Terms of Reference (ToR): To Design, Delivery, and Scaling of Professional Nanny/Caregiver Training and Employment Linkage

Scope of Work

The selected service provider(s) will be responsible for:

1. Training System Design and Delivery

• Update and deploy a market-responsive caregiver training curriculum that aligns seamlessly with newly established national standards.
• Apply innovative blended learning approaches, strategically combining digital theoretical modules with rigorous, hands-on, in-person practical training.
• Institutionalize strict quality assurance mechanisms through standardized delivery frameworks, continuous trainee assessments, and formal trainer certification programs.

2. Recruitment and Training of Trainees

• Recruit eligible low-skilled women, placing a strategic emphasis on highly vulnerable demographics, including persons with disabilities (PWDs), internally displaced persons (IDPs), and refugees.
• Facilitate structured onboarding, intake eligibility screening, and thorough profile documentation for all incoming trainees.
• Deliver the standardized curriculum to targeted beneficiaries, implementing rigorous performance tracking to ensure high graduation rates and measurable skill-completion outcomes.

3. Employment Linkages and Job Matching

• Develop comprehensive caregiver profiles, integrate secure KYC (Know Your Customer) identification protocols, and establish rigorous candidate verification and vetting systems to maximize market trust.
• Facilitate high-fidelity job matching and placement pipelines that seamlessly connect certified trainees to target households and commercial employers.
• Deploy structured post-hire follow-up mechanisms and adaptation support to ensure a smooth transition, mitigate early workplace friction, and actively reduce worker churn.
• Leverage, integrate, or strengthen existing digital job-matching platforms to scale recruitment, automate applicant data tracking, and improve overall ecosystem efficiency.

4. Access to Finance Facilitation

• Facilitate robust partnerships between trainees and financial institutions to deploy innovative tuition financing instruments, including customized loans, income-contingent credit, or Buy Now and pay-later models.
• Support incoming trainees in navigating institutional requirements, satisfying compliance criteria, and seamlessly securing available credit options.

Institutionalize structured, sustainable repayment frameworks directly anchored to successful job placement and post-graduation income generation to minimize financial risk.

Firm Qualifications and Key Expert Requirements

Interested service providers (firms) are expected to meet the following critical qualifications:

Please Note: Priority and strong preference will be given to service providers who already run active, similar business operations and are willing to adapt their current models to fit the requirements of this call.

• Educational Background: Key experts must hold a Master’s degree in a relevant field, such as Business Administration, Marketing, Communications, or related social sciences, with specialized experience in designing and providing professional nanny training systems.
• Demonstrated Experience: Proven track record on skills enhancement, workforce development, and job placement initiatives.
  • The team must show specific, demonstrated experience in designing and delivering professional nanny, caregiver, or women workforce development training programs.
  • The team must also include at least one dedicated specialist with verified experience in designing blended training models and managing digital platform development and maintenance. Ability to implement high-quality blended learning models, seamlessly combining online coursework with localized, in-person practical training is advantageous.
  • Experience working with international or government development projects is highly desirable
  • Familiarity with project reporting related to development projects.
• Technical Capacity: The team is expected to have demonstrated experience in organizing similar sectors presenting concrete examples of completed assignments. Knowledge of development sector and skill training, Job placement, workforce development, and facilitation expertise of a similar type, employment sector. Ability to mobilize and lead a larger number of audiences.
  • Possess the institutional capacity and technical infrastructure required to provide flexible, blended training services across both digital and face-to-face formats.
  • Operate a proprietary digital job-matching platform or leverage formal, strategic relationships with external JobTech platforms to facilitate employment linkages.
  • Possess the necessary technical infrastructure and data-management systems to run digital onboarding portals, maintain secure applicant databases, and utilize data analytics tools for real-time monitoring of job-placement and retention rates.
• Language Proficiency: Excellent written and spoken proficiency in both English, Amharic and other local languages.
• Ethical Standards: Must adhere to the donor (Sweden) and SNV policies, principles, and core values, including a commitment to ethical standards and a code of conduct.
