Position Overview
The Monitoring and Evaluation (M&E) Specialist will provide technical leadership for data collection, reporting, and the implementation of M&E activities within HW-ET programs. Working closely with the Hope Walks Headquarters (HW-HQ) Digital Health Systems Specialist, the role will support learning and capacity building by developing and applying M&E standards, guidelines, and tools.
This full-time position is based in Addis and reports operationally to the Country Director/Country Director and the SLT and technically to the HW-HQ Digital Health Systems Specialist, with joint performance evaluations.
The Specialist will oversee M&E and learning activities for projects across 70+ clubfoot partner clinics, generating data-driven insights to demonstrate performance and impact. The role will strengthen HW-ET’s M&E systems, support partner clinics in improving data management and information flow, and promote key lessons to enhance project effectiveness and organizational learning.
MAIN DUTIES AND RESPONSIBILITIES
- To supervise regular data collection through implementing partner clinics and ensure quality of the data by random verifications and validations
- To provide mentoring, coaching and technical support to all Clinical Supervisors, Counselling Coordinators, Clinical Coordinators and Parent Advisors in monitoring data collection.
- To record, manage and preserve monitoring and evaluation data in a safe and accessible way
- To analyse and discuss findings with the program staff based on regular monitoring data in line with organizational Key Performance Indicators (KPIs).
- Provide technical support on M&E and evidence-based recommendations to the relevant Project Manager and Partners.
- Develop and implement HW-ET monitoring and evaluation system in collaboration with HW-HQ Digital Health Systems Specialist
- Assist with the piloting, roll-out, and management of a new patient-level Data Management System (DMS) which utilizes the DHIS2 platform to all HW-ET partner clinics in coordination with the HW-HQ Digital Health Systems Specialist.
- Support partners in conducting baseline surveys and Knowledge, Attitudes, Practices (KAP) surveys
- Participate actively in programme planning process and budgeting of the programme quality and fundraising unit
- Support the program team in developing the annual and six-monthly organisational reports.
- Support program team in dealing with any other tasks as may be required
SPECIFIC RESPONSIBILITIES
Monitoring
- Develop project monitoring plan (PMP) of the projects in line with project logframe(LFA) and consulting with programme team and regional M& E coordinator.
- Coordinate with Implementing Partner Clinics (IPCs) for collecting data against agreed indicators
- Engage with IPCs to collect and manage essential data of their respective projects
- Ensure quality of data collected by partner clinics
- Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings in line with organizational KPIs.
- Assist Manager in building capacity of IPCs on Planning, Monitoring and Evaluation (PM&E)
Evaluation
- Assist Country Director and the SLT in designing, coordinating and conducting project evaluations (mid-term and end-line)
- Assist Country Director and the SLT in designing and conducting Post Implementation Monitoring Survey (PIMS)
- Assist Country Director and the SLT in conducting Programme Data Review
- Support partners in designing and disseminating research studies by providing relevant input
Reporting and Documentation
- Assist Country Director and the SLT in developing quarterly, six-month and annual reports
- Develop and share field visit reports with relevant clinical and counselling
- Keep key reports
Planning
- Assist Country Director and the SLT during multi-year plan and budget (MPB) process to develop a good quality MPB for the country programme (CP)
- Assist Country Director and the SLT in reviewing project plans during MPB process
- Ensure quality of data/ KPI in project plans
- Keep relevant MPB documents on the google drive
Learning and Sharing
- Share learning from M&E process with the wider team
- Support partners in improving learning and sharing mechanisms in their implementations
- Promote culture of two way learning in the organisation
Contribution to Effectiveness of the Programme
- Work collaboratively with different programmes for strengthening integration and cross-learning in programmes
- Proactively volunteer for various team activities
- Show an eagerness to take on any other tasks assigned by the line manager
Required Qualification
Professional Qualification
Essential
- Masters’ degree in Health, M& E, Public Health, Health Informatics.
- Knowledge and understanding of project monitoring and evaluation
- Understanding of the current M&E trends and especially M&E systems in development organisations
- Knowledge or training on DHIS2 or other health information management systems (HIMS)
Desirable
- Knowledge of Medical (Clubfoot issues, challenges and opportunities)
- Knowledge of SPSS, Epi-info and Stata software
- Knowledge of participatory research methods, participation action and learning
- Knowledge of contextual diversity of various areas of Ethiopia
Experience
Essential
- Minimum 5 years’ experience in monitoring and evaluation with at least 2 years with NGO.
- Experience in monitoring and evaluating public health projects
- Experience of field data collection
- Experience of report writing
