Woreda Team Leader (Program Officer)

About the Role – Purpose:

The Woreda Team Leader is responsible for the overall management and technical oversight of Concern Worldwide’s Health and Nutrition project activities within the assigned woreda, including needs assessment, planning, implementation, monitoring, evaluation, and reporting in line with Concern guidelines, approved budgets, donor requirements, and national and international standards. The role also requires intensive coordination with the consortium lead and member organizations, close collaboration with the Woreda Health Office and relevant sector offices, efficient use of resources, and representation of Concern in woreda-level coordination platforms.

Specific Duties and Responsibilities:

Capacity Building and Technical Supervision

  • Adhere to organizational values, policies, and procedures, including HR, finance, and logistics compliance.
  • Lead the planning, implementation, monitoring, evaluation, and reporting of Health and Nutrition project activities at woreda level .
  • Provide technical guidance to staff on new initiatives, corrective actions, and ensure overall quality of programme delivery.
  • Maintain close liaison and joint working arrangements with line sectors, the Woreda Health Office, Zonal Health Department, and Woreda administration for coordinated planning, implementation, and M&E.
  • Conduct regular field visits and supportive supervision with key stakeholders and develop actionable improvement plans based on findings.
  • Identify capacity gaps and provide on-the-job coaching and mentorship to improve service quality.
  • Collaborate closely with the consortium lead and member organizations to ensure integrated delivery of project activities—including GBV case management, MHPSS, and WASH—through an area-based coordination approach that promotes joint planning, harmonized implementation, and effective service linkage at community level.

Monitoring, Evaluation, Reporting and Learning

  • Develop annual, monthly and weekly work plans and ensure their implementation so that project implemented according to the approved donor proposals.
  • Prepare and submit timely and high-quality written reports for Concern, consortium lead, external stakeholders and donors. This will include weekly and monthly reports.
  • Review and provide feedback to draft reports produced by subordinates.
  • Document and share feedback from all meetings and disseminating to the Supervisor as appropriate.
  • Maintain a database of all projects data in the assigned Woreda. Work with the MEAL team to analyse data and produce report on monthly basis.
  • Coordinate the Woreda team to capture and document success stories and case studies across the projects for wider sharing.

Coordination and Liaison

  • Work in close collaboration with the consortium lead and member organizations to develop and implement joint planning, monitoring, and implementation plans that ensure coordinated and harmonized project delivery.
  • Represent Concern in different coordination forums in the Woreda in relevant maters.
  • Lead internal team meetings,
  • Closely works with the Woreda line sectors and other agencies to promote and facilitate good working relationships, collaboration and clear communication.
  • Attend external meetings with on time information sharing that expected from Concern as required.

Human Resources

  • Directly manage the human resource in collaboration with the Operations assistant in the Woreda,
  • Set performance objectives for direct reports using the Concern PDR system and carry out performance development reviews. Also, paly leadership role and ensure all staff in the Woreda facilitated their PDRs.
  • Identify ways of increasing individual staff effectiveness and providing regular feedback on performance.
  • Provide technical and managerial support to coach the Woreda team in order to build their capacity to perform their assigned roles and responsibilities,
  • Address any HR issues in a timely and appropriate manner,
  • Ensure good collaboration and team sprit among at Woreda level and across Concern.

Other

  • Perform other duties as assigned by the line manager for the accomplishment of Programme objectives.

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.

  • Able to seek appropriate advice and report concerns, and feel confident that they have been understood.
  • Understands local safeguarding structures and arrangements.
  • Practice in a manner that seeks to reduce the risk of abuse, harm or neglect.
  • Identifies and refers to appropriate services any other associated persons including carers, family members and children at risk.
  • Able to document safeguarding concerns, and maintain appropriate record keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.

Essential knowledge, skills and experience

  • Master’s degree in public health (MPH) with a Bachelor of Science  (BSc) degree in Public Health or Nursing.
  • 4-6 years relevant experience, with at least 3 year management or advisory experience.
  • Strong technical/programme knowledge in area of responsibility.
