PURPOSE AND SCOPE OF THE CONTRACT
The Spanish Agency for International Development Cooperation (AECID) has among its purposes that of promoting sustainable human development in developing countries, enhancing the capabilities of the partner countries, in accordance with the provisions of article
4.2 of the Statute. of the AECID, approved by Royal Decree 1403/2007, of October 26, corresponding to this governing body the execution of the actions that promote compliance.
The Ethiopia-Spain Cooperation Country Partnership Framework 2022-2027 includes Development Result 2. Strengthen Resilient and Inclusive Rural Development, promoting economic growth and Resilience of the populations most vulnerable to Climate Change. (SDG 2.3, 10YYPP Pillar 1, Obj. 1; SDG 1.5, 10YYPP Pillar 10 Obj. 6) Spanish Cooperation in Ethiopia will dedicate efforts to improving rural productivity aimed at economic growth, especially in the most vulnerable groups (SDG 2.3), promote rural employment and sustainable livelihoods, in line with Pillar 1 of the 10YYPP. Likewise, the initiatives will be aimed at improving the resilience of the rural population, improving their capacities to respond to the effects of Climate Change, increasing the resilience of people vulnerable to related phenomena (SDG 1.5).
Within the Development Result 2, Spanish Cooperation has supported coffee sector in Ethiopia with a gender, climate and research approach. In this sense, several initiatives are currently undergoing related with coffee value chain:
- Support to the Gender and Climate Action Plan in the Coffee Sector in Ethiopia – Implemented by Women in Coffee Ethiopia (WICE)
- Contribution to Sustainability in Coffee Production and Processing through Innovative Nature-Based Systems with a Gender Perspective – Implemented by Ethiopian Forestry Development (EFD)
- Contribution to the Implementation of the Gender Equality Strategy of the Ethiopian Coffee and Tea Authority – Implemented by Ethiopian Coffee and Tea Authority (ECTA)
- Empowering Ethiopian Coffee: A South-South Approach to Climate Finance and Carbon Credits – Implemented by OSSREA
- Scaling Gender-Responsive and Climate-Resilient Coffee Farming – Implemented by Ethiopian Institute of Agricultural Research (EIAR)
- Creation of the Center of Interpretation of Coffee (CIC) with partnership with ECTA.
For the correct implementation of the projects included in the “Coffee Portfolio” and its alignment with the Rural Development program included in the MAP 2022-2027, specialized services in coffee projects implementation are required at the local level, with command of the Amharic language, work experience in the country and knowledge of Ethiopian institutions.
CONTRACTING ENTITY

