Engagement of a Communication Consultancy Firm for Photography, Videography and Video Production Services

1. Background

Health Development and Anti-Malaria Association (HDAMA), in partnership with JSI Research & Training Institute, Inc., is implementing the Momentum Integrated Health Resilience – Ethiopia (MIHR-E) Project in five intervention woredas of South Wollo Zone, Amhara Regional State Tehulederie, Kallu, Ambassel, Kelala and Amhara Sayint from 15 January 2026 to 31 August 2026.

The project aims to strengthen the resilience and integration of the health system in the target woredas by improving the quality of maternal, newborn and child health (MNCH) and other essential health services, deepening community engagement and demand for services, and enhancing public health emergency preparedness and response.

As part of the project close-out process, HDAMA is undertaking a Best Practice Documentation (BPD) assignment to capture, consolidate and share the best practices, innovations and case stories generated across the project’s three result areas. This assignment will be led by an internal HDAMA team (Monitoring, Evaluation, Accountability and Learning; Program; and Resource Mobilization, Partnership and Communication units), and HDAMA now invites qualified communication firms to submit bids to provide professional photography, videography and video production services in support of the internal team.

2. Objective of the Assignment

The selected firm will provide professional photography, videography and video-production support to the HDAMA internal team, to visually document the best practices, case stories, interventions and beneficiaries identified across the MIHR-E project’s three result areas (quality of care, community engagement, and health security), for inclusion in a best-practice booklet and audio-visual products intended for wide dissemination.

3. Scope of Work

Working under the guidance and content direction of the HDAMA internal team, the selected firm shall:

• Plan and undertake professional photography and videography coverage of best-practice sites, interventions, beneficiaries and story owners identified by the HDAMA internal team, across the five intervention woredas (Tehulederie, Kallu, Ambassel, Kelala and Amhara Sayint).
• Produce a total of 45 high-quality photographs of project sites, interventions and beneficiaries, each captioned with specific details (geographic location, name of person for portraits, activity, and other relevant identifying information); captions to be embedded in the JPEG images and also supplied in a separate text document.
• Produce a 20–30 minute clear, high-resolution audio-visual documentary film covering the project’s best practices and case stories.
• Produce a 3–5 minute condensed and articulated highlight video derived from the documentary.
• Support the internal team with photo selection, editing and captioning of the final photographs.
• Participate in joint field visits (up to two weeks) with the HDAMA internal team to the five intervention woredas and their respective health facilities and communities.
• Provide all own professional photography and videography equipment necessary for the assignment.
• Incorporate feedback from the internal team’s review of draft visual products and deliver final, edited and captioned products.

Note: The internal HDAMA team will be responsible for identifying best-practice sites and story owners, obtaining story owners’ signed consent, coordinating field logistics and appointments, and providing technical/content validation and quality assurance. The firm engaged under this bid is responsible specifically for the photography, videography and video-production components described above.

4. Deliverables and Timeline

The assignment is expected to be completed on a compressed schedule, in parallel with the internal team’s documentation work, as follows:

5. Eligibility and Required Qualifications

Interested firms should meet the following minimum requirements:

• Legally registered business with a valid trade/business license covering photography, videography and/or video production services.
• Valid Tax Identification Number (TIN) certificate and, where applicable, VAT registration certificate.
• Valid tax clearance certificate.
• Demonstrated experience (minimum 3 years) producing documentary films, highlight videos and professional photography, preferably for development, health or NGO-sector projects.
• Own professional photography and videography equipment.
• Availability to travel to and work in the five intervention woredas of South Wollo Zone, Amhara Regional State, within the assignment timeline.
• Proven ability to deliver high-resolution, broadcast-quality video and photographic products within compressed timelines.

6. Bid Submission Requirements

Interested and qualified firms should submit a Technical Proposal and a Financial Proposal in separate sealed envelopes (or as clearly labelled separate files, if submitting electronically), comprising:

Technical Proposal

• Company profile, including trade license, TIN certificate, VAT registration certificate (if applicable) and tax clearance certificate.
• Portfolio of similar previous work, including links/samples of documentary films, highlight videos and photography (preferably development/health-sector related).
• Proposed methodology and work plan for delivering the scope of work within the stated timeline.
• CVs of key personnel to be assigned to the assignment (videographer/photographer, editor, project lead).
• List of equipment to be used for the assignment.
• At least three client references from similar past assignments.

Financial Proposal

• A detailed and itemized financial offer in Ethiopian Birr, inclusive of all applicable taxes, covering photography, videography, editing, production and any related costs, consistent with the scope of work and deliverables described above.
