DUTIES AND RESPONSIBILITIES

The consultant will carry out the following:

DEVELOPMENT OF A STRATEGIC AND OPERATION ACTION PLAN :

• Assess the operational capabilities and requirements of the Climate Application and Prediction Centre for Central Africa (CAPC-AC) to produce and deliver regional climate services, including an evaluation of compliance with WMO Regional Climate Centre (RCC) technical standards, as well as an assessment of governance arrangements, institutional readiness, and long-term sustainability.
• Carry out a stakeholder consultation to identify and assess the climate services requirements of Central African countries, and analyse opportunities for the development of continuous, sustainable, and operational climate services at the regional level.
• Develop the mission and vision for CAPC-AC, define its strategic objectives, and propose the required organizational arrangements and human resources structure to support effective and sustainable delivery of its mandate.
• Consolidate a strategic and operational plan for CAPC-AC, including a brief analysis of the social-economic benefit of regional climate services.

  CONSOLIDATION OF A RESOURCE MOBILISATION STRATEGY :

• Carry out consultation with CAPC-AC, ECCAS, African Union, and other relevant stakeholders to identify and define financial support options for the development of regional climate services and develop a business plan for the period 2026-2030.
• Describe and assess potential options and opportunities for the co-development of climate services through collaboration with national institutions, public authorities, private-sector actors, and research organizations.
• Identify and assess the human, financial, material, and institutional resources required to implement the CAPC-AC action plan, including potential options for support and contributions from ECCAS Member States.
• Propose corresponding resources mobilization options to support the effective, continuous, and sustainable production and delivery of climate services.
• Develop two fully-fledged concept notes, aligned with donor priorities and requirements, ready for submission to potential funding partners.

  DELIVERABLES AT THE END OF THE CONTRACT:

  The consultant will provide the following deliverables to CAPC-AC and WMO:

  Deliverable 1 (End of February 2026): An inception report providing an updated assessment of the current status of CAPC-AC climatological services, including production and delivery capacities; preliminary recommendations on benefits for Member States; an initial roadmap for user identification and engagement; and a consolidated list of relevant stakeholders and institutional contacts with potential to support CAPC-AC in the development and delivery of climate services;

  Deliverable 2 (End of March 2026): Drafts of the strategic plan and action plan for the agreed period, including recommendations to support the effective implementation and operationalization of CAPC-AC activities;

  Deliverable 3 (End of April 2026): Finalized strategic and operational plans, a comprehensive resource mobilization strategy, and a detailed agenda for the validation workshop.

Proposed fee: Payband C or D (390-750 USD) to be defined depending upon experience, knowledge, and skills.

QUALIFICATIONS

Education Advanced degree in applied climate services, environmental sciences, business management

Experience More than 15 years in supporting development of institutional strategies to improve services delivery.

Other requirements Knowledge of the institutional functioning of regional climate institutions. Sense of responsibility, flexibility, maturity of judgement, initiative, originality of ideas and ability to work independently and in a team. Ability to travel to Cameroun. Ability to write and synthesize strategic documents. The selection of qualified candidates will be based upon: Relevance of education, expertise, and experience. Knowledge of regional center, mainly climate regional centers. Languages: French and English. Availability
