External Vacancy Announcement for the three Positions mentioned below for the Newly Funded Ethiopian Humanitarian Fund (EHF) Project which is going to be implemented in South Wollo, Ambassel Woreda. The office of the recruited employees will be located in Wuchalie town.

01. Field Level WASH Expert

Location: South Wollo, Ambassel Woreda | Deadline: November 3, 2026

Job Description

We are seeking a highly skilled and experienced Field Level WASH Expert to lead WASH interventions in a challenging humanitarian context. The ideal candidate will have extensive experience in implementing WASH programs, including water-point rehabilitation, borehole solarization, water-quality testing and chlorination, and oversight of latrine and hand washing-station rehabilitation. The successful candidate will be responsible for planning, implementing, and overseeing WASH interventions, including the distribution of WASH NFI kits and other essential supplies to vulnerable populations.

Key Responsibilities:

Lead WASH Interventions: Oversee and implement WASH interventions, including water-point rehabilitation, borehole solarization, water-quality testing and chlorination, and oversight of latrine and hand washing-station rehabilitation.
WASH NFI Kit Distribution: Coordinate the distribution of WASH NFI kits (soap, jerrycans, buckets, menstrual hygiene kits) to vulnerable/female-headed households, ensuring that the kits are delivered in a timely and efficient manner.
Water and Sanitation Services: Ensure that water and sanitation services are available and accessible to affected populations, including the installation and maintenance of safe household water storage containers and the distribution of Aquatabs/chlorine for water treatment.
Oversight and Monitoring: Conduct regular site visits to monitor and evaluate the effectiveness of WASH interventions, identify areas for improvement, and make recommendations for adjustments to the program as needed.
Capacity Building: Provide training and capacity building to local staff and partners on WASH best practices, including water-quality testing, chlorination, and latrine and hand washing-station rehabilitation.
Collaboration and Coordination: Collaborate with other humanitarian agencies, government officials, and local stakeholders to ensure that WASH interventions are aligned with broader humanitarian response efforts and that there is effective coordination and information sharing.
Reporting and Documentation: Prepare and submit regular reports on WASH interventions, including progress updates, challenges, and lessons learned, to ensure that stakeholders are informed and that program improvements can be made to the project coordinator

Qualifications:

Bachelor’s Degree in a relevant field (e.g. environmental science, public health, water resources engineering) or equivalent experience.
At least 5 years of experience in WASH programming, including experience in water-point rehabilitation, borehole Solarization, water-quality testing and chlorination, and oversight of latrine and hand washing-station rehabilitation.
Proven experience in leading WASH interventions, including experience in project planning, implementation, and monitoring and evaluation.
Strong knowledge of WASH best practices and standards, including Sphere, WHO, and UNICEF guidelines.
Excellent communication and interpersonal skills, with the ability to work effectively with local staff, partners, and stakeholders.

02. Public Health Expert and EHF Project Coordinator – WASH, Nutrition, and Multipurpose Cash Assistance Priorities

Position Summary

The Public Health Expert and Field Project Coordinator will lead the implementation, coordination, monitoring, and reporting of the project’s emergency health activities in Ambasel Woreda. The position will oversee field-level health interventions, including Mobile Health and Nutrition Team (MHNT) and Rapid Response Team (RRT) deployment, Public Health Emergency Management (PHEM) and Early Warning, Alert and Response System (EWARS) surveillance, support to assisted health facilities, and coordination of reactive vaccination activities. In addition to the public health responsibilities, the post holder will coordinate the field-level implementation of the project’s WASH, nutrition, and multipurpose cash assistance priorities.

The coordinator will work closely with Woreda and zonal authorities, health facilities, community structures, project staff, and humanitarian partners to ensure timely, accountable, and integrated delivery of assistance. The post holder will submit regular reports on activities implemented in Ambasel Woreda to the Project Manager and represent the project in relevant zonal-level meetings when delegated.

Key Responsibilities and Activities

Field-Level Project Coordination

Coordinate the day-to-day implementation of project activities in Ambasel Woreda in line with approved plans, budgets, timelines, and donor requirements.
Coordinate the work of field-level Health, Nutrition, and WASH experts and support integrated planning and implementation across sectors.
Develop and regularly update field activity plans, schedules, procurement and distribution plans, and implementation trackers.
Coordinate with Woreda and zonal government offices, health facilities, community representatives, and humanitarian partners to support effective implementation and avoid duplication.
Participate in relevant Woreda and zonal coordination meetings on behalf of the Project Manager, share project updates, and communicate action points to the project team.

Public Health and Emergency Health Response

Lead the planning and delivery of emergency health interventions in targeted communities and supported health facilities.
Coordinate the deployment, supervision, and follow-up of MHNTs and RRTs, ensuring appropriate staffing, supplies, referral arrangements, and reporting.
Support health facilities to maintain essential primary healthcare and emergency services for affected and vulnerable populations.
Coordinate with health authorities and relevant partners on outbreak preparedness, response, and recovery activities.
Support the availability and appropriate use of essential medicines, medical supplies, and reproductive health kits at the selected targeted health facilities and with MHNTs.

