Land Governance III Project
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. In Ethiopia, GIZ has been engaged for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian Government and international donors.
To strengthen agricultural productivity and modernize the sector, the Ministry of Agriculture (MoA) is pursuing strategies to reinforce land sector institutions nationwide. However, the legal, institutional, and planning frameworks required for effective land governance remain limited. Regional authorities likewise lack sufficient capacities and technical expertise to implement land administration, land-use planning, and land consolidation procedures.
The Land Governance Project supports the MoA and regional land administration institutions to strengthen their institutional capacity and to implement land-use planning, Critical landscape planning (CLS), and voluntary land consolidation as instruments of sustainable land governance. The project applies a multi-level approach, engaging local authorities and communities in planning, capacity development, and pooling of land parcels. At the same time, it works closely with federal and regional actors to develop legal frameworks, improve planning instruments, and build institutional capacity.
In the newly formed regions of Southern Ethiopia, the capacities of land administration institutions to plan and implement measures addressing land fragmentation, resource degradation, legal framework development, and organizational capacity building remain insufficient. The project therefore provides targeted support to strengthen institutional structures and enhance the competencies of land administrations in Southern Ethiopia, enabling them to implement comprehensive land governance measures in the future.
Duration of contract: 31/12/2027
The driver will report to the head of component for Output II of the project.
