Terms of Reference (ToR) for a Comprehensive Baseline Study for the GBV Response in Tigray and Capacity Building of WE-Action

Scope of work

The consultancy firm will:

• Develop a detailed and participatory methodology for the baseline study, incorporating:
• • Gender-sensitive: Ensure the specific needs and perspectives of women, men, girls, and boys are considered throughout the study.
  • Human rights-based: Uphold the principles of participation, accountability, and non-discrimination.
  • Environmentally conscious: Minimize the environmental impact of the study and integrate environmental considerations into data collection and analysis.
• Conduct desk reviews, key informant interviews, focus group discussions, surveys, and other relevant data collection methods.
• Actively involve local communities, women’s groups, government officials, and other relevant stakeholders in the design, implementation, and dissemination of the study.
• Assess:
  • Gender dynamics and the specific needs of women, men, girls, and boys.
  • Human rights considerations impacting the target population.
  • Environmental factors that may influence project outcomes.
• Analyze the collected data to establish baseline indicators and produce actionable insights.
• Present findings and recommendations in a comprehensive report.
• Specifically assess the current capacity of WE-Action staff in the following areas:
  • MEAL methodologies and tools.
  • Gender analysis and mainstreaming.
• Human rights-based programming.
• Environmental risk assessment and mitigation.
• Community participation and feedback mechanisms.
• Data management and analysis.
  • Develop a capacity building plan for WE-Action staff, including:
• Identification of specific training needs.
• Design of a training curriculum that addresses identified needs.
• Recommendations on appropriate training methodologies and delivery mechanisms.
• Identification of potential trainers and training resources.
  • Deliver a 5-day training to 13 members of WE-Action (60% women) from field office and head office based on the developed curriculum/capacity building plan. Examples of proposed topics: advanced methodologies for baseline establishment and rapid needs assessment; tools and techniques for disability-gender sensitive and rights-based data collection and analysis; Protection risk management; confidentiality and sensitive data protection; practical exercises, simulations, and case studies; stress management and self-care for humanitarian staff; monitoring and evaluation of environmental impact using technical tools

Deliverables

• Inception Report: Detailing the proposed methodology, work plan, and tools for data collection.
• Draft Baseline Report: For review and feedback.
• Final Baseline Report: Including:
• • Executive Summary
  • Detailed Methodology and Data Collection Tools
  • Presentation and Analysis of Baseline Data, including:
    • Key findings on each project outcome.
    • Disaggregated data by sex, age, and other relevant characteristics.
    • Analysis of gender, human rights, and environmental dimensions.
  • Recommendations for project implementation and adaptation.
• Include a dedicated section on staff capacity assessment and training needs.
• Presentation of key findings to project stakeholders.

Report of the capacity building in MEAL with gender-sensitive and rights-based approach to WE-Action

Duration

• The consultancy is expected to be completed within 8 to 10 weeks, starting from the date of contract signing. The consultant is expected to present a workplan defining the different phases for the conclusion of each task and the expected timeframe

Experience required

The consultancy firm must demonstrate:

• Proven experience in conducting participatory baseline studies in humanitarian contexts, preferably in Ethiopia or similar settings.
• Expertise in gender analysis, human rights, and environmental protection.
• Strong knowledge of the Ethiopian context, particularly in Tigray.
• Ability to employ inclusive and culturally sensitive approaches.
• Excellent report writing and data analysis skills.

Demonstrated experience in conducting capacity assessments and developing training programs for NGOs.

Financial details and requirements

The budget for the service must include:

• Consultancy fees
• Logistical costs, daily fees, per diems, transport, equipment and stationery, including those per diems, transportation, and accommodation for the trainees in MEAL capacity building;
• Accommodation, where aplicable;
• Taxes, bank charges and commissions;
• Any possible costs to be incurred as part of awareness-raising sessions, evaluating or validation workshops;
• Any extension of the period, if applicable, in accordance with these ToR.
