Job Description
- Background
The Ethiopian Center for Disability and Development (ECDD) is a non-governmental, non-partisan, and non-profit organization. ECDD is committed to promoting the rights and opportunities of persons with disabilities through policy advocacy and the mainstreaming of disability inclusion in service delivery, development programs, and humanitarian actions, in partnership with other organizations. Established in 2005, and re-registered by the Agency for Civil Society Organizations as a local CSO with a Certificate № 0321 under the Proclamation № 1113/2019, ECDD is dedicated to fostering disability disability-inclusive Ethiopia where persons with disabilities in all their diversities exercise their human rights and have access to mainstream services and opportunities on an equal basis with othersUnder the EHF funded project “Supporting Access to Education for Crisis-Affected Communities in East Gojjam Zone of Amhara Region,” ECDD aims to improve learning outcomes for children with disabilities by converting teaching materials into accessible formats.
Therefore, ECDD seeks the service of a qualified consultant or firm to convert selected teaching materials into accessible formats, including audio, braille, sign language, and visual aids, suitable for students with different types of disabilities.
- Purpose of the Assignment
The purpose of this assignment is to engage a competent consultant/firm to convert teaching and learning materials into multiple accessible formats. The converted learning materials shall enable students with disabilities can fully engage with and benefit from the educational content provided under the project. - Scope of Work
The consultant/firm is expected to carry out the following tasks:
3.1. Review and Assess Learning Materials
- Review learning materials provided by ECDD.
- Determine the most appropriate accessible formats required for each material.
3.2. Conversion into Accessible Formats
Convert the materials into the following formats, as applicable:
- Audio recordings for students who are blind or reading difficulties.
- Braille transcriptions for students who are blind or with visual disability.
- Sign language video interpretation for students who are deaf
- Visual Aids for children with intellectual disabilities/learning disability
3.3 Quality Standards
- Ensure that accessibility outputs meet international standards such as WCAG 2.1, DAISY, and Unified English Braille (UEB) coding requirements.
- Verify accuracy, clarity, and pedagogical alignment.
- Ensure high-quality audio, video, and visual aids
3.4 Review and Finalization of the Materials
- Submit to ECDD for review the draft versions of the materials converted into accessible formats
- Incorporate comments and feedback.
- Submit the final version of the materials made ready for distribution.
Expected Deliverables
The consultant/firm is required to deliver the following:
- Reviewed and assessed learning materials, with recommended accessible formats
- Draft materials in accessible formats: Audio, Braille, and Sign language
- Final versions of all learning materials in accessible formats after incorporating ECDD’s comments
All outputs delivered in organized soft and hard copy, clearly labeled by format

Time Schedule
The assignment is expected to be completed within the following timeline:

Payment Schedule
- First Installment (30%) upon submission and approval of the inception report
- Second Installment (30%) upon submission and approval of draft accessible materials
- Final Installment (40%) upon submission and acceptance of all final deliverables
- Mode of payment: ETB via bank transfer or cheque.
Qualifications of the Consultant/Firm
The consultant/firm must meet the following criteria:
- Demonstrated experience in producing learning materials in accessible formats.
- Proven work in disability inclusion, special needs education, or accessible content production.
- Valid business license for the current fiscal year.
- TIN and VAT registration
- Technical team with relevant qualifications (special needs education, ICT, accessibility, sign language, braille production, etc.).
- Access to required software, tools, and equipment for accessible content production
- Communication

Submission Requirements
Interested and qualified consultants/firms are invited to submit:
- Technical and financial proposals
- Renewed license
- TIN and VAT certificates
- CVs of key personnel
- Evidence of similar past productions
- Methodology and timeline
Award and Contracting
ECDD will award the contract to the most responsive and responsible bidder whose proposal best meets technical requirements, value for money, and delivery capacity.
ECDD reserves the right to:
- Accept or reject any or all proposals, fully or partially.
- Adjust the scope based on budget and field needs.
- Terminate the process if conditions change.
General Quality and Compliance Notes
- All materials must be accurate, pedagogically sound, safe, gender sensitive, and disability-inclusive.
- Audio and video materials must have clear quality and professional presentation.
- Braille, large-print, visual aids, and tactile graphics must meet international and Ethiopian SNE standards.
- Digital formats must be compatible with assistive technologies and screen readers.
9. How to Apply
Interested consultants/firms may submit technical and financial proposals, along with supporting documents (trade license, TIN, CVs, methodology). Proposals must be submitted within 10 days from the announcement date, either by email to: tenderecdd@ecdd-ethiopia.org or hand-delivered in a sealed envelope to the ECDD office at Bekilobet, in front of Global Hotel, 3rd floor of the Amara Bank Building.
