Job Description

Cheshire Foundation Action for Inclusion (CF-AI) and Bright Future Initiative (BFI) hereby invite qualified Consultants to produce documentary film on the Community Based Inclusive Development project activities done in three districts of South Gondar zone: Addis Zemen, Kimir Dingay and Nefas Mewucha and three districts of East Gojjam Zone: Motta, Amanuel and Debre Elias, in total six districts based on the activities described in the bid document.

Therefore, interested consultants legally registered and renewed license can collect the bid document developed on the details of the documentary film from our office located in Dagmawi Minilik Sub City (Kebele 14), Bahir Dar Cheshire or from the Head Quarter in Addis Ababa, Mekanissa in persons or can also get the bid document in electronically annexed with this announcement and can apply through email described below and submitting/sending the detail Technical and Financial proposals together with the renewed license, work experience and other evidences including a bid bond and sample documentary film with application letter. This announcement is open for five working days of this announcement up to September 1, 2025. The bid will be opened /seen on September 2, 2025 at 11:00 am in the presence of the applicants or delegates for those who submitted their documents in person. Thus, as stated above, all applicants have to submit/send the bid document with the technical and financial proposals in closed with name and address together with appropriate bank bond and documentary film (as sample) done before in person or through email on September 2, 2025 from 9:00 am to 10:45 am.

Background and Rationale

Cheshire Foundation Action for Inclusion (CF-AI) and Bright Future Initiative (BFI), the two disability focused organizations seek to document and promote best practices, impacts, and lessons learned from the Community-Based Inclusive Development CBID project in the Amhara Region, South Gondar, Addis Zemen, Kimir Dingay and Nefas Mewucha and East Gojam Zone, Motta, Amanuel, and Debre Elias in total six Districts. This participatory documentary will capture stakeholder testimonies, children with disabilities, their family members, Leaders of OPDs, schools, health facilities, VSLA groups, community leaders and relevant GOs to demonstrate how CBID interventions foster access to education, health, livelihoods, and social inclusion. The Consultant shall produce a high-quality documentary film portraying stakeholders’ experiences, institutional engagements, and community impact.

Objectives

  • Main Objective: To document and disseminate the impact, best practices, and personal experiences of the Community-Based Inclusive Development CBID project in six districts found in two zones of Amhar Region mentioned above.
    • Specific Objectives:
  • Produces a full-length documentary (90 to 120 minutes) and a shorter promotional version (5 to 10 minutes).
    • Captures testimonies, stakeholder interviews, and the CBID approach, including its effect on education, health, and disability rights.
      • Ensures accessibility via subtitles in English and Amharic.
      • Facilitates dissemination through Digital platforms, particularly on the Amhara Media Corporation (AMC)

Scope of Work

  • Pre-Production: Desk review of CBID materials, develop methodology, tools, draft script/storyboard, and schedule.
    • Field Work: Capture video and audio in six districts; shoot testimonials from children with disabilities, parents, OPDs, WCSA, schools, health facilities, VSLA groups, and other rights-holders.
  • Post-Production:
  • Conduct quality-control checks after each session; correct issues on-site.
  • Edit a professional-quality full-length film and a short version for promotional use.
  • Include accurate subtitles and complete transcriptions.
  • Conduct quality-control checks after each session; correct issues on-site.
    • Broadcast & Distribution: Assist with airing on AMC and other digital platforms.

Methodology

  • Desk review and stakeholder mapping.
    • Participatory field interviews: Focus on rights-based, inclusive approach with informed consent strategies.
    • Quality assurance: On-site checking after each recording session and immediate corrections.
    • Internal Validation Discussion: Present the preliminary film to the BFI internal staff for input before finalizing.

Cost and mode of Payment

Total cost for the documentary film is ETB ( (including 15% VAT), payable upon validation and acceptance of final deliverables.

  • All intellectual property rights to the documentary, raw footage, transcripts, and related material shall vest in the Client.
    • The Consultant will sign deliverable acceptance documents and ensure compliance with national tax regulations.

About You

Consultant Qualifications

  • Proven experience in CBID or disability-focused documentary production.
    • Knowledge of CBM and BMZ development standards and ethics.
    • Proven technical expertise in filming, audio capture, editing, subtitling, and post- production.
    • Ability to engage communities, conduct participatory interviews, and manage logistics.
    • Language skills in English and Amharic.

Ethical and Quality Assurance Standards

  • Obtain Free, Prior, and Informed Consent (FPIC) from all subjects.
    • Prioritize the privacy of persons with disabilities and their families.
    • Include signed consent forms for all featured participants; have spares for group interviews.
    • Conduct on-site quality checks, ensure technical accuracy, and secure immediate remediation of issues.