PHEM/EWARS Surveillance and Outbreak Response

Support health facilities and Woreda health offices to conduct timely disease surveillance, including PHEM/EWARS data collection, analysis, reporting, and follow-up.
Ensure suspected alerts are documented, reported, and verified promptly in coordination with health authorities and response teams.
Support the distribution and use of PHEM/EWARS data and reporting materials at supported facilities and among relevant field teams.
Coordinate operational support for alert verification, including communication, field visits, transport, and other response requirements.
Monitor surveillance data for unusual trends and promptly escalate suspected outbreaks or public health threats.
Support the preparation of situation updates and response reports, documenting alerts, investigations, actions taken, and outstanding needs.

Training and Capacity Building

Organize and coordinate a cholera and outbreak case-management training for health workers.
Support participant selection, training logistics, facilitation arrangements, materials, attendance records, and post-training documentation.
Ensure training content is practical and relevant to the management of cholera and other priority outbreak conditions.
Follow up with trained health workers and facilities to identify application of skills, remaining capacity gaps, and additional support needs.

Reactive and Catch-Up Vaccination

Coordinate with health authorities and vaccination partners to plan and implement reactive or catch-up vaccination campaigns.
Support operational planning for the campaign targeting including micro planning, team deployment, community mobilization, and logistics.
Ensure cold boxes and vaccine carriers are available, properly prepared, and used in accordance with vaccine safety and cold-chain requirements.
Support accurate recording of vaccinations, target-population coverage, vaccine use, and campaign results.
Coordinate community engagement and follow-up to address missed populations and improve campaign uptake.
Compile and submit campaign reports, including coverage, challenges, and lessons learned, and recommendations.

Health Supplies, Equipment, and Facility Support

Coordinate the procurement, receipt, storage, and distribution of emergency health and medical supplies and reproductive health kits to seven supported facilities and MHNTs.
Work with logistics and procurement teams to ensure supplies are delivered on time, quantities are verified, and distribution records are complete.
Support the provision of basic medical equipment kits—including blood pressure machines, thermometers, and stethoscopes—to supported facilities.
Monitor stock availability, consumption, storage conditions, expiry dates, and replenishment needs; report risks such as stock-outs or wastage.
Coordinate last-mile delivery of medical supplies and support referral or ambulance running costs, including fuel and essential consumables, in accordance with approved procedures.
Identify minor rehabilitation, equipment-replacement, and furniture needs at supported health facilities; coordinate approved works and document completion.
Ensure all distributed supplies, equipment, and facility improvements are recorded and acknowledged by the receiving facilities.

Risk Communication, Community Engagement, and Accountability

Coordinate the development and dissemination of risk communication and community engagement (RCCE/SBCC) messages in collaboration with health authorities and community representatives.
Support the production and distribution of information, education, and communication materials, including printed materials, billboards, and radio spots.
Ensure messages are accurate, culturally appropriate, accessible, and consistent with public health guidance.
Engage community leaders, volunteers, women’s groups, and other relevant structures to promote awareness of available services, vaccination, disease prevention, and referral options.
Establish or support feedback and complaint channels and ensure community feedback is documented, referred, and addressed appropriately.

Coordination of WASH, Nutrition, and Multipurpose Cash Assistance

Coordinate field-level planning and implementation with the WASH and Nutrition experts to ensure activities respond to identified needs and are aligned with the project plan.
Promote integration between health, WASH, and nutrition activities, including coordinated community outreach, referral, and information-sharing.
Support the identification of priority locations and vulnerable households in collaboration with local authorities and community structures.
Coordinate with the relevant technical leads on multipurpose cash assistance activities, including implementation schedules, community communication, referrals, and monitoring, in line with approved project procedures.
Track progress across sectors, identify implementation bottlenecks, and ensure issues requiring technical or management decisions are escalated promptly.

Monitoring, Reporting, and Documentation

Maintain accurate, timely, and complete records of activities, beneficiaries reached, supplies distributed, services delivered, challenges encountered success stories and best practice
Submit regular field reports to the Project Manager, covering implementation progress in Ambasel Woreda, results against indicators, expenditure or operational concerns, and planned next steps.
Contribute to donor reports, situation reports, activity reports, and other internal or external reporting requirements.
Monitor progress against project indicators and support verification of reported data through facility records, activity documentation, and field visits.
Document lessons learned, success stories, photographs where consent is obtained, and recommendations for improving implementation.

Supervision, Compliance, and Safety

Provide field-level guidance and coordination to project staff and support a collaborative, respectful working environment.

