The Health, Development, and Anti-Malaria Association (HDAMA) is a legally registered Ethiopian Civil Society Organization founded in 1998(1990 E.C.). The organization was originally founded to address malaria prevention and control. The organization was originally established to address malaria prevention and control in response to the unprecedented and catastrophic malaria epidemic that affected the country at the time. However, over time, it has broadened its scope to effectively implement integrated programs in public health, livelihood development, humanitarian response, and capacity building in Ethiopia.
The organization is working in line with the Civil Society Organizations Proclamation No. 1113/2019 and is working in close collaboration with government institutions, UN agencies, international NGOs, civil society organizations, and communities. The organization has gained considerable experience in the last two and a half decades in effectively implementing development programs in communities. Health Development and Anti-Malaria Association (HDAMA), in partnership with JSI Research & Training Institute, Inc., is implementing the Momentum Integrated Health Resilience – Ethiopia (MIHR-E) Project in five intervention woredas of South Wollo Zone, Amhara Regional State Tehulederie, Kallu, Ambassel, Kelala and Amhara Sayint from 15 January 2026 to 31 August 2026.
The project aims to strengthen the resilience and integration of the health system in the target woredas by improving the quality of maternal, newborn and child health (MNCH) and other essential health services, deepening community engagement and demand for services, and enhancing public health emergency preparedness and response.
As part of the project close-out process, HDAMA is undertaking a Best Practice Documentation (BPD) assignment to capture, consolidate and share the best practices, innovations and case stories generated across the project’s three result areas. This assignment will be led by an internal HDAMA team (Monitoring, Evaluation, Accountability and Learning; Program; and Resource Mobilization, Partnership and Communication units), and HDAMA now invites qualified communication firms to submit bids to provide professional photography, videography and video production services in support of the internal team.
The selected firm will provide professional photography, videography and video-production support to the HDAMA internal team, to visually document the best practices, case stories, interventions and beneficiaries identified across the MIHR-E project’s three result areas (quality of care, community engagement, and health security), for inclusion in a best-practice booklet and audio-visual products intended for wide dissemination.
Working under the guidance and content direction of the HDAMA internal team, the selected firm shall:
Note: The internal HDAMA team will be responsible for identifying best-practice sites and story owners, obtaining story owners’ signed consent, coordinating field logistics and appointments, and providing technical/content validation and quality assurance. The firm engaged under this bid is responsible specifically for the photography, videography and video-production components described above.
The assignment is expected to be completed on a compressed schedule, in parallel with the internal team’s documentation work, as follows:

Bids will be evaluated based on a combined technical and financial evaluation, considering relevant experience and portfolio quality, proposed methodology, capacity and equipment, key personnel qualifications, and the competitiveness of the financial offer. HDAMA reserves the right to accept or reject any or all bids, and to request clarifications or additional documentation from bidders during the evaluation process.
Payment will be made in three installments tied to the deliverables in Section 4 above: 40% upon signing of the service agreement and completion of mobilization and field-level photography/videography coverage; 30% upon submission of the draft edited documentary, highlight video and captioned photographs for review; and 30% upon incorporation of feedback and delivery/acceptance of the final products. Each payment shall be made against a valid tax invoice.
