Job Purpose

The HIV Prevention Advisor provides technical coordination, mentorship, and quality oversight for targeted HIV prevention and testing services. The role strengthens HIV prevention and case identification using data-driven hotspot mapping, demand creation, peer-led outreach, and high-yield HIV testing modalities. Additionally, this role should advance PrEP demand generation and uptake and enhance community-facility linkages for overall HIV treatment cascade improvements (including support to interventions limiting ART treatment interruptions (IIT).

The Prevention Advisor will work across Community Contact Points, cost-share clinics, peer outreach networks, and networked public health facilities to ensure that community platforms serve as effective entry points for HIV prevention, testing, case identification, and referral services

Main Duties and Responsibilities:

Key Responsibilities

Technical leadership & coordination

• Provide technical oversight for high-quality, integrated community HIV prevention, demand creation, targeted testing, referral, and linkage services across community clinics, contact points, outreach platforms, and networked facilities.
• Lead the technical implementation of HIV prevention components in accordance with the approved work plan, program milestones, national HIV priorities, and applicable donor requirements.
• Coordinate with MoH, RHBs, sub-city, Zonal and town health offices, public health facilities, CSOs, community structures, implementing partners, and other stakeholders to strengthen HIV prevention, testing, referral, and linkage.
• Work closely with HIV service advisors, M&E/MEL community, outreach, peer educators, linkage facilitators, supply chain, and operations teams to ensure coordinated planning, implementation, monitoring, and follow-up.
• Represent the program in technical coordination meetings, performance review forums, planning meetings, and support alignment with government priorities, standards, and service delivery plans.
• Work with the M&E/MEL team and CSOs to conduct routine data reviews and use findings to refine outreach, testing, case-finding, and resource allocation strategies.
• Support HIV prevention commodity quantification, forecasting, requisition, inventory monitoring, accountability, and coordination with supply chain partners to minimize stock-outs.
• Ensure timely, accurate, complete, and confidential technical and programmatic reporting in line with PSI Ethiopia SOPs, M&E requirements, national guidelines, and donor requirements.
• Document implementation evidence, lessons learned, and best practices to inform government ownership, sustainability, and future HIV investment decisions.

Demand Creation & Community Engagement

• Lead data-driven HIV prevention demand creation and community engagement strategies to increase uptake of HIV prevention, targeted testing, HIVST, PrEP, STI and related services.
• Strengthen peer outreach networks and support peer educators, community health workers, and community navigators to reach populations at highest risk of HIV infection and their sexual and social networks.
• Lead and support data-driven targeted outreach, targeted HIV testing, index case testing, partner notification, social networking, and HIV self-testing among populations at increased risk and their sexual networks.
• Support development and adaptation of HIV-related client communication materials, demand creation tools, job aids, and community engagement approaches appropriate to the target populations and local context.
• Support PrEP demand generation, community engagement, provider capacity strengthening, and expansion of PrEP options for eligible HIV-negative clients.

Capacity & Quality Improvement

• Develop/adapt training materials, mentorship approaches, supportive supervision tools, job aids, service standards, and practical guidance for peer educators, linkage facilitators, outreach workers, and community teams.
• Monitor testing yield, case identification, positivity, referral completion, linkage timeliness, service uptake, and feedback between community and facility teams, and initiate corrective actions where gaps are identified.
• Participate in routine data quality assessments, supportive supervision, quarterly performance reviews, and development and follow-up of corrective action plans.

Others

• Perform other related duties assigned by PSI Ethiopia.

Qualification and Experience:

• Master’s degree in public health, Health Sciences, or a related discipline with at least six years of relevant experience; a relevant bachelor’s degree with at least eight years of substantial HIV program experience may be considered.
• Experience in developing client communication materials.
• At least five years of relevant experience in HIV prevention, community-based HIV programming, key or priority population programming, HIV testing, or related public health programs.
• Demonstrated experience in community HIV prevention, demand creation, peer-led outreach, hotspot mapping, targeted HIV testing, HIV case identification, HIVST, PrEP, referral, and linkage.
• Demonstrated experience using routine program data to guide outreach, testing, case-finding, prevention, and performance improvement.
• Experience working with government health systems, public health facilities, local implementing partners, community structures, and multidisciplinary teams.
• Strong experience in program planning, technical assistance, supportive supervision, performance monitoring, data use, and capacity building.
• Proficiency in English and Amharic, with strong writing, presentation, communication, and documentation skills.

• Ability to interpret routine program data and translate findings into practical outreach, prevention, testing, case-finding, and quality improvement actions.
• Strong facilitation, mentorship, coaching, supportive supervision, stakeholder coordination, partnership management, and teamwork skills.
• Ability to work effectively across PSI technical teams, LIPs, government counterparts, community structures, and public health facilities.
• Knowledge of national HIV prevention policies, standards, tools, patient confidentiality, medical ethics, and routine reporting requirements.
• Strong organizational skills, attention to detail, and ability to manage multiple priorities while maintaining quality documentation and confidentiality.
• Proficiency in MS Office, program management tools, DHIS2/eCHIS, routine HIV information systems, and other digital health platforms are an advantage.
• Ability and willingness to travel regularly to field sites and support community and public health facilities.
