BACKGROUND:

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is center on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.

The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating.  platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions. The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

Position Overview:

The Senior Project Officer – ICT Expert (Data Management and GIS system installation) will be responsible for the design, installation, management, and maintenance of data management systems and ICT infrastructure critical to the successful implementation of the DREAM project. This role requires expertise in deploying reliable ICT solutions for data collection, analysis, reporting, and system integration across multiple sectors, including energy, water, and agriculture. The ICT Expert will work closely with project stakeholders, including government agencies, private sector partners, and development partners, ensuring seamless data flow, system security, and operational efficiency.

Key Responsibilities:

System Design & Installation

• Develop detailed plans for ICT infrastructure, including servers, networks, data collection devices, and communication systems suitable for rural and semi-urban environments.
• Oversee the installation, configuration, and commissioning of hardware and software components for data management systems.
• Ensure ICT solutions are scalable, secure, and compliant with relevant standards and policies.

Data Management & Security:

• Design and implement robust data collection, storage, backup, and recovery systems for project data, including operational, monitoring, and evaluation datasets.
• Establish data quality assurance protocols and ensure data integrity across all platforms.
• Implement cybersecurity measures to protect sensitive information and prevent unauthorized access.
  System Integration & Maintenance:
• Integrate ICT systems with existing mini-grid, water, and agricultural data platforms.
  Provide ongoing technical support, troubleshooting, and maintenance to ensure high system availability.
• Manage updates, patches, and upgrades to hardware and software solutions.
  Capacity Building & Training:
• Conduct training sessions for project staff, partners, and stakeholders on ICT tools, data management procedures, and cybersecurity best practices.
• Develop user manuals and operational guidelines for the ICT systems.
  Monitoring & Reporting:
• Develop dashboards and reporting tools to facilitate real-time monitoring of project performance.
• Support data-driven decision-making processes through timely and accurate information dissemination.
  Collaboration & Coordination:
• Work closely with the project team, government agencies, private sector developers, and development partners such as Consultant and developer Consulting.
• Participate in cross-sectoral meetings to align ICT strategies with project objectives.
• Contribute to the establishment and operationalization of the Innovation Lab for innovative ICT solutions.
  Documentation & Compliance:
• Maintain comprehensive documentation of all ICT systems, configurations, and procedures.
• Ensure compliance with donor requirements, national policies, and best practices in ICT and data management.

Required Qualification, Competencies and Experience:

• At least master’s degree in information technology, Computer Science, Software Engineering or Electrical Engineering.
• Minimum of 6 years of experience in ICT system design, installation, and management,
• preferably in renewable energy, water, or agricultural projects.
• Proven experience with data management systems, GIS, SCADA, IoT devices, and remote sensing technologies.
• Strong understanding of cybersecurity principles and data protection regulations.
• Experience working with government agencies, development projects, and private sector stakeholders.
• Excellent problem-solving skills and ability to work in challenging environments.
• Fluency in English; local language proficiency is an advantage.
