Background

The Network of Ethiopian Women’s Associations (NEWA) is a pioneer, national coalition of women’s associations that share the goal of advancing women’s rights, gender equality, and women’s empowerment, working with its constituency and partners operating throughout the country advocating for the creation and proper implementation of gender-sensitive policies, laws, and programs at national and regional levels. NEWA is strive to ensure the interests of women are factored in the national plans and policies and to see women’s social, economic, political, and legal entitlements realized at all levels as enshrined in the national and international instruments.

As a strategy to fulfil this objective, NEWA has supported girls and young women in all folks of the society to start to organize themselves on policy influencing and decision-making agenda. The effort gave birth of the Ethiopian young women voice as advocacy national platform with the mission of promoting the rights of girls and young women in policy influencing and decision-making process in all sided, which this becomes the first of its kind.

She Leads is one of the projects that NEWA is currently implementing with the support of Terr des Hommes Netherlands. The project objectives stated below are in line with the goal of NEWA five years overarching strategies and contribute to gender equality and young women and girl’s empowerment. The project is to be implemented at the national level.

The major expected outputs and outcomes of this project also include the following:

Civil Society: Enhanced collective voice and action of girls and young women in formal (CSOs, youth associations, women associations) and informal institutions (girls clubs, child parliaments) at overall national level, and specifically in Amhara and Oromia Regions as well as Addis Ababa City Administration, by 2025.

Political/Government Institutions: Councils, law enforcement and government sectorial offices at national level, in Amhara and Oromia regions and Addis Ababa City Administration enable meaningful participation of Girls and Young women by 2025

This is therefore, NEWA is looking for a trainer to engage to train 40 GYW members training on resource mobilization in grant proposal writing with a focus on GYW as part of the She-leads project.

For this purpose, a call for trainer is conducted: Trainer for a two days resource mobilization, proposal writing and reporting- delivering educational expertise and engaging as a trainer in preparing, facilitating, implementing, and evaluating the activities carried out during the training .

This ToR constitutes the specifications of the work, the purpose, standard criteria to carry out the services required and instructions of submitting the application.

Rationale for the assignment

The Network of Ethiopian Women’s Associations (NEWA) recognizes resource mobilization as a lifeline activity critical for the EYWV forum’s long-term sustainability and impact. Like most of the informal GYW movements, the EYWV needs to depend on external sources of funding to run their advocacy activities, which might positively impact its long-term aspirations.

For sustainable and effective implementation of GYWs activity, it is essential that forum have the capacity to design, write and deliver high quality project proposals and reports. Training on resource mobilization and proposal writing aims to equip participants with skills in writing and presenting effective and successful proposals. In this regard NEWA aims to strengthen GYWs skills to appeal for fund. This will enable GYWs to build the forum capacity to enable the Alliance tap into institutional funding opportunities for a stable financial foundation and amplify its impact in promoting its agenda on the right to girls and young women’s. The NEWA is committed to empowering young women through capacity-building initiatives. This training aims to enhance the skills and knowledge of EYWV members in resource mobilization, enabling them to effectively lead community projects and advocate for their rights.

Objective of the training

This training aims to enhance the skills and knowledge of EYWV members in resource mobilization, well sound proposal writing and reporting enabling them to effectively lead community projects and advocate for their rights.

The general objective of the training is to provide a two days resource mobilization, proposal writing and reporting training with a focus on Mobilizing funds related to GYW empowerment 55to EYWV members. The training will be expected to cover definition of the concepts and importance of resource mobilization, process and tools for resource mobilization, principles of resource mobilization, develop proposals and report writing for funding supported by the donors, Types of resources and donors, The resource mobilization process, The challenges in resource mobilization, Resource mobilization strategies, philanthropy related details, Logical Frameworks (Log frames) and Theories of Change ,Writing clear, concise, and compelling narratives, Creating realistic, transparent project budgets ,Categorizing direct vs. indirect costs and other related contents.

Specific Objectives

• To equip EYWV members with skills and knowledge in resource mobilization, proposal writing and reporting.
• To enabling them to identify, secure, and manage resources effectively

Purpose and Coverage

The main purpose of this assignment is to give two-day resource mobilization and reporting proposal writing training with a focus on GYW. During the training the participants will gain knowledge on concepts and importance of resource mobilization, process and tools for resource mobilization, principles of resource mobilization, develop proposals for funding by the donors, Types of resources and donors The training is expected to be given in Addis Ababa. The training will be given for two days for a total of 30-40 EYWV members.

Methodologies and Scope of the Work

The trainings will be delivered in an interactive friendly format, utilizing lectures, group discussion, presentation and participatory methods to engage all the participants but also apply it in real-world scenarios. Training methods include:

• Interactive group discussions to share insights and strategies
• Case studies from successful resource mobilization campaigns
• Role-playing exercises for “pitching” proposals to funders
• Proposal development exercises with live feedback from experts
• Templates, toolkits, and worksheets for proposal writing and budgeting
• Practical exercises on log frame development and impact measurement

Trainer deliverables

The following will be the expected deliverables of the trainer:

• Submit brief technical and financial proposal to deliver two days interactive youth focused training on resource mobilization and proposal writing, reporting including detailed a workplan, to be submitted three days before the actual date of training.
• Prepare an outline and training material /power point presentation to better understand on resource mobilization and proposal writing.
• Prepare PPT, agenda, pre-post training test of the training in a participatory and friendly approach
• Organize and conduct two days training programmers’ for about 30-40 participant’s base set schedule.
• Submit post training report on the implementation of the training shall be summitted three days after the training.

Duration for the assignment

• Timeframe of the assignment will be held between March 24-28( selected two days in Addis Ababa (The venue will be confirmed later).
• After signing of the contract, the trainer will have a total of three consultancy days, including one day for preparation, one and half day will be provided for the training and a day for preparing a report to be submitted after the training

Competences, experiences and qualifications:

Education: The consultant must have a post-graduate degree in a related field (Gender studies, social work and related filed).

• BA/ MA in Project cycle management, Social Science, Public Health, or another relevant field.
• Practical, demonstrable and relevant experience in Previous experience in facilitating trainings, workshops, and similar activities with young people
• Extensive knowledge on resource mobilization and proposal writing.
• Excellent interpersonal communication and reporting skills.
• Minimum five (5) years of professional experience in a field related capacity building and training – A track record of undertaking similar assignments with competent organizations.
• Proven skills in capacity building of local GYWs, with experience providing trainings on the above-mentioned topics, resource mobilization, project management.
• Excellent communication and facilitation skills, distinct but moderate and enabling rather than imposing.
• Experience in working with NGOs and CSOs and knowing the funding landscape is an advantage
