Job Description
BACKGROUND
Action for social development and environmental organization (ASDEPO) is currently engaged in implementation of a project on Multi-sectoral Emergency Response to Support Drought and Conflict Affected Communities in Dawunt Woreda N/Wello Zone Amhara Regional State. The project integrates Health, WaSH, and nutrition and agriculture response. Currently the project is implemented in collaboration with Nexus Ethiopia as sub-IPs who have sectorial expertise on health. On the other hand, ASDEPO also managing the implementation of nutrition, WASH and agriculture activities. Protection will also be mainstreamed across the thematic sectors to prevent and respond GBV, Priority for PwD and vulnerable groups. Key cross cutting areas are meaningfully mainstreamed across the project activities and reasonable resource is allocated for cross cutting activities.
The project is implementing in close collaboration and complementarity among the implementing partners and the government stakeholders. The project duration is 10 months. The total budget of the project is 1,000,000 USD. Through this budget the project will directly reach 23,803 people in need in the woreda of which 58% are female and 31% are children as well as 42% are male. Among different activities to achieve the project objectives provision of agricultural input, improved seed, is the one. Through this intervention, ASDEPO has successfully assisted 520 HHs in 4 targeted kebeles of Dawunt woreda.
OBJECTIVE
- To verify the distributed agricultural inputs were received by the correct recipients/beneficiaries and the distribution process is accessible to all recipients.
- To assesses the effectiveness of information delivery, distribution processes, and beneficiaries’ comfort in redeeming assistance.
- To assesses efficient aid delivery, accountability and continuous project improvement.
METHODOLOGY
Target Population
- Diverse approaches will be used to collect the PDM information. The tools include desk review, Focus Group Discussion (FGD), Key Informant Interview (KII), direct field travel and observation and HH survey. The survey will be conducted on the targeted households in 4 kebeles of Dawunt woreda where distribution has been conducted.
Sampling Techniques
- The sampling strategy must guarantee adequate representation of specific sub-groups of Interest within the sample. This is based on the prioritization criteria used to provide the Assistance. The consultant may select using: (i) Probability sampling: where individuals are selected at random; (ii) Non-probability sampling: where people are selected based on subjective judgment rather than random selection.

REQUIREMENTS
- Experience in issues of humanitarian response and conducting PDM.
- The consultant individual should have a minimum of B.A/B.SC in any fields of study.
- Strong analytical, report writing, and presentation skills.
- Evidence of success in conducting similar studies
- Strong qualitative/quantitative research and analytical skills
- Proven record of excellent management, leadership, decision-making and interpersonal skills
- Proven strong, clear technical writing and oral presentation skills in English
- Proven ability to prepare high-quality technical reports on time
