experience & Expertise

  • Proven track record in document verification, fraud detection, criminal investigation, or prosecution processes within Ethiopia’s institutional framework.

  • Direct experience collaborating with Ethiopian law enforcement, judicial bodies, and migration/border control agencies (e.g., ICS, Federal Police, Ministry of Justice).

  • Demonstrated expertise in policy analysis, legal research, institutional assessments, or drafting Standard Operating Procedures (SOPs).

  • Prior experience with international organizations (IOM, UNODC, ICAO, INTERPOL) or donor-funded migration governance projects is highly desirable.

Language & Technical Skills

  • Fluency in English (written and spoken) with exceptional technical report-writing skills.

  • Fluency in Amharic (written and spoken) for stakeholder consultations and legal document analysis.

  • Strong capability to analyze complex legal frameworks and synthesize high-volume institutional data into actionable policy insights.
