The Carter Center country office in Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs, is looking for a qualified professional to fill the following vacancy for its health programs.

Summary Job Description:

The Sub-regional Water Construction & Supervision Officer is responsible for the end-to-end management of water construction and maintenance projects in targeted schools within the East Amhara zone. This includes technical planning, design, contractor supervision, budget management, and quality assurance to ensure the delivery of sustainable and high-quality water supply infrastructure.

 

Detailed Responsibilities:

Project Planning & Design:

  • Develop detailed implementation, fiscal, and financial plans with TCCE’s Water Construction and Supervision Officer for all water construction activities.
  • Collaborate with the Sub-Regional Manager, TCCE’s Water Construction and Supervision Officer, and relevant departments and offices of the Signatory Body to identify and select target schools for water provision.
  • Work closely with the Technical Working Group (TWG), including TCCE’s Water Construction and Supervision Officer, to support and oversee geological surveys and GPS mapping activities aimed at identifying suitable water scheme types and optimal site locations for school water supply projects.
  • Provide technical input to improve existing school water supply engineering designs developed by BoWE, TCCE, and BoE, ensuring they are more child friendly.
  • Prepare technical specifications, designs, and bills of quantities for contract work packages.
  • Support the TCCE`s Water Construction and Supervision officer in preparing bid documents, contracts, and Memoranda of Understanding (MoUs).
  • Supervise and monitor all construction activities (e.g., gravity/pressure lines, wells, reservoirs, pumping stations) to ensure strict adherence to approved designs, BoQs, and contract agreements.
  • Conduct regular water quality testing in line with regional standards.
  • Serve as the primary technical liaison with focal persons at the woreda level (Water, Education, and Health offices) for construction, community mobilization, and project handover.
  • Implement TWG’s monitoring schedule in the sub region to assess the performance of school WASH committees, water sources, and hardware.
  • Work with the School Trachoma Program (STP) team and TWG to ensure accurate and timely reporting on all project activities.
  • Collaborate with the Zonal Department and Woreda Offices of Education, Water and Energy engineers to monitor and evaluate school WASH activities effectively
  • Support the Sub Regional Manager in preparing regular and ad-hoc project reports.
  • Perform any other duties as assigned by the Sub Regional Manager.

 

Required Number: One

Terms of Employment: One-year contract with a possibility of extension.

 

About You

Qualification and Experience:

  • Bachelor’s or master’s degrees in Hydraulic Engineering, Water Resources Engineering, Water Supply & Environmental Engineering, or a closely related field.
  • Required: A minimum of 6 years of relevant experience with a BSc, or 4 years with an MSc, in water supply construction, preferably within schools or communities. Experience with International Non-Governmental Organizations (INGOs) is highly desirable.
  • Preferred: Demonstrated experience with water supply infrastructures powered by solar-generated pumps.

Additional Requirements:

  • Professional technical skills desired in Water construction site selection, water well drilling supervision, use of geophysical instruments and groundwater software and GIS.
  • Good interpersonal and management skills.
  • Willingness to work for extended hours when needed and travel to field sites frequently.
  • A person who is a self-starter, who can accomplish the task with minimal or no supervision.
  • Strong personal attributes such as Integrity and honesty.
  • Recommendation letter from the most recent employer.
  • Previous NGO experience is a plus.