LOCATION AND PURPOSE OF THE SERVICE
Contracting of technical services for the Coffee Portfolio’s projects for the office of the Spanish Agency for International Cooperation for Development in Ethiopia.
The consultancy will take place in Addis Ababa (Ethiopia) from 15th August 2025 to 30 June 2026 (12 months).
PROPOSED METHODOLOGY
The selected consultant will work in coordination with the assigned focal point in the Spanish Cooperation Office in Ethiopia. The work methodology will be proposed by the consultant, promoting a participatory system with the involvement of local partners. This methodology will include activities such as:
- Review documentation related to Coffee Portfolio’s projects implemented with various partners.
- Hold work meetings with the Spanish Cooperation Office in Ethiopia and local partners.
- Conduct visits to intervention areas and facilitate design workshops within the framework of the interventions.
- Organize and lead workshops for proposal development and design.
- Analyze results and draft project documents along with their annexes.
- Provide financial support/advisory and monitoring
- Translate documents between English and Spanish.
- Provide general monitoring and oversight of the interventions.
In any case, any other task that the Spanish Cooperation Office in Ethiopia deems necessary for the correct design and drafting of the documents to be prepared may be added.
PRODUCTS AND SCHEDULE
As part of the specialized services to support the implementation of the Coffee Portfolio’s initiatives, the selected consultant will contribute to the following tasks:
- Provide advisory services, monitoring, and support for the implementation of activities outlined in the project formulation documents.
- Prepare technical documents for the procurement of consultancy services, work, and other services required for project implementation.
- Provide financial support/advisory and monitoring
- Organize and coordinate technical missions related to the above initiatives.
- Develop technical documents and tools to monitor progress and outcomes of interventions under the Coffee and Climate Change portfolio.
- Offer specialized technical advice during forums, meetings, and sectoral events related to coffee initiatives.
- Conduct general monitoring and oversight of project implementation and progress.
- Undertake any other tasks deemed necessary to ensure the effective integration and execution of project activities.
Specifically, the products to be delivered will be:
- Product 1: Preparation of a detailed work plan and schedule that will be delivered fifteen calendar days after the signing of the contract and after a working meeting with the focal point of Spanish Cooperation in Ethiopia and the actors involved in both processes.
- Product 2: Preparation of technical and financial mid-term and final reports of the projects included in the “Coffee Portfolio”
- Product 3: Preparation of at least 1 technical mission for each project.
- Product 4: Preparation of 1 dissemination document or communication product for each project.
- Product 5: Monthly Consultancy Report
The estimated term for this consultancy is 10 months
COORDINATION AND MONITORING OF THE CONSULTANCY
All the products indicated above will be carried out under the supervision of the Programme Manager on Rural Development of the Spanish Cooperation Office in Ethiopia, holding weekly follow-up meetings. In turn, this Office will coordinate with all the actors involved in the processes.
An internal work calendar of the Spanish Cooperation Office in Ethiopia will be established with this consultancy, which will include deadlines for delivery and supervision of products and meeting dates.
A permanent physical presence at the Spanish Cooperation Office is required.
DURATION OF THE CONSULTANCY
The estimated term for this consultancy is 10 months. All products must be delivered according to the schedule established in the work plan (product 1), with a maximum date of June 30, 2026. Failure to comply with the established deadlines could lead to the termination of the contract.
AUTHORSHIP AND PUBLICATION
The contracting party will be the owner of the consultancy products, being able to freely reproduce and modify the materials. The consultant must keep due confidentiality regarding the progress of the work that is being developed, until its publication is authorized.
ECONOMIC CONDITIONS AND FORM OF PAYMENT
The maximum total amount of the consultancy will be 13,880 euros, taxes Included. Payment will be made in instalments
- First payment of 25% after delivery of product 1 and corresponding 5.
- Second payment of 25% after delivery of corresponding products included in work plan.
- Third payment of 25% after delivery of corresponding products included in work plan.
- Fourth payment of 25% after delivery of corresponding products included in work plan.
Payments will never exceed the amount proportional to the months of service provision in relation to those established in these terms of reference. From this amount, if applicable, the corresponding tax will be withheld on each billing. The consultant will assume the costs of insurance and local travel (estimated in 2,000 Euros max.).
About You
REQUIRED PROFILE
The consultant or consulting team is required to meet the following requirements:
- Knowledge of the Ethiopian economic, social, and cultural context, especially in the field of Coffee and Climate Change.
- An advanced level of written and spoken Amharic and English is essential, as well as excellent report writing skills.
- Experience in analysis and preparation of documents and project formulations.
- Knowledge and experience in the International Cooperation sector.
- Technical knowledge of Coffee and Climate Change and of the implementation methodologies of the strategy.
- Experience in the use of participatory methodologies for the identification and formulation of projects and for the preparation of strategic documents.
- Management of computer tools for information management (MS Office: Word, Excel).
It will be valued:

The selection of the consultant will be made from the curricula vitae presented, and evaluation of technical proposals. The candidate interested in carrying out this consultancy must present:

The valuation will be made according to the following scales:
- CV: Maximum 40 points.
- Technical test/interview: 40 points
- Economic proposal: 20 points.
A technical test phase and interviews will be conducted with the shortlisted candidates.
