Job Purpose

The MEL Advisor provides technical leadership and oversight for monitoring, evaluation, learning, and data quality across the Community-Integrated HIV Services Program for at-risk populations. The role ensures timely, accurate, and complete collection, analysis, reporting, and use of program data to track performance, identify gaps, measure results, and inform evidence-based program improvement and decision-making.

The MEL Advisor works closely with the HIV Services Advisor, HIV Prevention Advisor, Community Contact Points, cost-share clinics, and linked public health facilities to strengthen data systems, reporting processes, data quality assurance, and performance monitoring. The role supports routine data review, indicator tracking, learning, supportive supervision, and capacity building of program staff and partners, while ensuring compliance with national HIV reporting requirements, SOPs, M&E standards, and donor expectations.

Main Duties and Responsibilities:

Key Responsibilities

MIS & Information Management

• Lead the design, development, implementation, maintenance, and continuous improvement of program MIS to support planning, implementation, monitoring, and reporting.
• Develop and maintain integrated databases, data collection systems, reporting platforms, dashboards, data visualization tools, and indicator tracking systems.
• Establish clear data flow processes from community service delivery points and implementing partners to program management and reporting systems.
• Ensure that MIS platforms capture all required program indicators and generate timely and accurate reports for management, government, and donors.
• Regularly review MIS functionality, identify system gaps, and introduce improvements to increase efficiency, data quality, and usability.
• Coordinate with IT, digital health, M&E, program, and implementing partner teams to ensure effective integration and interoperability of relevant information systems.
• Maintain appropriate user access, data security, confidentiality, backup, and data protection procedures.

Performance Monitoring

• Develop and maintain the program performance monitoring framework, indicator reference sheets, tracking tools, dashboards, and reporting calendars.
• Track program performance against approved targets, indicators, workplans, milestones, and deliverables on a routine basis.
• Establish systems for routine tracking of key HIV prevention, testing, case identification, PrEP, HIVST, referral, linkage, treatment, and other program indicators.
• Analyze performance trends and identify gaps, bottlenecks, underperforming indicators, and areas requiring management attention.
• Provide timely performance updates and analytical summaries to the Program Manager and technical teams.
• Support development, monitoring, and follow-up of performance improvement and corrective action plans.
• Develop and implement the program MEL plan in collaboration with technical and program teams.
• Establish systems for monitoring program outputs, outcomes, milestones, and results.

Data Quality & Reporting

• Establish and maintain standardized data collection, compilation, validation, cleaning, storage, and reporting procedures.
• Ensure data are accurate, complete, timely, consistent, reliable, and verifiable across all program reporting levels.
• Lead routine data quality assessments, data verification, source document reviews, data reconciliation, and validation exercises.
• Identify and address data quality issues and provide technical guidance to responsible teams on corrective actions.
• Ensure consistency between source documents, registers, electronic systems, databases, dashboards, and submitted reports.
• Maintain proper documentation and audit trails for reported program results.
• Lead the preparation, consolidation, quality assurance, and timely submission of routine program reports.
• Develop monthly, quarterly, semi-annual, and annual performance reports as required.
• Prepare donor, government, organizational, and management reports using verified and analyzed program data.
• Maintain a reporting calendar and ensure that all internal, government, partner, and donor reporting deadlines are met.
• Review reports submitted by implementing partners and service delivery teams for completeness, accuracy, consistency, and compliance with reporting requirements..

Data Analysis & Use

• Develop performance dashboards, scorecards, data summaries, charts, and presentations for management and program review meetings.
• Conduct routine quantitative analysis of program data to assess performance, trends, service utilization, coverage, and outcomes.
• Translate data into actionable findings and recommendations for program management and technical teams.
• Facilitate routine data review meetings and performance review sessions.
• Support program teams to use data for planning, resource allocation, prioritization, service improvement, and corrective action.
• Provide analytical support for target setting, work planning, forecasting, resource allocation, and program adaptation.

Learning & Capacity Building

• Support baseline assessments, program reviews, evaluations, surveys, operational research, and other learning activities as required.
• Develop and maintain a learning agenda and document lessons learned, best practices, innovations, and implementation challenges.
• Facilitate learning sessions and ensure that findings and lessons are translated into practical program improvements.
• Support documentation of program results, success stories, case studies, and evidence for program learning and sustainability.
• Build the capacity of program staff, data clerks, implementing partners, community teams, and service providers on data collection, MIS, reporting, data quality, analysis, and data use.
• Develop and deliver training, mentorship, coaching, and supportive supervision on M&E and MIS systems.
• Develop and update data collection tools, reporting templates, indicator reference sheets, SOPs, and job aids.
• Provide technical assistance to implementing partners and service delivery teams to strengthen their reporting and data management capacity.

Coordination & Compliance

• Work closely with the HIV Services Advisor and HIV Prevention Advisor to ensure that program implementation is appropriately captured through MIS and M&E systems.
• Coordinate with relevant government M&E structures, health offices, public health facilities, CSOs, implementing partners, and other stakeholders on data and reporting requirements.
• Represent the program in relevant M&E, MIS, data review, performance review, and technical coordination forums.
• Ensure compliance with national HIV M&E guidelines, reporting requirements, PSI Ethiopia policies and SOPs, donor requirements, and data protection and confidentiality standards.
• Ensure that program data is securely stored, appropriately accessed, and protected from unauthorized use or disclosure.

Others

• Perform other related duties assigned by PSI Ethiopia.

Qualification and Experience:

• Master’s degree in Monitoring and Evaluation, Public Health, Epidemiology, Statistics, Health Informatics, Information Systems, or a related field with at least six years of relevant experience. A relevant bachelor’s degree with at least eight years of substantial experience may be considered.
• Progressive years of experience in monitoring, evaluation, MIS, data management, health information systems, or public health programs.
• Demonstrated experience designing, developing, managing, and improving MIS and program data systems.
• Strong experience in performance tracking, data analysis, data quality assurance, reporting, dashboards, and data visualization.
• Experience in HIV programs, community-based health programs, or donor-funded public health programs is highly desirable.
• Experience working with government health information systems, implementing partners, public health facilities, and community-based programs.
• Proficiency in Microsoft Office, particularly Excel, program management, and data management tools, DHIS2/eCHIS, routine HIV information systems, and CommCare, with demonstrated ability to manage, analyze, validate, and report program data.
• Experience developing and maintaining electronic data collection forms, databases, dashboards, and automated reporting tools is an advantage.
• Proficiency in English and Amharic, with strong analytical, writing, presentation, communication, and documentation skills.

• Strong facilitation, training, mentorship, coaching, and stakeholder coordination skills.

• Ability and willingness to travel regularly to supported field sites, community platforms, cost-share clinics, and public health facilities.
