Pastoralist In Action Development Organization (PIADO) is a board-led, non-profit national Civil Society Organization (CSO) established in July 2019 under the Ethiopian Federal Civil Society Organizations Proclamation No. 1113/2019. PIADO operates in Somali and Oromia Regional States, serving vulnerable pastoralist, agro-pastoralist, and crisis-affected communities.

The organization is committed to supporting marginalized populations—particularly internally displaced persons (IDPs), women, and children—by improving access to essential services and strengthening resilience. Initially focused on emergency response, PIADO has grown into a multi-sectoral humanitarian and development organization delivering integrated programs in Health and Nutrition; WASH; Food Security and Livelihoods (including cash assistance); Shelter/NFI; Education; Protection and SGBV prevention; Gender Equality; Human Rights; Climate Change Adaptation; and Disaster Risk Reduction.

Governed by a professional Board of Directors, PIADO is supported by skilled technical staff and advisors who ensure quality, accountability, and compliance with humanitarian standards. The organization works closely with government, communities, and partners to deliver impactful interventions.

Pastoralist communities and IDPs in lowland Ethiopia continue to face overlapping challenges from recurrent drought, climate change, conflict, and limited access to basic services. Livelihood loss, food insecurity, low health and immunization coverage, poor WASH conditions, and high youth unemployment have significantly weakened community resilience. Through its integrated, community-driven approach, PIADO addresses immediate humanitarian needs while promoting long-term recovery and sustainable development.

About the Country Program in Ethiopia

Pastoralist In Action Development Organization (PIADO) mission is to serve vulnerable individuals and families in Ethiopia’s poorest communities, and their goal is to promote sustainable human development through the implementation of programs/projects in various thematic sectors. These sectors include basic service delivery, economic opportunities and livelihood diversification, disaster risk reduction and climate change adaptation, Education (quality), Emergency Shelter and Non Food Item (ESNFI ),Protection food security ,health and nutrition , water, sanitation and hygiene (WASH), Livelihoods (youth and women ) , human right and Democracy, prevention of sexual and gender based violence (SGBV), Gender equality and empowerment child protections, environmental protection and humanitarians responses.

Pastoralist in Action Development Organization (PIADO) is a national non-governmental organization working to improve the resilience and livelihoods of pastoralist and agro-pastoralist communities in Ethiopia. PIADO is implementing a Trigger-based Anticipatory Action Pilot Project in Dawa Zone, Somali Region. The project aims to reduce the impact of drought and climate-related shocks by activating early interventions based on predefined triggers, strengthening community resilience, and protecting livelihoods.

Summary of the position

The Food Security and Livelihood (FSL)Officer is responsible for the overall Livelihood and activities planning, implementation, monitoring and reporting of the Pastoralist In Action Development Organization Response to Communities impacted by severe drought, conflict ,and flood in the Somali regional state of Ethiopia . This project encompasses activities in the Dawa , woredas and the officer will be responsible for establishing selection and complaint handling committees, set up right-holders targeting criteria, select and verify cash right-holders, conduct multipurpose cash post-distribution monitoring as well as continuously collect data in the Dawa zone of Somali to serve as an input for the upcoming development project.

overall planning, implementation, coordination, and monitoring of the Anticipatory Action Pilot Project. The role ensures timely and quality delivery of interventions aligned with trigger mechanisms, donor requirements, and PIADO standards, including strengthening community-based early warning systems and youth engagement structures.

KEY AREAS OF RESPONSIBILITIES:

Project Implementation

  • Provide technical support in the design, implementation, monitoring and evaluation of the PIADO food security and livelihood and Livestock feeding and treatment activities.
  • Design and coordinate baseline surveys, and market assessments, conduct feasibility studies for livelihoods, food security and cash transfer programming.
  • systems through Community-based Early Warning System (CbEWS) committees.
  • Establish and strengthen School Anticipatory Action (AA) Clubs to promote climate awareness, risk monitoring, early warning dissemination, and early action among youth.
  • Participate in proposal development and budgeting for new projects in accordance with the provided PIADO guidelines and standards.
  • Select target communities and project priority groups jointly with project staff, local government representatives, communities and other relevant stakeholders
  • Set up right-holders targeting criteria, validate the selection criteria with local partners (including selection and verification committees) and verify the preliminary selected livestock feeding right-holders, take right-holders photo in the registration and distribution lists
  • Prepare procurement documents activity and budget requests for the project
  • Conduct regular data collection process on project progress, and compile monthly, quarterly, and annual reports on the projects
  • Continuously share project data, right-holders registration and distribution lists to regional and country offices
  • Support the project manager overseeing the budget by analyzing budgeted versus actual expenditures in monthly financial reports, identifying discrepancies, and communicating findings to the finance team. Document and share regular significant success and human-interest stories, best practices and photos;
  • Responsible for overseeing the implementation of Livelihood and livelihood project activities in accordance with approved work plan time schedules and budgets
  • Keep record of all required documents both in hard and soft copy related to livestock feeding program and livelihoods, right-holders selection, distribution and post distribution monitoring.
  • Conduct training on relevant thematic areas and other project interventions
  • Provide technical backstopping to the fellow community development facilitators and facilitate good working relationships in the project areas with donor , partners and community members to ensure the achievement of objectives in a timely and cost-effective manner
  • Work closely with partners, represent PIADO in the local cluster-based stakeholders’ meetings and cash working group related issues,
  • Identify livelihoods and environmental constraints/concerns and suggest possible recommendations to the project Coordinator or any senior Officer.
  • Facilitate regular meetings are conducted with the local partners, community structures and project staffs and reports of the meetings are prepared and submitted to the regional office
  • Ensure core humanitarian standards (CHS) are adhered to in the implementation of the livelihoods and climate resilience activities;
  • Promote accountability to affected populations using the PIADO accountability framework;
  • Represent PIADO in cash and livelihood working groups/taskforces or other related platforms;
  • Perform any other duties and responsibilities assigned by the supervisor or designate

