TERMS OF REFERENCE FOR TRANSLATOR

Purpose of consultancy:
To translate the National Standard Operating Procedures (SOPs) for Gender Based Violence (GBV) Prevention, Risk Mitigation and Response from English to Afan Oromo’
Scope of work:
Introduction

In February 2023, the UNFPA led, Gender based Violence Area of Responsibility (GBV AOR) in Ethiopia, set out to collaborate with the Federal Ministry of Women and Social Affairs (MOWSA), and GBV stakeholders, to develop a National Standard Operating Procedures (SOP) for Gender Based Violence (GBV) Response, Prevention and Risk Mitigation.

The National SOP for GBV , risk mitigation and response, describes minimum actions to be taken in line with a survivor-centered approach including definitions, guiding principles, clear procedures, and roles and responsibilities for each actor involved in GBV response, prevention, and risk mitigation in Ethiopia.

To make the document more accessible and understandable by all front-line staff providing services, MOWSA and the consortium intend to translate the SOP document into Afan Oromo language. N4ED and Eurika are therefore recruiting a translator who has a strong understanding of GBV and SRH issues, and familiarity with technical terms in case management, Mental Health, and Psychosocial Support, justice, and legal affairs, as well as strong linguistic skills both in English and Afan Oromo.

Objective
  • Translate the final version of the National GBV SOPs( (including all texts, Annexes, and technical Forms ) from English to Afan Oromo

Specific Tasks

  • Translate the full SOP document from English to Afan Oromo.
    • Ensure technical terms related to Case Management, MHPSS, and Legal/Justice affairs are translated using standard Oromifa terminology recognized in the GBV sector.
    • Ensure the tone remains survivor-centered and respectful.

Expected Deliverables

  • An accurate, finalized Afan Oromo version of the National SOP in Word and PDF formats.
  • Translated images, graphs, and process flowcharts.
  • A glossary of key GBV terms used in the translation for future consistency.
Duty Station Home-based with frequent communication with the consortium project team. No

office space or equipment will be provided by N4ED and Eurika.

Duration and delivery schedule The translation consultant will be hired under a contract for two months. Schedule:-
  • Week 1: glossary of key GBV terms used in the translation
  • Week 4: 1stDraft Submission.
  • Week 6: Review and Feedback.
  • Week 8: Final Submission (Word & PDF).
Monitoring and Progress Control Institutional Arrangement/Reporting Relationship

 

  • The translator will work under the direct supervision of the N4ED/Eurika Project Officers and in close collaboration with the technical GBV team.

About You

  • The consultant is required to provide weekly progress updates via email or virtual meeting, outlining tasks completed in the previous week and the plan for the upcoming week.
  • All drafts will undergo a technical review by the project team to ensure linguistic accuracy and alignment with the National GBV standards before final approval.
  • The assignment is home-based; however, the consultant may be required to attend in-person or virtual feedback sessions as requested by the project team.
  • The translator must maintain strict ethical standards and confidentiality of all documents generated or accessed during the consultancy.
Required expertise, qualifications, and competencies, including language requirements: Professional experience of translators
  • Minimum of 3 years of experience in translation, with at least 2 years specifically focused on GBV or Gender Equality
  • More than 2-4 years of experience working in the fields of gender equality, GBV related study and analysis.
  • Deep understanding of Oromifa dialects and the ability to use formal, standardized Oromifa suitable for professional guidelines.
  • Strong preference given to applicant with a history of publication on gender equality, GBV including on the development of similar toolkits and guidance in Afan Oromo.
  • Excellent communication and interpersonal skills
  • Capability of delivering results on time.

    • Brief description of relevant translation experience.
    • CV(s) of the translator(s).

Financial Proposal

  • Proforma invoice indicating translation fee per page.

Supporting Documents

  • Valid business license and registration certificate.
    • TIN certificate.

Evaluation Process and Payment Milestones Criteria for Review of Applications

  • 40%: On submission of First draft
  • 60% upon satisfactory accomplishment and incorporation and reflecting of changes in translation of all comments from N4ED and Eurika. .
Confidentiality and Proprietary Interests The translator shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the translation service without prior written consent. Ownership of all documents, including the draft one and background papers prepared for the purpose of this consultancy shall rest with

N4ED and Eurika.
