Orbis International Ethiopia is legally registered country office, carrying out the same mission in Ethiopia with focuses on trachoma elimination, training, governance, and health system strengthening in urban and rural settings.

Orbis International Ethiopia invites all interested and eligible individual Consultants to bid for the consultancy work for “TT House-to-House Case Finding” for its activity in Central Ethiopia of nine (9) selected woredas namely, Ezha, Gedabano Gutazer Wolene, Geta, Gumer, Mehur Aklil, Endegang, Alicho Wuriro, Misrak Azernet Berbere and Yem).

Bidders/Consultants/ should submit their financial and technical proposal offers along with all the required legal documents to Orbis International Ethiopia by a separate wax sealed envelopes on/ or before 15th of August between 8:30 AM to 4:00 PM as per the ToR attached herewith

Position Title: FGC Coordinator for TT House-to-House Case Finding
Project: Operation Sight / Trachoma Elimination Program
Duration: [ Five (5) months]
Duty Station: Central Ethiopia (with frequent travel to the 9 selected woredas namely, Ezha, Gedabano Gutazer Wolene, Geta, Gumer, Mehur Aklil, Endegang, Alicho Wuriro, Misrak Azernet Berbere and Yem).
Reports to: National Program Manager / Regional Project Lead
Working Relationships: Regional Health Bureaus (RHBs), Zonal Health Departments (ZHDs), Woreda Health Offices (WoHOs), Orbis field teams, and other implementing partners

1. Background

Trachomatous Trichiasis (TT) is a major public health concern in Ethiopia. To achieve elimination targets and ensure no case is missed, the Ministry of Health (MoH) recommends implementing Full Geographic Coverage (FGC) for house-to-house TT case finding in endemic areas. This approach ensures identification and management of all TT cases through an exhaustive community-level search and outreach-based surgical services. This assignment aims to strengthen FGC implementation in six high-priority woredas in Central Ethiopia, South Ethiopia, and Sidama regions.

2. Objective of the Assignment

To coordinate and implement all activities related to the FGC approach for TT house-to-house case finding and ensure timely, high-quality execution of case identification, documentation, and outreach service provision in collaboration with key stakeholders and partners.

3. Scope of Work / Key Responsibilities

The FGC Coordinator will:

1. Planning & Coordination
   • Lead and coordinate FGC activities in the six eligible woredas.
   • Work closely with RHBs, ZHDs, WoHOs, and Orbis project teams to ensure alignment with the national FGC guidelines.
   • Prepare a detailed implementation plan and timeline for each woreda.
2. Advocacy and Stakeholder Engagement
   • Organize and facilitate advocacy and orientation workshops at regional, zonal, and woreda levels.
   • Mobilize administrative and health leaders to support and prioritize TT case finding and surgical outreach.
3. Training and Capacity Building
   • Plan and conduct training for TT case finders and supervisors following the national curriculum.
   • Ensure trained personnel are deployed and supervised during house-to-house activities.
4. Implementation of House-to-House Case Finding
   • Oversee the deployment and daily operations of case finders.
   • Ensure systematic coverage of all households in the selected woredas.
   • Address field-level challenges, ensure quality assurance, and maintain data integrity.
5. Surgical Outreach Coordination
   • Plan and organize TT surgical outreach campaigns in collaboration with health facilities and surgery teams.
   • Ensure eligible patients identified during case finding are linked to surgery.
6. Documentation and Reporting
   • Ensure proper documentation of all FGC activities as per the national guideline.
   • Collect, review, and compile FGC forms, training records, case finder reports, and outreach registers.
   • Prepare and submit timely progress and final reports to Orbis and regional partners.

4. Deliverables

• FGC implementation plan and schedule per woreda
• Advocacy/orientation workshop reports
• Training reports and attendance records
• Daily summary reports of house-to-house case finding
• Outreach service summary (TT surgeries conducted, refusals, deferrals, etc.)
• Final woreda-specific and consolidated report including lessons learned, challenges, and recommendations

Required Qualifications and Experience

• Bachelor’s degree in Public Health, Nursing, or related field; Master’s degree preferred
• Minimum of 5 years of experience in community health program implementation, preferably in NTDs or eye health
• Proven experience in planning and executing community-based outreach or case-finding campaigns
• Strong facilitation and training skills
• Ability to work effectively with government health systems and community structures
• Excellent organizational, communication, and reporting skills
• Willingness to travel extensively and stay in remote woredas

Duration and Level of Effort

The assignment will cover approximately 5 months as of the date of the contractual agreement, depending on implementation speed, and will require extensive field presence across the nine target woredas. Orbis will provide logistics including vehicle and team support. The FGC-Consultant is responsible for all field related expenses including per diem and accommodation. Payment will be on Tranche basis paid in five Tranches upon monthly report and agreed deliverable submission.