Community Engagement and Systems Strengthening

  • Facilitate the formation, training, and operationalization of CbEWS committees at the community level.
  • Strengthen community participation in risk monitoring, early warning communication, and feedback mechanisms.
  • Support the development of locally appropriate early warning communication channels

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

Work environment: Based in Moyale district with frequent field level trip to operational others districts and Kebeles.

Must be able to travel as required for standard domestic business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Required Qualifications and Professional Experience

  • Bachelor’s Degree in Natural Science, Rural development, agronomy, community development, climate, plant science or other relevant disciplines from a recognized University/College.
  • Minimum of three years of proven work experience in emergency projects including Livelihood and cash distribution, and livelihood programming preferably in an international NGO.
  • Experience with and knowledge of national Livelihood strategy and Humanitarian principles and standards.
  • Proven program & project cycle management skills – proposal and report writing skills; monitoring and evaluation skills and experience;
  • Experience in managing cash transfer programming;
  • A strong understanding of Market systems development and livelihoods programming
  • Works well in and promotes teamwork
  • Ability to work under pressure, prioritize well and meet deadlines;
  • Ability to travel extensively, especially to remote areas;
  • Experience in and the ability to train, coach, and mentor people.
  • Knowledge of Somali is mandatory.

Job Purpose:

The Project Manager will lead the overall planning, implementation, coordination, and monitoring of the Anticipatory Action Pilot Project. The role ensures timely and quality delivery of interventions aligned with trigger mechanisms, donor requirements, and PIADO standards, including strengthening community-based early warning systems and youth engagement structures.

Key Responsibilities

Project Management and Implementation

  • Lead the planning and execution of project activities in line with approved work plans and budgets.

  • Oversee field-level implementation in targeted districts in Dawa zone of Somali region.
  • Ensure integration of multi-sectoral responses (WASH, food security, livelihoods, and nutrition).

  • Establish and strengthen School Anticipatory Action (AA) Clubs to promote climate awareness, risk monitoring, early warning dissemination, and early action among youth.

Community Engagement and Systems Strengthening

  • Facilitate the formation, training, and operationalization of CbEWS committees at the community level.
  • Strengthen community participation in risk monitoring, early warning communication, and feedback mechanisms.
  • Support the development of locally appropriate early warning communication channels.
  • Guide the establishment and functionality of School AA Clubs in targeted schools.

Coordination and Partnership

  • Coordinate with local government authorities, early warning systems, and humanitarian partners.
  • Represent PIADO in coordination platforms and cluster meetings at zonal and regional levels.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Ensure effective monitoring systems are in place to track triggers, community-based early warning indicators, and response timelines.
  • Monitor performance and functionality of CbEWS committees and School AA Clubs.
  • Oversee data collection, analysis, and reporting.
  • Document lessons learned, best practices, and success stories on community engagement and anticipatory action.

Financial and Administrative Management

  • Manage project budget in compliance with donor and PIADO policies.
  • Ensure efficient use of resources and timely financial reporting.
  • Supervise procurement and logistics processes, including materials for schools and community structures.

Team Leadership and Capacity Building

  • Supervise and support project staff and field teams.
  • Build staff and community capacity on anticipatory action, early warning systems, and emergency response.

  • Promote teamwork, accountability, and performance management.

Reporting

  • Prepare and submit high-quality narrative and financial reports.

Qualifications and Experience Education:

Bachelor’s or Master’s degree in Public Health, Education, Disaster Risk Management, Development Studies, Social ,Environmental Science, , or related field.

Experience:

  • Minimum 5–7 years of relevant experience in humanitarian or development programs.
  • Proven experience in anticipatory action, early warning systems, DRR, or emergency response.
  • Experience in community-based systems, youth engagement, or school-based programs is highly desirable.
  • Experience working in pastoralist or Somali region contexts is an asset.
