Call for Proposals: Hospitality & Accommodation Services Framework

Youth Network for Sustainable Development (YNSD) is a non-governmental, non-profit indigenous organization established in 2003 by four school clubs and fifteen youth associations. Currently, YNSD serves as an umbrella network for more than 1,000 youth organizations and associations at the national level.

YNSD’s mission is to contribute to sustainable development by promoting partnerships, strengthening networks, and building the capacity of its member organizations. Its vision is to see Ethiopian youth holistically empowered and meaningfully engaged in all aspects of the country’s sustainable development.

The organization implements a wide range of programs, including youth and women empowerment, Sexual and Reproductive Health (SRH) and HIV/AIDS, Information and Communication Technology (ICT), environmental sustainability, advocacy, WASH, and other emerging development issues.

To support its operational and programmatic activities across various locations, YNSD invites qualified service providers to submit proposals for a Hospitality & Accommodation Services Framework Agreement

1. Objective

The objective of this call is to establish a 12-month framework agreement with a reliable and competent hospitality and accommodation service provider that ensure the comfort, safety, and satisfaction for staff, partners, and official visitors.

2. Scope of Services

The selected service provider will be responsible for:

• Providing suitable accommodation facilities that meet the required standards of safety, cleanliness, and comfort.
• Managing reservations, check-in, and check-out processes efficiently.
• Ensuring the availability of necessary amenities and services (e.g., Wi-Fi, transportation).
• Provide suitable event and conference facilities.
• Offering catering and hospitality services tailored to the needs of guests or participants.
• Complying with health, safety, and environmental regulations.
• Providing support for special requests or additional services as required.

3. Contract Duration & Pricing Structure

The agreement will be valid for 12 months, with clear and competitive pricing:

• Accommodation Rates: A guaranteed “Last Room Availability” (LRA) rate that remains constant regardless of seasonal demand or peak occupancy.
• Catering and food service rate
• Facility usage fee
• Payment terms: including the Cancellation Policy

4. Eligibility Criteria

Interested bidders must:

• Be a legally registered entity with a valid business license
• Have a minimum of 2 experience in hospitality and accommodation services
• Demonstrate adequate capacity and qualified personnel
• Provide references from at least 2–3 reputable organizations

6. Proposal Submission Requirements

Applicants must submit:

• Company profile and relevant experience
• List and specifications of service offering
• Financial proposal with detailed pricing
• Copies of legal registration and licenses
• Client references and past performance evidence

7. Evaluation Criteria

Proposal will be evaluated based on:

• Experience and reputation
• Quality of service
• Pricing and cost effectiveness
• Capacity and Availability
