Job Summary

Are you an experienced humanitarian professional passionate about child safety and community resilience? Plan International Ethiopia is seeking a dedicated Child Protection in Emergencies (CPiE) Officer to lead the grassroots implementation of child protection policies and programs within the Gambella Program Area (PA) and local refugee camps.

In this role, you will act as the primary field representative for Plan International, coordinating emergency responses, addressing Harmful Traditional Practices (HTP), managing project budgets, and working closely with community structures to protect vulnerable children.

Key Job Responsibilities

1. Program Implementation & Emergency Response

  • Lead the day-to-day implementation of child protection policies and humanitarian programs within the assigned Program Area (PA) and refugee camps.

  • Support, integrate, and link local child protection activities with Harmful Traditional Practices (HTP) initiatives and broader national emergency response programs.

  • Serve as the sole primary representative of Plan International at the grassroots/field level.

2. Budget & Financial Stewardship

  • Manage and utilize the allocated project budget effectively within the assigned program area.

  • Collaborate cross-functionally with youth program officers and child protection teams across both emergency response and development sectors.

3. Community Engagement & Partnerships

  • Coordinate directly with volunteer social workers, local community structures, and refugee community leaders.

  • Maintain frequent, meaningful contact with the beneficiary community to ensure accountability and project relevance.

  • Liaise with representatives from partner organizations and stakeholders to streamline intervention efforts.

4. Safeguarding, Gender Equality, and Inclusion (GEI)

  • Fully embed Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion (GEI) into all daily operations.

  • Ensure all field staff, volunteers, and stakeholders understand, sign, and strictly adhere to the organization’s safeguarding policies and Code of Conduct (CoC).

  • Monitor, manage, and immediately report any safeguarding or protection concerns in accordance with established reporting procedures.


Job Requirements & Qualifications

Education & Experience

  • Degree: BA degree in Sociology, Social Work, Psychology, Child Development, Development Studies, or a closely related social science field.

  • Experience: Minimum of 3 years of proven humanitarian aid experience in emergency or recovery response operations.

  • Focus Areas: Demonstrated background in child protection, Gender-Based Violence (GBV), adolescent, and youth programs.

Technical Skills & Knowledge

  • Deep understanding of Child Protection Minimum Standards (CPMS), GBV basic principles, and case management.

  • Strong familiarity with Mental Health and Psychosocial Support (MHPSS) frameworks.

  • Solid knowledge of basic child and adult development/learning principles.

  • Familiarity with donor grants compliance and contract regulations (specifically UNHCR project requirements).

Desirable Competencies

  • Ability to deliver high-quality programs under tight deadlines and stressful field conditions.

  • Excellent written and verbal communication skills in English and Amharic (knowledge of other local languages in the Gambella region is highly desirable).

  • Strong analytical, strategic thinking, proposal writing, and report writing skills.

  • Proficiency in MS Office and standard computer literacy.

  • Strong interpersonal skills with a proven ability to work independently and collaboratively within a diverse team.

  • Demonstrated gender sensitivity in humanitarian contexts.
