Terms of Reference (ToR) for Production of Video Content for Dissemination via MINCH Platform Mobile Application

Background

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and re-registered at the Agency for Civil Society Organizations as an Ethiopian Development Civil Society Organization with Certificate № 0321 under Proclamation № 1113/2019.

ECDD works with partner organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs. Its vision is an Inclusive Ethiopia where persons with disabilities exercise equal rights and have access to the same services and opportunities as other citizens.

Currently, ECDD is implementing the Advancing Disability Voice Advocating Rights National Coordination in Ethiopia (ADVANCE) Project, funded by FELM. The project aims to empower persons with disabilities and their organizations to advocate for their rights, while also enhancing the capacity of legislative bodies to integrate inclusive practices into policies, rules, and frameworks affecting persons with disabilities.

A key component of this project includes the implementation of the MINCH Multimedia Platform—a toll-free telephone service (6768) that provides disability-related information to persons with disabilities, their families, government and non-government organizations, and other stakeholders. The platform is accessible without the need for internet or a smart phone, thereby bridging critical information and knowledge gaps.

Additionally, the MINCH Mobile Application aims to disseminate short video messages in accessible formats, including sign language and captions. To this end, ECDD seeks the services of media and production companies to develop video content focusing on the rights of persons with disabilities.

2. Objectives

The overall objective is to raise awareness among persons with disabilities and stakeholders on key issues affecting them. Specifically, the video productions will:

• Inform persons with disabilities, their families, and relevant stakeholders about disability rights and related frameworks.
• Support increased user engagement on the MINCH telephone and mobile platforms.

3. Target Groups

• Persons with disabilities, their families, and friends
• Government and non-government organizations working on disability inclusion and mainstreaming disability issues in their programs

4. Expected Outputs

• Six (6) short video productions covering three topics:
  1. Local and international legal frameworks and policies
  2. Advocacy and lobbying
  3. Employment-related legal frameworks
• Each topic will be presented in two parts (approx. 3 minutes each).
• Videos must be produced in Amharic and Afaan Oromo, with sign language interpretation and captioned scripts.

Eligibility: Required Capacity and Skills

Applicants (media/production companies or individual professionals) must demonstrate the following:

• Proven experience in video production.
• Track record in the disability and development sector.
• Expertise in producing disability-inclusive media content.
• Willingness to reflect corporate social responsibility (CSR) in pricing.
• Valid and renewed license and VAT certificate.
• Commitment to deliver within the deadlines.

Selection Criteria

Proposals will be evaluated based on technical and financial merit:

Duration & Schedule

• The production must be completed within 15 (fifteen) calendar days.
• An itemized action plan showing activities in chronological order with timelines must be included in the proposal.

Terms of Payment

• First payment – 30% upon signing of contract
• Second payment – 50% upon submission of the draft production
• Final payment – 20% upon incorporation of feedback, editing, and delivery of the final satisfactory products

Submission of Proposals

Interested and qualified organizations or individuals should submit their proposals in sealed and signed envelopes containing the following:

Technical Proposal

• Proposed methodology and approach, including tools, processes, and quality assurance measures.
• Work plan and timeframe for completion.
• Human resources and team composition (roles, responsibilities, CVs).
• Relevant professional experience, particularly in disability-inclusive productions.

Financial Proposal

• Transparent budget breakdown with all costs required for successful completion.

Supporting Documents

• Profile of the organization or detailed CV of individual professional.
• Renewed registration certificate, license, or work permit.
• Copies of VAT registration.
• Educational background and experience of key personnel.
• Bid documents, duly signed and stamped, enclosed in a sealed envelope.
• Any other relevant documents.