Position Summary

The Field-Level Nutrition Expert leads the planning, implementation, monitoring, and reporting of nutrition interventions in Ambase Woreda, South Wollo. The role supports the EHF project coordinator and works closely with WASH, nutrition, and multipurpose cash assistance teams, woreda offices, health facilities, community structures, and implementing partners.

The position focuses on strengthening community- and facility-based nutrition services, ensuring timely availability and appropriate use of nutrition commodities, and improving the identification, referral, and treatment of children with severe and moderate acute malnutrition (SAM and MAM), as well as the nutritional support provided to pregnant and lactating women (PLW) and children under five.

Key Activities and Responsibilities

Nutrition intervention planning and coordination

Coordinate the implementation of project nutrition activities in line with EHF priorities, approved work plans, national guidelines, and CMAM/IMAM protocols
Work with the EHF project coordinator, WASH and multipurpose cash assistance teams, woreda health offices, health facilities, and community representatives to align nutrition activities with the broader emergency response.
Participate in woreda-level coordination meetings and share updates on service coverage, nutrition needs, commodity availability, implementation challenges, and response priorities.
Support facility and community teams to develop practical activity plans, referral pathways, and follow-up arrangements for nutrition services.

SAM and MAM case management

Provide technical support to health facilities and community-based teams delivering SAM and MAM services, including outpatient therapeutic program (OTP) and stabilization center (SC) support as applicable.
Ensure that children are screened, assessed, admitted, treated, referred, and followed up according to national CMAM/IMAM protocols.

RUSF/CSB++ for MAM treatment for target children.

Vitamin A and micronutrient powder (MNP) supplies for children under five.
Monitor commodity stock levels, consumption, expiry dates, storage conditions, and distribution records at supported sites.
Coordinate last-mile transport of RUTF, RUSF, CSB++, MNP, and other supplies to project-supported locations, and promptly flag pipeline gaps or risks of stock-out.
Promote transparent, accountable, and protocol-compliant distribution of nutrition commodities and maintain accurate stock and beneficiary records.

Maternal and child nutrition support

Support the provision of specialized nutritious food (CSB++) and iron-folate supplementation to target PLW, in line with project eligibility criteria and relevant guidance.
Support vitamin A and MNP supplementation activities for children under five, including coordination of supplies, service delivery, recording, and follow-up.
Provide or facilitate nutrition counselling for caregivers and PLW on appropriate feeding, dietary practices, supplementation, and care-seeking.
Coordinate with health and community teams to identify barriers affecting access to nutrition services and support appropriate referrals.

Training and capacity-building

Organize and facilitate CMAM/IMAM protocol training for selected facility- and community-based nutrition staff
Deliver emergency nutrition preparedness and rapid-response training for partner and woreda staff
Assess staff capacity needs and provide practical on-the-job coaching, supportive supervision, and refresher guidance.
Reinforce staff knowledge of screening, admission and discharge criteria, treatment protocols, referral procedures, documentation, commodity management, and emergency preparedness.
Document training attendance, topics covered, participant feedback, and follow-up capacity-building needs.

Equipment and site readiness

Support the provision, distribution, and appropriate use of MUAC tapes, Salter scales, and height boards for supported nutrition sites.
Check that equipment is available, functional, properly maintained, and used correctly by trained staff.
Identify gaps in site readiness and coordinate timely action to address shortages in equipment, supplies, staffing, or service-delivery capacity.

Monitoring, reporting, and accountability

Conduct regular monitoring and supportive supervision at supported nutrition sites and community screening locations.
Review service data and reports for completeness, consistency, and timeliness; follow up on discrepancies and gaps.
Track key implementation indicators, including screening coverage, referrals, SAM and MAM admissions, treatment outcomes, commodity availability, and supplementation activities.
Prepare timely field updates and contribute to project reports, indicator tracking, success stories, best practice and lessons learned.
Maintain appropriate confidentiality and promote respectful, inclusive, and accountable service delivery.

Emergency preparedness and response

Support woreda and partner staff to strengthen nutrition preparedness and rapid-response capacity.
Monitor emerging nutrition risks, service disruptions, commodity shortages, and access constraints, and promptly communicate concerns to the project coordinator and relevant authorities.
Contribute to rapid assessments and response planning when new or worsening nutrition needs are identified.
Coordinate with other teams to identify opportunities for complementary, integrated support to vulnerable households while maintaining appropriate sector-specific standards.

Position Requirements

Education: Bachelor’s degree in Nutrition, Public Health, Nursing, or a related field. A master’s degree in Nutrition or Public Health is an advantage.
Experience: At least 3–5 years of relevant experience implementing emergency nutrition or community-based nutrition programs, preferably in humanitarian settings.
Technical expertise: Demonstrated knowledge of CMAM/IMAM, SAM and MAM case management, OTP and stabilization center services, MUAC screening, referral systems, and maternal, infant, and young child nutrition.
