1. Background
The project promotes agroecological intensification of mango farming to improve income, food security, and employment, particularly for youth and smallholder farmers. Implemented by icipe in partnership with national and local institutions, the initiative targets over 6,000 direct and 40,000 indirect beneficiaries. The project integrates multiple approaches, including top-working of mango trees, food crop diversification, ecological pest management, youth enterprise development, and market linkage facilitation. The project has been implemented in Gamo and Wolaita Zone in Arbaminch Zuria and Soddo Zuria Woredas, respectively. A mid-term assessment is required to evaluate early signs of effectiveness, sustainability, and scalability.

The consultant is expected to use mixed evaluation approach in which both qualitative and quantitative data are collected and analyzed to achieve the evaluation objectives. Participatory and inclusive approach should be followed. As this is a midterm evaluation formative evaluation approaches should be followed. In addition, the relevant evaluation criteria (relevance, coherence, effectiveness, efficiency, impact and sustainability) should be adapted and used for the evaluation. The consultant is expected to detail the approaches and tools to be used for the evaluation.
