Job Description

Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Ethiopia started its operation in 1995 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.

COOPI is currently implementing 12 projects in Ethiopia focusing on WASH, ESNFI, CCCM, Energy, Food security and Livelihood managing 7 field bases and a staff of over 100 employees.

COOPI is looking for qualified and competent Tourism Expert.

Position: Tourism Expert

  • Duty station: Tigray Region – Axum
  • Duties and Responsibilities:

Key Activities/Responsibilities

Planning

  • Economic Forecasting: Conducting feasibility studies and market research to project tourism revenue and visitor impact
  • Stakeholder Coordination: Liaising between government agencies, private hospitality businesses, and local communities
  • Visitor Management: Implementing carrying-capacity strategies to prevent overtourism and manage crowd flow at sensitive sites
  • Campaign Execution: Leading destination marketing campaigns to attract specific target demographics and international markets.
  • Digital Promotion: Managing online branding, social media positioning, and partnerships with travel influencers or media
  • Event Hosting: Organizing promotional roadshows
  • Capacity Building: Conducting training workshops for local guides, hospitality staff, and tourism entrepreneurs
  • Provide any support required by the Project Manager (PM) in drafting the M&E plan for the project according to Log Frames, with the support of the WASH Coordinator or geological /Advisor.
  • Prepare drafts/ToRs for activities implementation (background, methodology, objectives, results, activities, BoQs, Monitoring and post monitoring table linked to result framework and send it to PM,
  • When requested by the PM, prepare a detailed physical and financial monthly plan according to the format provided by the PM and submit it to PM 10 days before the end of the month, with the support and supervision of the WASH Coordinator or geological /Advisor.
  • Prepare weekly activity planning, movement plan with the PM and send to the WASH Coordinator or geological /Advisor.
  • Prepare monthly plan with the support of the WASH Coordinator or geological /Advisor and the PM.
  • Prepare the general work plan for the hard and soft activities.
  • Prepare and share the weekly accomplishment of the activities (hard and soft).
  • Contribute to weekly project meetings.

Implementation

  • Skills Training: Roll out vocational hospitality training and language programs for local workers
  • Local Inclusivity: Build community-based tourism models ensuring local communitu participation and creating awareness in touism development and managment
  • Working closely with COOPI’s WASH/ geological Department.
  • Have relevant experience in supervising civil works, in heritage conservation and rehabilitation
  • He/she should know about the international and local standards to be the reference for executing the works.
  • Report any management problems in implementing activities to the PM. Report any technical problems to the PM and the WASH Coordinator/ geological Advisor.
  • Support the PM in the implementation of project activities. Provide technical assistance in her/his area of expertise.
  • Support field supervision of contractors and PIs. Review and approve completion reports of completed works in collaboration with the advisory group, PM and program coordinator.
  • Support the implementation of baseline, intermediate monitoring, post-monitoring, end-of-project surveys and all data collection required to implement activities, reporting results and targets as requested by the PM and ToRs (with Kobo when possible).
  • Make proper use and take care of COOPI properties under one’s control.
  • Work closely with the WASH team in the implementation of activities.
  • Supervise the work of masons/plumbers during the construction of WASH works (water systems, elevated tanks, latrines, replacement of doors and roofs…).
  • Be present in the field during hard and soft works (construction, rehabilitation, data collection, monitoring, etc.).
  • Actively participating to weekly/bi-weekly meeting called by the PM following the Agile system.
  • Preparation of weekly and monthly reports to share with PM.
  • Support to draft/inform the PM on activities accomplishment, including implementation data as requested (interim, final, ad hoc, etc).
  • Participate in grant closing meetings for every closed grant (if required by the PM).
  • Attend coordination meetings with communities at Kebele and Woredas level requested by the PM and share key points (no decision level is granted in stakeholders coordination meetings).
  • Support the organization of internal and donors visits to the project sites liaising with the PM.
  • Support approval of agreements with the regions and required MoU with local authorities.
  • Active participation in relevant technical working group.

Reporting

External Coordination

Project development

  • Support the regular collection of information at stakeholders level (Zone, Woredas and Kebele, community, local partners, NGOs, etc.) baseline need assessment, gaps.
  • Propose activities and project ideas and share them to the PM.

Perform any other duties assigned by the PM.

Qualification and Experience

  • Education: Bachelor’s or Master’s degree in Tourism Studies, Hospitality Management, or Business
  • Soft Skills: Advanced cross-cultural communication, problem-solving, negotiation, and stakeholder management skills
  • A minimum of five years of relevant working experience in tourism and hotel management, with private companies or NGOs. Please, list the works you supervised and completed in your CV, with clear specifications on your role, works completed and locations.
  • Fluency in English and Tigrigna.
  • Computer literacy, with excellent knowledge of the Office package, Autocad and other soft wares.
  • Proven capacity to work in a team is essential. Experience in managing staff is a must.

    Preferred:

  • Regulations: Strong understanding of national building codes, historic preservation laws, and UNESCO charters
  • Experience in liaising with governmental/local authorities and NGOs.
  • Excellent knowledge of construction/rehabilitation of civil and WASH works and draft of BoQs.
  • Have some knowledge related to the foundation soils.
  • Knowledge of basic hydraulics principles.
  • Knowledge of ArchiCad./Autocad
  • Knowledge of the QGIS software and SPHERE Standards.
  • Demonstrated ability to work in stressful environments and under pressure.
  • Knowledge of local language and area of operation is a plus.

Duration of the contract: Six months with possibility of extension based on satisfactory performance and fund availability.

Salary and Benefit: Gross salary 64,323 ETB

  • Hardship Allowance 30%
