Job Description

TERMS OF REFERENCE FOR CONSULTANT

Hiring Office: Consortium composed of Nutrition 4 Education & Development – N4ED and Euika yebego adragot dirigit
Purpose of consultancy: To conduct a technical review o and edit of three chapters of the National Standard Operating Procedures (SOPs) for Gender-Based Violence (GBV) Prevention, Risk

Mitigation,and Response, and to translate one chapter into Tigrigna .

Scope of work:

Introduction

In February 2023, UNFPA, MoWSA, and GBV stakeholders developed the National SOPs for GBV Prevention, Risk Mitigation, and Response, which outline minimum actions, survivor- centered principles, and clear roles for actors in Ethiopia. The SOPs were translated into Tigrigna to improve accessibility for frontline staff; however, the translation requires a comprehensive technical review to ensure accuracy, consistency, and alignment with GBV standards. The consultant will therefore undertake a full technical review of the entire Tigrigna SOP document (approximately 250 pages), identifying and correcting sections where the translation is linguistically correct but technically inadequate. This includes harmonizing terminology across all chapters, covering GBV, SRH, case management, MHPSS, and justice/legal affairs, while maintaining a survivor- centered tone and clarity. In addition, the consultant will prepare a glossary of GBV terms in Tigrigna to support future consistency and deliver draft and final versions of the reviewed document in Word and PDF formats.

Objective

  • Deliver a technically sound Tigrigna versionof the SOPs.
  • Correct inaccuracies in the previously translated chapter.
  • Provide a glossary of key GBVterms in Tigrigna for future consistency.

 

Specific Tasks

  • Conduct a line-by-line technical review ofthree chapters.
  • Re-translate one chapter withtechnical precision.
  • Harmonize terminology acrossall reviewed sections.
  • Submit draftand final versions in Word and PDF formats.

Expected Deliverables

  • Reviewed Tigrigna version of threechapters.
  • Translationof the English version of one chapter.
  • Glossary of GBV termsin Tigrigna.
  • Final submission in Word and PDF formats.
Duty Station Home- base, withregular communication withthe Consortium Project team.
Duration and delivery schedual Maximumone month with strict technical milestones:-

 

  • Submissionof glossary of GBV terms.

About You

  • Draft submission of reviewed chapters and re- translated chapter.
  • Feedback and incorporation of technical corrections.
  • Final submission (Word& PDF).
Monitoring and Progress Control
  • Supervisionby N4ED/Eurika Project Officers with GBV technical team.
  • Weekly progress updates via email/virtual meetings.
  • Drafts subject to technical reviewbefore approval.
  • Strict confidentiality required.
Required expertise, qualifications, and competencies, including language requirements:
Professional experience of translators
  • Minimum 3 years’ experience in translation /review ,with 2 years in GBV/gender equality
  • Proven Expertise in Tigrigna technical translation.
  • Familiarity with GBV, SRH, case management ,MHPSS and justice /legal terminology
  • Preference for prior publication /toolkits in Tigrigna related to GBV
  • Strong preference for applicants with prior experience working in NGOs, particularly in GBV programing, gender equality ,or humanitarian contexts.
  • Excellent communication and ability to deliver on time

Technical Proposal

  • Proforma invoice indicating translation fee per page.

  • 60% upon satisfactory completion and incorporation of feedback
