Background of Elibat Charitable Organization

Elibat Charitable Organization is a board-led civil society organization founded in 2013 E.C. by young women in Ethiopia. Elibat’s main goal is to make the Ethiopian justice system more accessible, especially for those who face barriers due to financial or social reasons. Elibat provides legal aid to people who cannot afford legal counseling, offers psychological support to victims of violence, and develops capacity-building programs for those in need. Elibat is committed to defending democracy and human rights, particularly in areas where gender-based violence is widespread and legal protection is lacking.

Our organization also works to raise awareness and educate citizens about their rights, believing that informed citizens are the best defense against injustice.Currently Elibat is implementing a project titled ‘Safe Spaces,Strong Voices: Empowering Women’ with financial support from CSIF through Lawyers for Human Right (LHR). The project aims to improve the human rights situation of women incarcerated in the main correctional facilities in Addis Ababa.

Purpose of the Training

The main purpose of this training is to provide police officers in Addis Ababa with the knowledge, skills, and attitudes needed to respect, protect, and fulfill human rights, especially the rights of women detainees. The training will help officers understand their legal and ethical responsibilities, improve their interactions with women detainees, and reduce incidents of mistreatment or abuse.
Objectives

• Increase police officers’ understanding of international and national human & women rights and standards relevant to law enforcement.
• Teach police officers the rights of women detainees, including the right to fair treatment, legal representation, and protection from torture.
  Improve police practices in arrest, detention, and investigation to ensure respect for human dignity and the rule of law.
• Promote non-discrimination and special protection for vulnerable groups such as women, children, and people with disabilities.
• Encourage accountability, transparency, and community trust in policing.

Scope of Work

• The training will cover the following topics:
• Introduction to Human Rights: Basic concepts, international and Ethiopian legal frameworks.
• Police Duties and Human Rights: The role of police in protecting rights during arrest and detention.
• Rights of Detainees: Legal standards, fair trial rights, access to legal counsel, and protection from torture or ill-treatment.
• Special Protection: Rights of women, children, and other vulnerable groups.
• Practical Skills: Communication, conflict resolution, and handling complaints.
• Monitoring and Reporting: How to document and report human rights violations.
• Training methods will include presentations, group discussions, role plays, and case studies to ensure active participation and practical learning.

Expected Outcomes

After this training it is expected that police officers will demonstrate improved knowledge and attitudes about human rights and detainee protection, reduction in complaints and incidents of detainee mistreatment, and improved trust and cooperation between police and the community.

Participants

• Police officers from various sub cities in Addis Ababa, especially those involved in arrest, detention, and investigation.
• Trainers and facilitators (Elibat Team) with expertise in human rights and law enforcement.

Roles and Responsibilities

• Elibat Charitable Organization: Organize the training and provide trainers.
• Police Department: Select participants and support implementation.
• Trainers: Deliver sessions, facilitate discussions, and assess learning.

Monitoring and Evaluation

• Pre- and post-training assessments to measure knowledge and attitude changes must be provided by the trainer.
• Participant feedback forms (Trainer)
• Follow-up visits to observe changes in police practices (Elibat team).
• Reporting: The trainer is expected to provide a summary report that will be prepared after the training, including key findings, participant feedback, and recommendations for future action.
• This ToR aims to support ethical, effective, and rights-based policing in Addis Ababa, in line with Elibat Charitable Organization’s mission to promote justice and human rights for all.

• A minimum of LLB degree from recognized university
• Demonstrated experience and success in delivering similar training courses, trainer must have experience in closely working with police
• Excellent interpersonal communication skill including proven experiences of training/workshop facilitation
• Previous work experience and service with prison facilities is an advantage
