Job Description

1. Introduction

Amref Health Africa in Ethiopia intends to engage a qualified external service provider to deliver professional facilitation, training, and team building services on an as-needed basis for a period of one year. The selected provider will work closely with the Human Resources (HR) Department to strengthen staff capacity in team management, leadership, communication, and personal productivity.

This Terms of Reference (TOR) outlines the objectives, scope, deliverables, and eligibility requirements for the engagement.

2. Background

Amref Health Africa in Ethiopia is committed to enhancing organizational effectiveness through continuous learning and staff development. The organization recognizes that effective teams and strong communication are critical to achieving its mission.

To foster collaboration, innovation, and leadership excellence, Amref seeks to establish a framework agreement with a professional service provider who can be mobilized upon demand to facilitate training workshops, high-level meetings, and team-building sessions. These interventions are designed to support staff engagement, performance, and cohesion across departments and levels of management.

3. Purpose

The purpose of this engagement is to contract an experienced external service provider who can deliver high-quality facilitation and training services, ensuring staff and management have the necessary skills to perform effectively and collaboratively within a dynamic organizational environment.

4. Objectives

The specific objectives of this engagement are to:

  • Provide expert facilitation support for strategic meetings, retreats, and workshops.
  • Deliver tailored trainings on team management, communication, leadership, and productivity.
  • Strengthen teamwork, collaboration, and problem-solving skills among staff.

5. Scope of Work

The service provider will deliver professional facilitation and training services as requested by Amref Health Africa in Ethiopia. Key tasks include:

  • Designing and conducting customized training sessions in leadership, team-building, and communication.
  • Facilitating high-level meetings, workshops, and retreats for senior management and mixed staff groups.
  • Providing coaching and advisory support on effective teamwork and performance enhancement.
  • Preparing facilitation materials, tools, and evaluation instruments.
  • Submitting detailed session reports with recommendations for future improvement.
  • Collaborating with the HR Department to align interventions with organizational priorities and learning objectives.

The service provider shall deliver, on a need basis:

  • Facilitation of training programs in team management, communication, and leadership.
  • Capacity-building sessions on personal productivity and workplace collaboration.
  • Post-session documentation and recommendations for follow-up.

7. Approaches and Methodologies to Be Implemented

The provider is expected to apply participatory and experiential learning methodologies that emphasize interaction, reflection, and practical application. Methods should:

  • Integrate adult-learning principles and evidence-based facilitation techniques.
  • Use real-life organizational scenarios to enhance learning relevance.
  • Encourage inclusivity, dialogue, and collaboration.
  • Adapt approaches to different audiences (senior management, technical teams, support staff).
  • Employ creative and engaging techniques such as simulations, role-plays, and case analyses.

8. Expected Deliverables

The service provider will be required to submit the following deliverables:

  1. Inception Plan – outlining methodologies, approach, and proposed activities upon contract start.
  2. Training and Facilitation Sessions – delivered upon request throughout the year.
  3. Customized Training Materials – including agendas, presentations, and exercises.
  4. Session Reports – detailing participant feedback, key outcomes, and recommendations.
  5. Final Summary Report – summarizing all activities, achievements, and lessons learned at the end of the contract period.

9. Timeline

  • Contract Duration: One (1) year from the date of signing.
  • Engagement Modality: Services will be provided on an on-demand basis as requested by the HR Department and different functions and projects
  • Milestones:
    • Delivery of training/facilitation sessions – as requested throughout the year.
    • Submission of session reports – within five (5) working days after each session.
    • Submission of Final Summary Report – within 30 days of contract completion.

About You

10. Eligibility Requirements

Interested providers must meet the following minimum criteria:

  • The consultant shall have an academic background in the fields of Management, Business Administration, Business Leadership with a minimum of Master’s degree
  • Minimum of 10 years of professional experience in training, facilitation, and organizational development.
  • Proven track record of facilitating sessions for international non-governmental organizations (INGOs).
  • Experience facilitating sessions for diverse, multi-sectoral teams including senior management.
  • Strong expertise in leadership, communication, team building, and personal development.
  • Excellent interpersonal, analytical, and report-writing skills.
  • Demonstrated ability to provide services on short notice and adapt to dynamic schedules.

11. Technical Specifications

The provider should demonstrate the following technical capacities:

  • A structured facilitation framework and training methodology.
  • Access to appropriate training tools, materials, and resources.
  • Proven ability to tailor learning content to organizational needs and contexts.
  • Competence in managing diverse group dynamics and fostering inclusive participation.
  • Capacity to deliver high-quality documentation and reporting.
  • Availability of references and evidence of successful past assignments of comparable scope.

Any interested bidder, shall provide, in its submission in response to this TOR, sufficient documentary evidence of adherence to the eligibility and qualification criteria detailed below. Amref Health Africa will assess the documents submitted by the applicants in response to this TOR;

NB: The pass mark for technical evaluation will be 80%. Bidders who score below the pass mark (i.e., 65%) will be considered non-responsive and will not move to the next evaluation stage (financial evaluation).

ii. The Financial Proposal 20%

This should be an outline and is indicative only at this stage. Bidders are requested to develop a more detailed budget proposal as part of the final stage of the process.

  • Financial Quotation – Indicative budget to accomplish the task (Detailed cost proposal in USD for the facilitation)
  • Logistics and accommodation costs which will be covered by Amref Health Africa if the assignment is conducted outside the consultant’s place of residence.
  • Payments will be made based on the actual days of engagement for each expert, subject to submission and approval of deliverables
  • The consultant’s financial proposal must clearly indicate the daily professional fee and applicable taxes

12. Submission of Proposals

Interested and qualified service providers are invited to submit:

  1. A Technical Proposal outlining approach, methodologies, and relevant experience.
  2. A Financial Proposal indicating service fees and related costs.
  3. Supporting Documents, including CVs, organizational profiles, and references from previous clients.

Amref Health Africa has projects in Addis Ababa, Afar, Amhara, Benishangul-Gumuz, Gambella, Oromia, SNNP, Ethiopia Somali regions and nationwide health systems strengthening interventions focusing the capacity building of the National Health Extension Program.

a. Only technically qualified firms will be considered for financial evaluation

b. Financial offer currency must be in USD.
